Therallywilljoint withaNationalEventwithseparateregulationsandstartingafterallFIAcompetitors.

UnlessspecificallycoveredwithintheseSupplementary Regulations,thetextoftheFIACross-Country RalliesGeneral Prescriptions andtheFIAWorldCupRegulationsappliesandshouldbereferredto.Thestatements,different fromtheFIA

General prescriptions, willbeprintedin bold italics.

IncaseofdifferencesintheinterpretationoftheseRegulations,theEnglishtextshouldbeconsideredas abinding.

The Baja «RUSSIANorthernForest»will be runfrom Friday, February20thto Sunday 22th2015intheRussianFederation,inSortavala and Suoyarvi districts of Karelia Republic (close to the Finland border).

Thecompetitionwillstartin“Black Rocks” resortwithAdministrativeChecksandTechnicalScrutineering. Allparticipantswillbeaccommodatedin“Black Rocks”andinthenearbytouristcenters.

Theceremonialstartwilltakeplacein“Black Rocks” resort, one of the best touristic centers of Karelia Republic.

Leg1willstartnear“Black Rocks”.ThefirstdayincludesoneSSSofabout9,50kilometers.AfterthefinishofSSS–the overnightServicePark in “Black Rocks” resort.

Saturday,21.02.15

Leg2will start with the 35 km liason to the start of SS2approximately 159km. Prior to thestartof SS2 there will be a non obligatory tyre changearea and obligatory tyre marking zone. The liaison distance after the finish to “Black Rocks” is approximately 35 km.

There will be no servicing or regrouping during Leg 2.AfterthefinishofLeg2- theovernightServicePark will be in “Black Rocks”.

3.4.3. Additional«Assistance»plates

Thecompetitors, whowanttohaveadditionalservicecars,willbegivenadditional«Assistance» stickersattheadministrative checks, providing theyhavesorequestedfromtheOrganizerbeforetheclosingdateforentriesandhave paidafeeforeachadditional service vehicle.

3.4.4. Service park Ecological refundable deposit.

For ecological reasons the organizer will collect a fixed sum of 100 € (or equivalent in rubles)from each entrant, which will be returned after a satisfactory inspection of their area in the Service park by the Service park officer after the end of the race.

3.5.2. Entrywillbeconsideredinvalidifit will benotaccompanied with theentryfee.

3.5.3. The payments which will be made during the first “Privileged” period, until January 18, can be made in two payments, on

conditions that the first part of 50% of the entry fee will be paid before January 18, and the balance before February 6. In all

other the payments need to do adhere to the conditions as detailed in Article 3.4

3.6.Reimbursement.

Theorganizerwillreimbursetheentryfees,minusavariableretainer,tocompetitorswhowereunabletoparticipateintheeventfor the reasonof “forcemajeure”,subjecttotheapplicationreachingtheorganizersinwrittenform.Thedeductionwillbe:

25%oftheentryfeefortherequestsreceiveduntil60daysbeforetheadministrativechecks

50%oftheentryfeefortherequestsreceivedlessthan60,but until30daysbeforetheadministrativechecks

100%oftheentryfeefortherequestsreceivedlessthan30daysbeforetheadministrativechecks

4. INSURANCE

4.1.Theinsurancecompany,theinsurancenumber:

4.2.Theinsurance,providedtocompetitorsbytheOrganizer,covers:

Acivilliabilityofthecompetitorforthedamagecausedbyhimtothehealthandpropertyofthethirdparties,whodonot participateintheevent;

Acivilliabilityofthecompetitor forthedamagecausedbyhimtothehealthofothercompetitorsoftheevent,includingacivil liabilityofdriversfordamage,causedtothehealthofco-driversincaseofanaccident;

 Chargesonevacuationandhospitalizationtoa hospitalin Sortavala district or Saint-Petersburg.

4.3. Limitoftheresponsibilityforoneoccurrence:

 200.000euro

4.4. Theinsurance,providedtocompetitorsbytheOrganizer,does notcover:

Thedamagecausedbythethirdpartiestomembersofcrewsandteams,totheirhealthandproperty,includingsports automobilesandservicecars;

 Thedamagecausedtothedriver,hishealthandpropertyasaresultofanaccidentwiththecrew.

4.5. Theinsurancecoverwillcomeintoeffectfromtheadministrativechecks,arevalidduringtheevent,andcompetitorswhohaveretiredorhavebeenexcluded, continuetobecoveredbyinsurance,providedthattheyreachthecontrolattherace finishvia thecompetitionrouteor themostdirectroutefromthelocationwheretheyretiredor wereexcluded.

4.6. Theinsurancewillend upontheexpiryof oneofthefollowingtimelimits,whicheveristhe latter.

5. ACCIDENT REPORTING

5.1 If a driver taking part in the Rally is involved in an accident in which the member of the public sustains physical injury, the driver concerned must report this to the next radio point as specified in the road book and signposted on the route. If he fails in observing this rule, the Stewards may impose to the responsible crew a penalty, which may go as far as exclusion.

5.2 In case of accident in the Rally itinerary, competitor or his representative must notify in writing form the Clerk of the Course, the Crew’s Relations Officer or the Organizer as soon as possible.

6. ADVERTISING

6.1. AdvertisingoncompetitivevehiclesmustmeettherequirementsofArticle16 oftheFIAGeneralPrescriptions.

ArticlesandtheArticle“Tyres”oftheGP,thetyresmustcomplywiththefollowingprescriptions:

-thestud must be metallic,solid,cylindrical,with aflatcutof theworkingpart.Any cross-sectionofthestud mustmake

- thestudfixationmustnotbe“strikethrough”;

- themaximumheightoftheworkingbodyis4.5mm;

- themaximumstudweightis4.0g;

-themaximumstudlengthis20mm;

- themaximumnumberofstudsfittedin thetireis24forevery10cmofthetirecircumference

- themaximumprotrusionofthestudbeyondthetirethreadisnotrestricted.

Tyres that meet the requirements of the 2015 aSwedish Rally are also allowed.

8.2. Allthecrews(FIAprioritydriversincluded)maychangetheracingtyresbythe“road”tyresforuseontheroadsections.

The changing of road tyres and racing tyres are only allowed in the official “Service Parc” or “Tyre changing zone”, which will be situated on the liaison between Service parc and the Start of Selective Section.These zones will be marked in the road book and will be indicated by a special sign. Any tyre changing after this zone before the Start of the Selective Section and after the Finish of the Selective Section until the “Tyre changing zone” allowed only by the crew, using the spare tyres on board the car.

8.3.Alltyresmaybemarked:

Thetyremarkingmaybecarriedoutinthespecially designated zones,placedimmediatelyafterthetyrechangezones, just before the start of the Selective section.Thesewillbeindicatedbyaspecialsign.

Thecrewenteringthetyremarkingzonemuststopandmakeallthetyres(includingthesparetyres)availableformarkingby scrutineers.Thehelpofonemechanicperacarispermitted.

Thecrewmayleavethetiremarkingzoneonlyafterthepermissionofscrutineers.

8.4. Theconditionofthetyrescanbe checkedbeforetheSS (SSS) startand eachtime,whenthetyre(wheel)isreplaced. Any tyrenotcomplyingtotheregulationswillbemarked anditsfurtheruseprohibited. Thecheckingof thetyresandtheir markingcanbecarriedoutduringthewholecompetition,except during an SS.

8.5.Anyinfringementofthetyreregulationscanbepenalized,uptoexclusion.

8.6.Restrictionsofthetyreuse. The complete tyres of one axle should be identical. The tyre must be safe; it must not have damages likely to inflict a harm to the crew, to the third party and their property.

8.7. As per art. 12.5 FIA General prescriptions, In Bajas, FIA Priority drivers will be allowed to use only a maximum of 8 tyres per competition. If a tyre is damaged during the running of the competition it may be replaced with the agreement of the FIA Technical Delegate. Such change will entail a 90 second time penalty for each tyre changed.

8.8.Inthecasewhenthefurtheruseofthetyre,maybeunsafe due towear ordamage,theTechnicaldelegate,Chief Scrutineer,orscrutineerhasaright todemandits replacement,or,ifitisimpossible,forbidthefurthermotionofthecar, or if it is impossible areport must beimmediatelypresenttotheCOC.Thisfactmustbeindicatedintheparticipanttimecard.

9.FUEL

The nearest Patrol station TNK is situated on 12 Km of the road Sortavala –Vyartsilya. Various fuels are available, including Diesel and 98.

11.8.Additionalsafetyrequirements

12. SUPER SPECIALSTAGE (SSS)

12.1.Participationin theSSS

ParticipationintheSuperSpecialStageis not compulsoryforallcompetitors. The penalties for failure to participate are detailed below

in Art. 12.9

TheSuperSpecialstagewilloccur close to “Black Rocks” resort, and will finish near Puykkola.

Pre-start area will be organized before Start podium ceremony February 20th at 14:40

12.5.Reconnaissance

ThereconnaissanceoftheSuperSpecialStageis prohibited.

ThestartforSSS willbegivenwith2 minutesintervalsfortheallcrews.

AftertheFinishcrewsgotothe “Service IN”postwheretheyreturnthetimecard.

12.7.Forthe SSS - SuperSpecialStage,timeswillbetakeninhours,minutes,secondsand tenthofasecond.Incaseofadead

heat, prioritywillbegiventothecrewwhoachievedthetimefirst.

12.8.ThemaximumtimetoruntheSuperSpecialStage–20minutes.

12.9.FixedPenaltiesontheSuperSpecialstage

a) Apenaltyof the maximum time plus 5 minuteswillbeappliedtoanycrewthat:

13.5.3 Road books delivery:

Road books delivery for Leg 1 will take place on Friday, at the administrative checks.

Road books delivery for Leg 2 will take place on Friday, February 20 at the compulsory briefing in “Black Rocks” resort, Gym hall.

Road books delivery for Leg 3 will take place on Saturday, February 21 from 18.00 till 20.00 in “Black Rocks” resort, Gym hall.

Latecomers will receive books in HQ from 20.00.

14. RUNNING OFTHE RALLY
