Calumet County Highway Committee Meeting Minutes
January 14, 2009
The meeting was called to order by Chairman Kenneth Draheimat 9:00a.m.
Members present were: SupervisorsKenneth Draheim,James Lehrer, Marilyn Schuh and Michael Hopfensperger. Supervisor Donald Sommers was excused and absent from the meeting. The meeting was properly announced.

Moved by SupervisorLehrer, seconded by SupervisorSchuh, to approve theagendaand the minutesfrom the December 17, 2008Highway Meeting. Motion carried unanimously.
Public Participation:
Chair Draheim requested any Public Participation by the guests in attendance.
The following individuals were given the opportunity to comment on the proposed Cost Sharing Policy for County Trunk Highways in Urban Areas: City of Chilton Attorney Derek McDermott, Bruce Rubin of the Village of Stockbridge, Tracy Flucke of the Town of Harrison, Wilmer Geiser of the Town of Charlestown, Alice Connors County Board Supervisor/Vice Chairperson, Randy Friday of the Village of Sherwood and KurtWranovsky of the WiDOT. Committee discussion followed.
Communications:
- A copy of a letter sent to the Calumet County Board Chair Bill Baribeau from Zoning Board of Adjustments Chair Dave Gash was forwarded to the Department by the Corporation Counsels Office.
All correspondence received by the department were placed on file.
Cost Sharing Policy for County Trunk Highways within Urban Areas:
Commissioner Ottery provided the Committee with the 2007 and 2008 costs associated with winter maintenance in parking areas within urban areas as directed at the December meeting. Costs for 2007 were $ 20,516.00. Costs for 2008 were $ 28,686.03. Committee discussion followed. Moved by Supervisor Lehrer, seconded by Supervisor Hopfensperger to direct staff to revise the draft of the Highway Maintenance Policy that was handed out at the meeting to include winter maintenance functions only and provide the draft to Committee Members at the next scheduled Highway Meeting for discussion and possible action. Motion carried unanimously.
Derek McDermott, Kurt Wranovsky, Alice Connors, Todd Schwarz, Gary Deiter, Wilmer Geiser, Doug Lau, Randy Friday, and Bruce Rubin left the meeting at 10:17 a.m.
Review of Proposed Amendment to Section 32-7, 8, & 18 of the Calumet County Code of Ordinances:
Commissioner Ottery provided a handout with the proposed amendment to section 32-7, 8, & 18 of the Calumet County Code of Ordinances and explained that the proposed changes in the ordinance reflect the substitution of Highway Committee for Zoning Board of Adjustments throughout the sections. Committee discussion followed. Moved by SupervisorHopfensperger, seconded by Supervisor Lehrer, to approve the proposed amendment to Section 32-7, 8, & 18 of the Calumet County Code of Ordinances and refer the amendment to the February County Board meeting for discussion and action. Motion carried unanimously.
Review Bids and Award for 2009 Tri-Axle Cab & Chassis:
Commissioner Ottery and Shop Foreman Fuhrmann provided a hand out and explained to the Committee the bids for the purchase of a 2009 Tri-Axle Cab & Chassis. Committee discussion followed. Moved by Supervisor Lehrer, seconded by Supervisor Schuh, to purchase a 2009International 7600 Tri-Axle Cab & Chassis from Packer City International of Appleton, WI for a price not to exceed $ 95,025.00 withtrade-in. Motion carried unanimously.
Review Bids and Award for 2009 Tri-Axle Dump Body, Plow, Wing, Spinner, and Prewetting System Package:
Commissioner Ottery explained that a bid from Olson Trailer and Body was received after the due date of December 19, 2008 at 3:00 p.m. Committee discussion followed. Commissioner Ottery and Shop Foreman Fuhrmann provided a hand out and explained to the Committee the bids for the purchase of a 2009 Tri-Axle Dump Body, Plow, Wing, Spinner, and Prewetting System Package. Committee discussion followed. Moved by Supervisor Lehrer, seconded by Supervisor Hopfensperger, to purchase a 2009Bibeau Tri-Axle Dump Body, Universal Plow, Universal Wing, Swenson Spreader, and Varitech Prewetting System Package from Caspers' Truck Equipment ofAppleton, WI for a price not to exceed $77,214.00. Motion carried unanimously.
Review Bids and Award for 2009 Four Wheel Drive One-Ton Cab & Chassis:
Commissioner Ottery and Shop Foreman Fuhrmann provided a hand out and explained to the Committee the bids for the purchase of a 2009 4X4 One-Ton Cab & Chassis. Committee discussion followed. Moved by Supervisor Hopfensperger, seconded by Supervisor Schuh, to purchase a 2009 Dodge 3500 4X4 Cab & Chassis from Central Garage of Chilton, WI for a price not to exceed $ 28,977.00 with trade-in. Motion carried with Supervisors Draheim, Hopfensperger, Schuh, voting AYE. Supervisor Lehrer voting NAY.
Review Bids and Award for 2009 One-Ton Dump Body:
Commissioner Ottery and Shop Foreman Fuhrmann provided a hand out and explained to the Committee the bids for the purchase of a 2009 One-Ton Dump Body. Committee Discussion Followed. Moved by Supervisor Lehrer, seconded by Supervisor Schuh, to purchase a 2009 One-Ton Dump Body from Caspers' Truck Equipment of Appleton, WI for a price not to exceed $12,703.00. Motion carried unanimously.
Review Bids and Award for 2009 (600 Gallon) Airless Paint Striper:
Commissioner Ottery explained that a bid from E-Z Liner Industries was received after the due date of December 19, 2008 at 3:00 p.m. Committee discussion followed. Commissioner Ottery and Shop Foreman Fuhrmann provided a handout and explained to the Committee the bids for the purchase of a 2009 (600 Gallon) Airless Paint Striper. Committee discussion followed. Moved by Supervisor Hopfensperger, seconded by Supervisor Schuh, to purchase a 2009 (600 Gallon) Airless Paint Striper from M-B Companies Inc., Montgomery, PA for a price not to exceed $ 304,875.00 with trade in. Motion carried unanimously.
Review Bids and Award for 2009 Gehl 5640DXT Skid Loader:
Commissioner Ottery and Shop Foreman Fuhrmann provided a hand out and explained to the Committee the bids for the purchase of a 2009 Gehl 5640 DXT Skid Loader. Committee discussion followed. Moved by Supervisor Lehrer, seconded by Supervisor Schuh, to purchase a 2009 Gehl 5640 DXT Skid Loader from D&D Equipment of Chilton, WI for a price not to exceed $ 9,300.00 with trade in. Motion carried unanimously.
Commissioner Ottery explained that the Equipment Outlay Budget Funds for 2009 was approved for
$ 504,000.00. The Equipment Outlay of items scheduled for purchase totals $ 528,094.00. This total accounts for an extra$ 24,094.00 not included in the 2009 Equipment Outlay Budget. It was the recommendation of the Highway Commissioner after discussing the matter with the Finance Director that the extra funding be transferred from the Chilton Shop Building Funds to cover the extra cost. Committee discussion followed. Moved by Supervisor Lehrer, seconded by Supervisor Schuh, to transfer the 2009 Chilton Shop Building Funds to cover the additional $ 24,094.00 equipment outlay deficit and forward the item to the Finance & Audit Committee for discussion and action of the transfer of funds at their February meeting. That until such time a decision is made by the Finance Committee regarding the transfer of funds the 2009 one-ton 4x4 truck cab, chassis, and body will not be ordered. Motion carried unanimously.
Review Bids and Award for 2009 Asphaltic Concrete Pavement:
Bids for the 2009 Asphalt Paving Program were opened on Monday, December 22, 2008 at 9:30 a.m. Two bids were received to provide approximately 13,300 tons of lower layer pavement and 2,700 tons of upper layer pavement for hot mix asphalt projects on the County Trunk Highway System. Committee discussion followed.

Review Bids and Award for 2009 Asphaltic Sealcoating Surface Treatments:
Bids for the 2009 Seal Coating Program wereopened on Wednesday, December 22, 2008 at 9:30 a.m. Commissioner Ottery explained the bid received was to provide approximately 39,000 gallons of HFRS-2P seal coating oil for the 2009 Seal Coating Program. Committee discussion followed.

Report of Highway Commissioner:
- Staff Activities/Projects:
Since the Committee's last meeting the departments field staff has been occupied with snow/ice removal operations on a regular basis. The last two week pay period of 2008 the staff logged 1,132.9 hours of overtime. The total winter maintenance cost on the county trunk highway system for 2008 was $707,303.25 well over the original budget of $398,800.00. De-icing/salt quantities for the season are approximately where they should be at this time. Shop personnel have likewise been busy with repairs on the department's snow removal equipment due to the amount of use the equipment has seen so far this winter season as well as repairs on the Sheriff's Department and Commission on Aging vehicles. The new fleet of Sheriff's Department Squads arrived on January 5th as well and are being set up by shop staff for use. At the request of the Town of Harrison, Administrator Shambeau and Commissioner Ottery met with a couple of members of the Town of Harrison Board, their Administrator, Planner and Attorney to begin discussing the Towns STP Urban project on Eisenhower Road that was approved and tentatively scheduled to receive federal funding of 2.6 million dollars by the East Central Wisconsin Regional Plan Commissions Transportation Advisory Group in October 2008. At the quarterly meeting in March of 2009 the full ECWRPC Board of Commissioners will vote on the project and it is anticipated thatapproval for the project will be obtained. If approval is obtained the Eisenhower Road project will be forwarded by the ECWRPC to the Wisconsin Northeast Region DOT Office to be included in the 2012 State Transportation Improvement Program (STIP). This means the STP-Urban Federal Funding for the Eisenhower Road Project would become available beginning in 2012 with a sunset date of 2015. The Town of Harrison indicated that in the event approval for the project is obtained, guidance from the County in the various phases of the STP-Urban Project Process would be helpful due to the County's familiarity with having previous STP-Urban projects on the County Highway System. The Town also indicated an interest in County participation in the Eisenhower Road Project with the proposed roadway potentially becoming a County Trunk Highway. The option of the Town and County partnering on the project is planned to be addressed by the Town of Harrison Board at their January meeting. If approved it is anticipated that Town representatives would meet with the County Highway Committee at the February 2009 Committee Meeting to request potential County participation. Two applications for access on the New Midway Road alignment have been submitted to the Highway Department for review. Initial reviews are being conducted but no access decisions on either application will be determined until the intergovernmental agreements are signed between the City of Appleton and the County and Town of Harrison and the County. It was determined that one of the access applications at the intersection of the New Midway Road and CTH.LP have a traffic impact analysis (TIA) performed to determine the amount of traffic impact that the development of a convenience store/gas station would have on the intersection. The developer has initiated the TIA at the present time and has hired a consultant to perform the analysis. The other application is for an access to serve the expansion of Warehouse Specialists on the new Midway Road. Commissioner Ottery and Planning Director Heuvelman are scheduled to attend a scoping meeting on Thursday January 15th with the WiDOT, City of Appleton Outagamie County, Town of Harrison, Town of Buchanan, and ECWRPC to provide input and discuss potential improvementsto the STH. 441 and CTH. KK interchange. It was noted that the commercial development that has occurred in the interchange area over the last decade has brought a considerable amount of traffic to the area. The large amount of traffic is causing congestion and crashes at the interchange. It is anticipated that as the area continues to develop, traffic will continue to grow and unfortunately as a result of the continuing growth of traffic, congestion and crashes will continue to get worse unless something is done to address the congestion. This area was identified by the WiDOT as being in the top 5% of locations in the state needing safety improvements.
- Intergovernmental Agreement with the City of Appleton & Town of Harrison Regarding Midway Road & CTH. LP:
The changes to the Intergovernmental agreement with the City of Appleton and the Town of Harrison regarding the Midway Road and CTH. LP project by the Town of Harrison Attorney were reviewed by the Corporation Counsel. Corporation Counsel made some revisions and returned the agreement to the Town of Harrison Attorney for review. No indication has been obtained by the Highway Department that the revisions are acceptable to the Town of Harrison as of the meeting today. City of Appleton staff has indicated that the intergovernmental agreement with the City of Appleton is acceptable as drafted.
Report of Committee Members:
Attendance at the Winter Highway Conference to be held January 26-28 was reported on along with the upcomingWCA Legislative Exchange to be held on February 11, 2009. Supervisors Schuh and Hopfensperger requested that an alternate date be selected, if possible, for the next Highway Committee meeting due to the fact they would like to attend the WCA Legislative Exchange on February 11th the tentatively schedulednext Highway Committee meeting date.
Set Next Meeting Date:
The next regularlyscheduled Highway Committee meeting, if needed, will be held Wednesday, February 4, 2009. It was noted that the 2009 WCHA Winter Highway Conference will be attended on January 26th, 27th, & 28th by a majority of the Highway Committee Members and the Commissioner but no action will be taken at the meetings.
