BDC Issues RFP for Washington Boulevard Property
BALTIMORE (October 1, 2015) – The Baltimore Development Corporation (BDC), on behalf of the City of Baltimore, today issued a Request for Proposals (RFP) for the purchase and redevelopment of city-owned property at 906 Washington Boulevard in the Washington Village/Pigtown community.
The site, located on the north side of Washington Boulevard, on the corner of Callendar Street in the Pigtown Main Street district, is bounded to the north by Clifford Street, to the south by Washington Boulevard, the east by Callendar Street, and to the west by properties with opportunity for revitalization.
Composed of two adjacent buildings sharing the same address, the 7,760 square foot property includes a former a public bath house constructed in 1901 on its easternmost side and a former Engine #10 Baltimore City Fire Station constructed in 1872 on the west.
“Through recent major investments by the City and the private sector, the Pigtown community is experiencing a resurgence,” said William H. Cole, president and CEO of BDC. “In addition to BDC’s Main Streets program and the recent façade improvement grants, redevelopment of this property will continue to spur economic growth and revitalization efforts in this commercial corridor.”
BDC is seeking from qualified respondents proposals that encourage a high quality mixed-use project that greatly enhances and anchors the Washington Village/Pigtown Business District; and achieves for the city quality jobs, increased tax revenues, community stabilization, opportunities for minority and women business enterprises, and contributes to the city’s long term economic growth objectives. It is vital that the intended development preserves the character of the neighborhood and encourages active street level and increases local foot traffic.

The property, zoned B-2-3, is located within the Washington Village/Pigtown Urban Renewal Area, the Pigtown Historic District, and the city’s Enterprise Zone.

All proposals must be received by BDC no later than Wednesday, December 1, 2015 by 4:00 p.m.
BDC will hold a pre-proposal conference on site Monday, October 26, 2015 at 10:00 a.m.
