NATIONAL INDIVIDUAL CONSULTANT
TO PROVIDE LEGAL SUPPORT TO UNICEF UKRAINE LEGISLATIVE DRAFTING AND MONITORING WORK
Objective and Assignments:
Objective of the Contract will be to enhance UNICEF cooperation with the Parliament of Ukraine by provision of a systematic professional legal support both to UNICEF and counterparts in the Parliament. The support would be provided in directions detailed below.
Assignments of the present SSA are:
- Provide legal support to legislative drafting initiatives for children to ensure quality of respective bills;
- Support adoption of the draft laws for children;
- Provide legal support to the activities of the cross-faction group for child rights in the Parliament of Ukraine.
Duration of the contract: from 1 April 2010 till 30 November 2010.
Deliveries:
The work under this contract will be delivered during 8 months. It will include the following activities:
- Provide legal support to legislative drafting initiatives for children to ensure quality of
respective bills:
Analyze selected draft laws on UNICEF request and prepare respective legal opinion;
Monitor legislation for children and legislation in the areas of social protection and other areas of interest to UNICEF;
Identify gaps in the legislation and suggest ideas for legislative initiatives aimed at improvement of the legislation for children;
In consultation with the Scientific-Expert Department of Verhovna Rada contribute to improvement of draft bills on all stages of their passage through the Parliament.
- Support adoption of the draft laws for children:
Provide legal advice to the author(s) of a draft law to help prepare a bill for consideration by respective Parliamentary Committee;
Provide legal advice to help prepare a bill to reading at a plenary session;
Provide advice on the strategy for adoption of a law based on a given situation.
- Provide legal support to the activities of the cross-faction group for child rights in the Parliament of Ukraine:
Address information requests of juridical nature MPs-members of the Group and/or their advisors may have;
Prepare information materials for the thematic meetings of the Group covering legal aspects of the topic to be discussed on request of the Group;
Help prepare advocacy materials for publication and ensure their quality and correctness from a legal standpoint;
Work closely with the Facilitator of the work of the cross-faction group for child rights in the Parliament of Ukraine to ensure coherence and synergy of respective activities
Help MPs prepare “inquiries” on child rights issues.
Qualifications/specialized knowledge/experience required to complete the task:
The Legal Expert to be selected for this Consultancy should have:
-Degree in Law from a recognised Ukrainian Law School;
-Knowledge in the areas of Constitutional Law, Civil Law and Criminal Law and familiarity with application of the laws in respective areas;
-Some exposure in the past to legal practice in one or more areas mentioned above;
-In-depth knowledge of/specialisation in Social Protection Law;
-Experience of working in Verhovna Rada and profound knowledge of “Reglament”;
-Legislative drafting experience;
-Contacts among MPs, Committees and their Secretariats.
