I.FUNDING OPPORTUNITY DESCRIPTION

The purpose of this grant is to provide funding for the planning, directing and managing of the activities of the annual National Fallen Firefighters Memorial Program.

The National Fallen Firefighters Foundation (NFFF) should address in their application how they propose to:

Provide planning, direction, and management for the 2008 National Fallen Firefighters Memorial Program. This includes the Small Group Survivor Sessions, the Candlelight Service, the Chapel Service, and the Memorial Service. The NFFF is responsible for the following activities (and any other activities required to conduct the Memorial Program).

  1. Provide senior level management and support staff dedicated to the successful direction and management of the program.
  1. Implement the criteria used to select fire service personnel honored at the annual ceremony, and using names identified by the United States Fire Administration (USFA), the Department of Justice, and through other sources, determine firefighters to be honored at the annual ceremony.
  • Identify, investigate, and report in database form, certain select information on all on-duty firefighter fatalities including fire department affiliation and point-of-contract, and to the extent practicable, identification of the survivors;
  • Compile, analyze, and report in narrative, scanned (documents), and database form on specific incident circumstances, monthly and annual summary information, trends and related factors contributing to all on-duty firefighter fatalities; report prevention measures and strategies specific to the findings, and
  • Coordinate with and provide the resulting information to the USFA and other partner agencies such as NIOSH, PSOB, NFPA, etc., in formats and along traditional timelines.
  1. Hold meetings, as necessary, to consider appeals by families or fire officials of fallen firefighters previously turned down or inadvertently omitted.
  1. Consult with fire service groups and families of the fallen firefighters to identify any needed changes to the program.
  1. Update and successfully implement a work plan for the program.
  1. Coordinate all plans and activities with the USFA point ofcontact or designated alternate.
  1. Provide to USFA an After Action Report on the annual Fallen Firefighters Memorial Program activities by January 31st of the following year.
  1. Develop and print programs, to include the Candlelight Service, Chapel Service and Memorial Service programs.
  1. Provide a plaque and earlier year add-ons identifying the Fallen Firefighters honored each year.
  1. Provide the flowers used in the Memorial Program ceremonies.
  1. Provide shuttle bus transportation from local-area lodging for survivors of the firefighters being honored. This will help alleviate parking problems and enhance security considerations.
  1. Provide the American flags presented during the National Memorial Program.
  1. Provide the video broadcast capabilities for the Sunday ceremonies and make the National Memorial Program available to the fire service and general public via a live satellite broadcast.
  1. Provide the Public Address and sound systems for all Memorial Program activities.
  1. Provide appropriate platforms for the lectern, speakers and officials.
  1. Provide hearing impaired services for the Candlelight and National Memorial Services. .
  1. Provide photographic and videographic services for the Memorial Weekend activities.
  2. Provide appropriate equipment, furnishings, and decorations necessary for the Memorial Weekend. These shall include stages, chairs, backdrops, lighting, audio/video, and others as identified and needed.
  1. Prepare and disseminate all necessary correspondence to families, fire departments and agencies, program participants, Honor Guard units and escorts, fire service organizations and allied professions Members of Congress, Administration officials, and the President.
  1. In coordination with the USFA, identify Government Officials and National and International fire service representatives to participate in or be invited to the Memorial Program activities.
  1. Identify and direct the escort activities for the Memorial Program to include correspondence, database management, and assignment of family escorts.
  1. Identify and direct the Honor Guard activities for the Memorial Program to include correspondence and database management.
  1. Prepare materials about the Memorial Program for display at fire service meetings and conferences.
  1. Prepare, post, and maintain current information on the Memorial Program on the Foundation’s website. This shall include official information on: schedules of events, local housing, honor guard and escort registration, names of firefighters being honored, press releases, etc.
  1. AWARD INFORMATION
  1. Type of Award: DHS/FEMA anticipates awarding one (1) Grant to the National Fallen Firefighters Foundation (NFFF).
  1. Authorizing Statute: Federal Fire Prevention and Control Act of 1974, as amended, 15 U.S.C. 2201 et seq.
  1. Estimated Funding:

$350,000is estimated to be funded for a grant between the USFA and the NFFF for the National Fallen Firefighters Memorial Program.

  1. Performance Period:

The Performance Period will be twelve (12) months from the date of award.

  1. ELIGIBILITY INFORMATION
  1. Eligible Applicants: This funding opportunity is restricted to the National Fallen Firefighters Foundation (NFFF).
  1. Cost Sharing: There will be no cost-sharing or match funding requirement associated with this opportunity.

Applicants must complete an SF 424 application form. This form may be completed while on the Grants.gov Website or it can be completed offline in its entirety. SF 424A - Applicants must complete a budget for each budget year and, if applicable, a cumulative budget for the total project period. Funds may be requested as long as the item and amount are necessary to perform the proposed work and are not precluded by the cost principles or program funding restrictions (See Part IV.C.).

Attachment 1 – Project Narrative. Applicant must provide a specific narrative project description along with proposed costs for this project.

Attachment 2 – Budget Justification. The proposed costs (budget) must coincide with the narrative project description and equal the amount requested for this project.

Attachment 3 – Certification/Assurances. Applicant must complete: SF-424B(Assurances – Nonconstruction Programs), and the SF-LLL (Disclosure of Lobbying Activities – as revised in 1996).

By signing and/or submitting this application, the Recipient is providing: Certification Regarding Debarment, Suspension, and Other Responsibility Matters—Primary Covered Transactions (see Attachment A); and, Certification Regarding Drug-Free Workplace Requirements (see Attachment B).

  1. Funding Restrictions. DHS grant funds may only be used for the purpose set forth in the grant, and must be consistent with the statutory authority for the award. Grant funds may not be used for matching funds for other federal grants/grants, lobbying, or intervention in federal regulatory or adjudicatory proceedings. In addition, federal funds may not be used to sue the federal government or any other government entity.
  1. Intergovernmental Review.

This program is not subject to Executive Order 12372, “Intergovernmental Review of Federal Programs."

  1. Pre-award Costs. Pre-award costs are allowable only with the written consent of DHS and included in the award agreement.
  1. Other. Federal employees are prohibited from serving in any capacity (paid or unpaid) on any proposal submitted under this program. Federal employees may not receive funds under this award.
  1. APPLICATION REVIEW INFORMATION

The application will be reviewed and recommended for funding by the DHS/USFA based on the program criteria identified in this funding opportunity announcement.

  1. AWARD ADMINISTRATION INFORMATION
  1. Notice of Award. The award will be made under aGrantand will be signed by the Assistance Officer authorized to obligate DHS funding.
  1. Compliance. The recipient and any subrecipients must, in addition to the assurances made as part of the application, comply and require each of its subcontractors employed in the completion of the project to comply with all applicable statutes, regulations, executive orders, OMB circulars, terms and conditions of the award, and the approved application.
  1. Administrative and National Policy Requirements. The award is subject to the following administrative and national policy requirements.
  1. Administrativeand Cost Principles. The following Administrative and Cost Principles, as applicable, apply to the award:
  1. OMB Circular A-110. "Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non-profit Organizations."

  1. Nondiscrimination. The award is subject to the following:
  1. Title VI of the Civil Rights Act of 1964. As amended, provides that no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subject to discrimination under any program or activity receiving federal financial assistance. Title VI also extends protection to persons with limited English proficiency. (42 U.S.C. 2000d et seq.)
  1. Title IX of the Education Amendments of 1972. Provides that no person in the United States shall, on the basis of sex, be excluded from participation in, be denied benefits of, or be subject to discrimination under any education program or activity receiving federal financial assistance. (20 U.S.C. 1681 et seq.)
  1. The Age Discrimination Act of 1975. Provides that no person in the United States shall, on the basis of age, be excluded from participation in, be denied benefits of, or be subject to discrimination under any program or activity receiving federal financial assistance. (42 U.S.C. 6101 et seq.)
  1. Section 504 of the Rehabilitation Act of 1973. Provides that no otherwise qualified individual with a disability in the United States, shall, solely by reason of his/her disability, be excluded from participation in, be denied benefits of, or be subject to discrimination under any program or activity receiving federalfinancial assistance. (29 U.S.C. 794)
  1. The Americans with Disabilities Act of 1990("ADA"). Prohibits discrimination on the basis of disability in employment (Title I), state and local government services (Title II), places of public accommodation and commercial facilities (Title III). (42 U.S.C. 12101-12213)
  1. Certifications and Assurances. Certifications and assurances regarding the following apply:
  1. Lobbying. Section 319 of Public Law 101-121 prohibits the use of funds in lobbying members and employees of Congress, as well as employees of federal agencies, with respect to the award or amendment of any Federal grant, grant, contract, or loan. DHS has codified restrictions upon lobbying at 6 CFR Part 9. (31 U.S.C. 1352)
  1. Drug-Free Workplace Act. Requires the recipient to publish a statement about its drug-free workplace program and give a copy of the statement to eachemployee (including consultants and temporary personnel) who will be involved in award-supported activities at any site where these activities will be carried out. Also, place(s) where work is being performed under the award (i.e., street address, city, state and zip code) must be maintained on file. The recipient must notify the Grants Officer of any employee convicted of a violation of a criminal drug statute that occurs in the workplace. (41 U.S.C. 701 et seq.)
  1. Debarment and Suspension. Executive Orders (E.O.) 12549 and 12689 provide protection from fraud, waste, and abuse by debarring or suspending those persons that deal in an irresponsible manner with the federal government. The recipient must certify that they are not debarred or suspended from receiving federalassistance.
  1. Federal Debt Status. The recipient may not be delinquent in the repayment of any federal debt. Examples of relevant debt include delinquent payroll or other taxes, audit disallowances, and benefit overpayments. (OMB Circular A-129)
  1. Payment. DHS uses the Direct Deposit/Electronic Funds Transfer (DD/EFT) method of payment to Recipients. To enroll in the DD/EFT, the Recipient must complete a Standard Form 1199A, Direct Deposit Form.
  1. The Recipient may be paid in advance, or reimbursed by completing the Standard Form (SF) 270, Request for Advance/Reimbursement. In accordance with Treasury regulations at 31 CFR Part 205, the Recipient shall maintain procedures to minimize the time elapsing between the transfer of funds and the disbursement of said funds (See 44 CFR Part 13.21(i)) regarding payment of interest earned on advances. In order to request an advance, the Recipient must maintain or demonstrate the willingness and ability to maintain procedures to minimize the time elapsing between the transfer of funds from DHS and expenditure and disbursement by the Recipient. When these requirements are not met, the Recipient will be required to be on a reimbursement for costs incurred method.

NOTE: FUNDS WILL NOT BE AUTOMATICALLY TRANSFERRED UPON ISSUANCE OF THE GRANT. YOU MUST SUBMIT A REQUEST FOR ADVANCE/REIMBURSEMENT (SF270) IN ORDER FOR THE FUNDS TO BE TRANSFERRED TO YOUR ACCOUNT.

  1. Reporting Requirements.
  1. Quarterly Performance Reports.

a.The Recipient shall submit quarterly performance reports within 30 days after the end of each period. Reports are due on July 30, October 30, January 30 and April 30.

b.The report shall consist of a comparison of actual accomplishments to the approved project objectives.

c.Copies of Performance Reports shall be submitted to the Grants Management Specialist and the POlisted under VII. Department of Homeland Security Contacts.

d.The final performance report should provide a narrative on what the Recipient accomplished with the grant funds and any benefits derived.

2. Financial Reports

a.The recipient shall submit financial reports (SF 269a, Financial Status Report) within 30 days after the end of each quarter of this agreement with the first quarter period beginning based upon a start date of effective date of award.

b.Final Financial Status Reports are due 90 days after the close of the agreement.

c.Copies of Financial Status Reports shall be submitted to the Grants Management Specialist and PO listed under VII. Department of Homeland Security Contacts.

d.If the recipient requests funds on a reimbursable basis, the SF270 shall suffice for financial reporting, thus submission of a SF 269a is not required. If funding is requested in advance, the recipient is required to submit financial reports as specified above.
