CLASS TITLE:FIELD OFFICE MANAGER - SES

ALLOCATION FACTOR(S)

This is managerial work directing the planning, monitoring, evaluation and regulation of health care practitioners statewide or statewide treatment, rehabilitative, and/or health care programs in a field office. The employee(s) in position(s) allocated to this class exercise(s) independent judgment in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.

  • Develops policy initiatives.
  • Makes administrative decisions on program policy and its application and interpretation.
  • Advises central office management staff of current conditions throughout the field office and takes action to ensure that activities are properly implemented and that adequate resources are available.
  • Implements policies and procedures which have direct impact on individuals in health care, residential facilities or other health care programs, or who are provided services by health care providers and suppliers.
  • Administers the operations of the field office including training, administration, supply, maintenance, operations, information management, resource management, recruitment, inspections and investigations, public relations and discipline.
  • Reviews directives, policies and instructions from the central office and takes necessary actions to implement any changes to existing policies.
  • Directs the development of corrective action plans relating to program and policy improvements.
  • Contacts and maintains liaison with appropriate state, county and local officials, private agencies and business concerns.
  • Provides technical assistance regarding programmatic issues and assists in interpreting rules, policies and standards.
  • Plans work to be accomplished by subordinate staff and sets and adjusts priorities.
  • Oversees the development of performance standards and the evaluation of subordinate staff based on those standards.
  • Manages the annual budget for the assigned field office and establishes internal auditing controls to ensure that all funds are expended for mission related items and that funds are available.
  • Performs related work as required.
