Explanatory notes

1This unit standard is intended for, but not restricted to, workplace assessment. The range statements within the unit standard can be applied according to enterprise specific equipment, procedures and processes.

2Safety of personnel and plant must be a priority throughout the assessment. If the safety requirements are not met the assessment must stop and the candidate will be assessed as not yet competent.

3Performance and work practices in relation to the outcomes and evidence requirements must comply with all current legislation, especially the ElectricityAct1992 and any subsequent amendments, and any regulations, codes of practice recognised under that statute, Health and Safety in Employment Act 1992, the Resource Management Act 1991, and their subsequent amendments, electricity supply industry codes of practice and documented enterprise procedures. 5Definitions

Industryrequirementsinclude all asset owner requirements; manufacturers’ specifications; and enterprise requirements which cover the documented workplace policies, procedures, specifications, business, and quality management requirements relevant to the workplace in which assessment is carried out.

Asset owner refers to the owner of an electricity supply network that takes its point of supply from Transpower NZ, and delivers electricity to industrial, commercial and residential customers.

Asset owner standards are the approved documented work site methods for carrying out work on an electrical supply network to the standard required by the asset owner.

6This unit standard is intended for use in the assessment of Cable Jointers, and all terminology and workplace assessment should be related to that sector of the industry.

7This unit standard excludes tough plastic sheath (TPS) type cables.

8The observance of special safety requirements associated with this type of jointing is critical to assessment against this unit standard. When working on live components and live jointing the selection and use of hand tools is to comply with IEC 60900:2012Live working – Hand tools for use up to 1000 V a.c. and 1500 V d.c.

9HV is defined as ‘high voltage’ and includes voltages above 1000 V a.c. up to and including 11kV.

10Assessment of practical skills against the outcomes in this unit standard requires three practical observations from three different workplace activities.

Outcomes and evidence requirements

Outcome 1

Prepare a work site to terminate HV polymeric insulated cables up to and including 11kV.

Evidence requirements

1.1Scope of work is determined.

Rangelocation of cable, condition of cable, cable de-energised or energised,material and manpower resources.

1.2Cables are identified.

Rangeelectrical characteristics, physical characteristics, cable plans.

1.3Safe working zone is established.

Rangephysical location, working mats, safe working area delineation, entry and exit positions, SM-EI guidelines and safety equipment, permit’s requirements.

1.4Cables are checked and tested in preparation for termination.

Rangeincludes but is not limited to – continuity, cable core identification, insulation, moisture, phase testing to 33kV.

Outcome 2

Terminate HV polymeric insulated cables up to and including 11kV.

Evidence requirements

2.1Correct selection of tools and equipment is made.

2.2Terminations are prepared.

Rangecleaning, conductor preparation, stripping, earthing.

2.3Conductors are terminated.

Rangecompression, mechanical, moisture management.

2.4Conductors are re-insulated.

Rangemay include but is not limited to – barrier, elastomer, heat shrink, tapes, resins;

evidence of two is required.

2.5Earth continuity is re-established.

2.6Mechanical and environmental integrity are re-established.

Rangemay include but is not limited to – elastomer, heat shrink, tapes, compounding including resins;

evidence of twois required.

2.7Terminations aremounted in enclosures.

Rangebelow ground, above ground.

Outcome 3

Test cables and record termination location.

Evidence requirements

3.1Cables are tested after termination.

Rangeincludes but is not limited to – HV pressure testing, insulation, phase testing to manufacturers’ specifications.

3.2Termination as built is recorded to asset owner standards.

Rangeincludes but is not limited to – location, test results.
