PART 1 – GENERAL

  1. The intent of this document is to specify the minimum criteria for the design, supply, installation, and commissioning of the Multi-Channel Digital Video Recorder.

1.01SUMMARY

  1. The high performance digital recording system shall combine the benefits of digital recording with the advanced processing of a multiplexer, providing a powerful, digital solution for a variety of video surveillance applications.

1.03DEFINITIONS

  1. No Substitutes: The exact make and model number identified in this specification shall be provided without exception.
  1. Or Equal: Any item may be substituted for the specified item provided that in every technical sense, the substituted item provides the same or better capability and functionality.
  1. Or Approved Equal: A substitute for the specified item may be offered for approval by the Owner. The proposed substitution must, in every technical sense, provide the same or better capability and functionality as the specified item. Such requests for approval shall be submitted in accordance with the provisions of PART 1.05 – SUBMITTALS, and must be obtained within the time frames outlined.

1.04SYSTEM DESCRIPTION

  1. The full featured, multi-channel digital video recorder shall combine the benefits of digital recording with the advanced processing of a multiplexer. Featuring XtraStor, an advanced proprietary compression algorithm, the unit must provide more storage on smaller media without sacrificing image quality, resulting in days, weeks, and even months of high-resolution storage.

1.05SUBMITTALS

  1. General: Submittals shall be made in accordance with the Conditions of the Contract and Submittal Procedures Section.
  1. Shop Drawings and Schematics: Shall depict the Multi-Channel Digital Video Recorder in final proposed “as built” configuration. The following must be provided:
  1. Connection diagrams for interfacing equipment.
  2. List of connected equipment.
  3. Locations for all major equipment components to be installed under this specification.
  1. Product Data: The following shall be provided:
  1. Technical data sheets.
  2. A complete set of instruction manuals.
  1. Quality Assurance Submittals: The following shall be submitted:
  1. Checkout Report: The Contractor shall provide the Owner with a checkout report for each Multi-Channel Digital Video Recorder. The report shall include:
  1. A complete list of every device.
  2. The date it was tested, and by whom.
  3. If retested, the date it was retested, and by whom.
  4. The final test report shall indicate that every device was tested successfully.
  1. Manufacturer’s Instructions: The Contractor shall deliver TBD sets of System Operation and Maintenance Manuals (if available) to the Owner.
  1. Notice of Completion: When the final acceptance has been satisfactorily completed, the Owner shall issue a notice of completion to the Contractor.

1.06QUALITY ASSURANCE

  1. Manufacturer’s Qualifications: The Multi-Channel Digital Video Recorder manufacturer shall be the world’s largest and most experienced manufacturer of electronic security systems, with over seventy years of experience in the security industry. The manufacturer shall provide 24/7 technical assistance and support via a toll-free telephone number at no extra charge.

1.07DELIVERY, STORAGE, AND HANDLING

  1. General: Delivery, storage, and handling of the Multi-Channel Digital Video Recorder shall be in accordance with the manufacturer’s recommendations.
  1. Ordering: The manufacturer’s ordering instructions and lead-time requirements must be followed in order to avoid installation delays.
  1. Delivery: The Multi-Channel Digital Video Recorder shall be delivered in the manufacturer’s original, unopened, undamaged container with identification labels intact.
  1. Storage and Protection: The Multi-Channel Digital Video Recorder shall be stored and protected from exposure to harmful weather conditions and at the environmental conditions recommended by the manufacturer.

1.11WARRANTY

  1. General: The warranty period shall be a minimum of thirty-six (36) months from the manufacture date code under normal use and service. The warranty period for hard drives shall be a minimum of twelve (12) months from date of manufacture.

1.12MAINTENANCE

  1. Preventative Maintenance Agreement during Warranty: As a separate price item, the Contractor shall provide preventative maintenance during the warranty period. Maintenance shall include, but no be limited to:
  1. Labor and materials, at no additional cost, to repair the Multi-Channel Digital Video Recorder.
  1. Labor and materials, at no additional cost, to provide test and adjustments to the Multi-Channel Digital Video Recorder.
  1. Regular inspections.
  1. Preventative Maintenance Agreement: As a separate price item, the Contractor shall provide a complete Maintenance Agreement for a period of TBD months after the conclusion of the warranty period. The Maintenance Agreement shall include, but not be limited to:
  1. Labor and materials, at no additional cost, to repair the Multi-Channel Digital Video Recorder.
  1. Labor and materials, at no additional cost, to provide test and adjustments to the Multi-Channel Digital Video Recorder.
  1. Regular inspections.

1.13TRAINING

  1. Operator training shall be conducted for a minimum of TBD sessions, with a minimum session length of TBD hours at the customer’s site.
  1. Training shall include, but not be limited to the Multi-Channel Digital Video Recorder operation and diagnostics.

2.02SYSTEM PERFORMANCE

  1. The Multi Channel Digital Video Recorder shall include, as a minimum, the following features/functions/specifications:
  1. The Multi Channel Digital Video Recorder must be protected by the most extensive support services in the industry, including Customer Service, Pre Sales Applications Assistance, After Sales Technical Assistance, access to Technical Online Support, and Online Training using web conferencing. The manufacturer shall provide 24/7 technical assistance and support via a toll free telephone number at no extra charge.
  1. The Multi Channel Digital Video Recorder and its components shall be thoroughly tested before shipping from the manufacturer’s facility.
  1. The Multi Channel Digital Video Recorder shall be available with four (4), nine (9), or sixteen (16) auto terminating BNC composite video inputs. The units must include corresponding BNC looping video outputs.
  1. The Multi Channel Digital Video Recorder shall include a BNC composite main video output, a BNC composite spot video output, and an S VHS Mini Din video output. The outputs shall be capable of simultaneously showing the same video on individual monitors.
  1. The Multi Channel Digital Video Recorder shall offer internal hard drive options of 80 Gigabytes, 160 Gigabytes, 320 Gigabytes or 500 Gigabytes. The unit must also have the ability to archive encrypted video to an external Universal Serial Bus (USB) – Integrated Drive Electronics (IDE) hard drive or a built-in internal CD RW drive, allowing the archived images to be viewed on computers running Microsoft® Window 98, ME, 2000 or XP. The manufacturer must have a list readily available of compatible CD RW drives. The video shall be saved in a self-executable file format that contains the video player and image enhancement tools, allowing the user to play the clip in its original, unalterable format on any PC without the need for additional reader software.
  1. The Multi Channel Digital Video Recorder shall also support external SCSI HDD (RAID) drives.
  1. The Multi Channel Digital Video Recorder shall have the option of recording until the hard disk is full, alerting the operator with an internal beep and/or an output activation, and stopping the recording to allow the operator to review and backup images prior to overwriting them. Otherwise, the unit must continuing recording once the hard disk is full, overwriting the oldest video in “first in, first out”(FIFO) manner, ensuring that the most recent images are always available.
  1. The Multi Channel Digital Video Recorder’s recorded images shall utilize advanced video encryption, with each image containing a unique fingerprint that is chained with the preceding and succeeding images (chained fingerprinting). This shall insure that the video images cannot be modified with any available PC software, enabling a solid chain of evidence.
  1. The Multi Channel Digital Video Recorder must utilize ML JPEG, an advanced image compression technology that allows for extremely low data storage requirements (for longer recording durations), high quality images, and faster transmission speeds using less network bandwidth.
  1. The same Multi Channel Digital Video Recorder shall be able to operate on either NTSC or PAL, utilizing the identical software, at either 120VAC or 230 VAC. The user shall select NTSC or PAL using a simple switch located on the rear panel of the unit.
  1. The Multi Channel Digital Video Recorder shall display high definition video with a minimum resolution of 720x480 (NTSC) or 720x576 (PAL).
  1. The Multi Channel Digital Video Recorder shall record high definition video with a resolution of either 336x244 or 672x244 (NTSC), or 336x272 or 672x272 (PAL).
  1. The Multi Channel Digital Video Recorder shall offer the following recording speeds:
  1. One (1) image every ten (10) seconds
  2. One (1) image every four (4) seconds
  3. One (1) image every two (2) seconds
  4. One (1) image per second
  5. Two point five (2.5) images per second
  6. Five (5) images per second
  7. Ten (10) images per second
  8. Fifteen (15) images per second
  9. Twenty (20) images per second
  10. Thirty (30) images per second
  11. Sixty (60) images per second
  1. The Multi Channel Digital Video Recorder shall be available with either four (4), nine (9), or sixteen (16) dry contact alarm inputs for using external devices to signal the unit to react to events. An alarm input setup screen shall enable the user to turn the input on or off, create a title for the input, and independently program the input for Normally Open (NO) or Normally Closed (NC).
  1. The Multi Channel Digital Video Recorder shall include four (4) active low open collector outputs for activating external devices such as buzzers or lights. An alarm output setup screen shall enable the user to establish a schedule and create a title for each output.
  1. The Multi Channel Digital Video Recorder shall accept an external signal to reset the units’ internal buzzer and the alarm out signal utilizing a dry contact input.
  1. The Multi Channel Digital Video Recorder shall include event recording, triggered by alarm input conditions, motion detection, and video loss. Each event shall be able to react differently, with an assigned schedule, camera (or multiple cameras), recording speed, video quality, and dwell time. Activation of an internal buzzer or external alarms shall also be available, and the unit must be capable of notifying a remote site, or dialing a pager with a numeric message, when certain events are activated. The unit must also maintain a log of all events, with its associated video available by a simply pressing a button. To ensure that important video cannot be automatically overwritten, the event video must be stored separately from time lapse video.
  1. The Multi Channel Digital Video Recorder shall include pre event recording to record images before an event occurs. The amount of time to record prior to an event shall be adjustable from one (1) to three hundred (300) seconds, with the recording speed and video quality also definable per camera.
  1. The Multi Channel Digital Video Recorder shall incorporate advanced search capabilities to allow quick searching of its video database. The following search parameters shall be standard:
  1. Go to First:Displays the first recorded image.
  2. Go to Last:Displays the last recorded image.
  3. Date/Time Search:Searches by date and time.
  4. Calendar Search:Searches using the calendar search screen
  5. Event Search:Selects video from the event log.
  1. The Multi Channel Digital Video Recorder must include a system log to display a record of various system events logged by the unit. The events shall be listed from most recent to the oldest. The log must include the following:
  1. The dates and times of when the system was turned on and off.
  2. The dates and times of power failures.
  3. The dates and times of when the recording was started or stopped.
  4. The dates and times of when playback was started or stopped.
  5. The dates and times of when setup changes were made.
  6. The dates and times of when the data banks were cleared.
  1. The Multi Channel Digital Video Recorder shall offer the choice of a standard recording mode or a high recording mode. The DVR must record up to sixty (60) images per second for NTSC (fifty (50) for PAL) and view live video in standard mode. In high mode, the unit shall offer a record rate of thirty (30) images per second NTSC (twenty five (25) for PAL).
  1. The Multi Channel Digital Video Recorder must allow for customization of the recording parameters, with the ability to select both the recording speed and picture quality for each of the camera inputs.
  1. In order to customize the unit recording for a specific application, the Multi Channel Digital Video Recorder shall include scheduled recording, allowing the user to define recording start/stop times for each individual camera, based upon time, day of the week, and user defined holidays. The schedule can be set to activate alarm outputs, determine actions upon alarms, determine actions upon motion detection, and determine actions upon video loss. The unit must also have the ability to notify a remote site upon an alarm, motion detection, or video loss event based upon time, day of the week, and user defined holidays.
  1. The Multi Channel Digital Video Recorder shall include a built in video motion detector, with parameter adjustments programmable for each camera input. A minimum of five (5) settings to adjust the unit’s sensitivity to motion must be available. In order to adjust the size and area of an object that will trigger a motion alarm, the user must have the ability to adjust the minimum number of detection blocks that must be activated, and/or define the area of an image (e.g. doorway, window, etc…) that will trigger the alarm.
  1. The Multi Channel Digital Video Recorder shall record and play back a single channel of line level (amplified source) audio at a minimum of 6KB per second.
