Sealed tenders are invited under two bid system from reputed serviceproviderfor a period of one year w.e.f the date of effectiveness of the agreementoncontractbasisfortheirengagementinKendriya Vidyalaya Keshavpuram.

The detailed information for outsourcing the service of aforesaid works hasbeen given in the Tender Document which may be downloaded from thewebsite downloaded tender document shouldbeaccompanied with a DD for Rs.250/- along with the tender bid (which is Non-refundable). The EMDofRs. 10000 (Rupees Ten Thousand only) should also be paid by Demand Draftinfavor of VVN KV Keshavpuram payable at Delhi along with the technical bid. Thelastdate, time and place for submission of tender document is 13.07.2016 by 2.00 PMinPrincipal Officethrough registered/speed post only.

Sub:"Inviting Bid for engaging Service Provider Firm for providing Security Service Provider through service contract.

Sir/Madam,

The Kendriya Vidyalaya Sangathan, a centrally funded Autonomous Body, is a Society registered under Societies’ Registration Act, 1860.

The Sangathan administers the Scheme of Kendriya Vidyalayas set up for imparting education to the children oftransferableCentral Govt. Employees among others.

Sealed competitive Bids are invited by the Kendriya Vidyalaya Keshavpuram from thereputed/registered Consultant / Service Provider Firmforproviding Security Service Provider throughservice contract initially for a period of01 (one) year w.e.f date of agreement, which may likely tobe extended,as indicated below:

3.QuotedPrice:

(a)TheBiddershallquoteunitratewhichshallcompriseof monthlyremuneration, OTA rate, EPF, ESI & other statutory costs and ServiceCharges(including profit and administrative charges)inthe format ofquotation only attached(Annexure-A).

(b)The service tax and any other such tax liable to be paid by the client shall bequoted by the bidder separately.

(c)Hourly rate of OTA should not exceed monthlyremuneration

(d)The rate quoted shall be fixed for the duration of the contract and shall not besubject to adjustment except the statutory provisions, if amended.

(e)Correction if any shall be made by crossing out, initialing, dating andrewriting.

(f)The Bidder shall deposit Rs. 10000/- per service in the form of Bank Guarantee valid for135 days after the date of submission of bids or DD / Pay Order drawn infavor ofVIDYALAYA VIKAS NIDHI, payable at Keshavpuram, Delhi as earnest moneyalong with the Bid. The earnest money shall be returned to the unsuccessfulbidders after the award of the contract.

(g)The selected firm has to furnish performance security in the form of BankGuarantee/DD for an amount of Rs. 25000/- per service valid for fourteen months fromthe date of award of the contract. The Performance security shall besubmitted within 10 days from the date of Notification of Award. The earnestmoney shall be returned only after the Performance security is submitted bythe Contracting Agency.

(h)Telex or Facsimile Bids are not acceptable.

(i)If Bidder quoted remuneration of staff,below minimum wagesapplicable for Security, Sweeping, Gardening staff as on 01 June 2016 in the Delhi, theBid will be disqualifiedforevaluation.

4.Each Bidder must submit only one Bid.

05.Validity of Bid:

The Bid shall remain valid for a period not less than 360 days after the deadline fixedfor submission of Bids.

6.Terms and Conditions:

The remuneration shall be disbursed through cheque at Keshavpuram premises in the presence of representative of the KV Keshavpuram or its constituent.

(a)The Contracting Agency will ensure payment by the 06thof every succeedingmonthto their employees provided to the KV Keshavpuram per the monthlyremuneration and OTA charges quoted without any deduction.

(b)TheContracting Agency willsubmit theinvoicealong withproof ofdisbursement in triplicate after making the payment to the employees providedto the KV Keshavpuram supported with the following documents :-

(i)Details of disbursement made to the staff furnishing cheque details foreach payment,

(ii)Proof of payment of statutory obligation such as EPF, ESI, ServiceTax and any other applicable tax.

Payment to the Contracting agency will be released within 15 days from thedate of the receipt of the invoice.

(c)The Contracting Agency will provide Identity Card to all his employeesdeputed as per the format suggested by the Indenting Office valid for theperiod of contract.

(d)The Contracting Agency shall comply with all statutory obligations. Minorvariations as per actual calculation will be borne by the contractor/Client.

(e)The normal office hours of KVS are from06.45 am to 6.00 pm /six daysfrom Monday to Saturday. However, KVS reserves theright to request the services on Saturday/Holiday/beyond office hours. TheContracting agency will be compensated by the Indenting Agency as per therate quoted for OTA for working on Saturday/Holiday/beyond office hours.However, overtime hours in a month will not exceed 054 hours.

(f)In case of absence on any working day, the monthly remuneration will beregulated as per the following formula:

(g)The Candidates/Security Service Provider provided by the Contracting Agency shall beaccepted only after scrutiny by KVS. Therefore, minimum three-fourbio-data shall be made available against each slot in each category. Thecandidate may be invited for personal discussion also No Conveyance or anyother charges will be paid by the KV Keshavpuram for this purpose. In case, none is found suitable thenadditional bio-data shall be made available by the Contracting Agency,promptly i.e. within 24 hours. The replacement of a Candidate on account of absence /unsuitability for KVS shall be made within 24 hours.

(h)The contracting Agency will be required to sign a contract with the KV Keshavpuram.The other terms andconditions specified in the Bid document and accepted bid will also form thepart of the Model Agreement.

(i)In case of any loss, theft / sabotage caused by/attributable to the personneldeployed, the KVS reserve the right to claim and recover damages fromContracting Agency.

(j)The agency has required to attach a certificate along with bill of each month stating that their employees engaged in KV Keshavpurampaid Minimum rates of Wages fixed by the Government.

(k)The police verification documents of the persons deployed should be deposited by the contractor within 15 days of deployment to the office of Kendriya Vidyalaya Keshavpuram, otherwise the person will not be allowed to work in the Vidyalaya and the contractor will replace him immediately with the person whose verification is completed.

7. TECHNICAL REQUIREMENTS FOR THE TENDERING

SERVICE PROVIDER

The tendering Service Provider should fulfill the following specifications:

  1. The Bidder may be a Proprietary firm, Partnership firm, Limited Company, corporate body legally constituted.
  1. The Service Provider should have a valid Security Services Registration certificate from Govt. of India/ Delhi Govt.
  1. The Service Provider should have at least three years' experience in providing Security Service Provider to Government Departments/Public Sector Companies/Banks etc. The Service Provider should have executed a minimum of three such Security Service Provider deployed contracts in Delhi during the preceding eight year period.
  1. The Service Provider must have a minimum tum-over of Rs.5000000 (Rupees Fifty lakhs only) per annum for the last three consecutive years as per the audited statement of accounts. The bidder organization should be a profit making one in the preceding two financial years.
  1. There should be no case pending with the police against the proprietor/Firm/Partner or the Company (Service Provider) and the Servants (employees) provided by the contractor.

Provider shall not have been blacklisted otherwise to be evidenced by attachment of an affidavit in this regard.

  1. The Service Provider should be duly registered with the Service Tax Authorities and having valid LabourRegistration license under Contract Labour (Regulation &Control) Act, 1970.
  1. The Service Provider should be registered with the appropriate authorities under Employees Provident Fund and Employees State Insurance Acts.
  1. The Service Provider should have its own Bank Account.
  1. The registered office or one of the branch offices of the Service Provider should be located within the jurisdiction of the user Department/Office. In case there is no

Branch office, the successful bidder will have to open branch office within the jurisdiction of the user Department/office within two months of the signing the agreement.

8.Evaluation ofBid:

The indenter will evaluate and compare the Bids determined to be substantially responsive i.e. which are properly signed, and conform to the terms & conditions in the following manner:

  1. The bid will be treated as non-responsive if following documents are not attached:-
  1. Brief profile of the company and evidence to establish that the bidder has successfully executed contracts of similar nature and magnitude in the last 3 (three) years.
  2. Audited Balance Sheet & Profit and Loss Account.
  3. List of clientele during last 3 years along with cost of assignment.
  4. PAN No. and Current IT clearance certificate.
  5. Attested copy of proof of EPF registration.
  6. Attested copy of proof of ESI registration.
  7. The Bidder shall deposit Rs. 5000/- per service in the form of Bank Guarantee valid for 1095 days after the date of submission of bids or DD / Pay Order drawn in favor ofVidyalaya Vikus Nidhi, payable at Keshavpuram as earnest money along with the Bid. The earnest money shall be returned to the unsuccessful bidders after the award of the contract.
  1. Remuneration of staff, quoted below minimum wages applicable for Security Guard, Sweeper, Gardener clerical staff, in the Delhi shall render the Bid disqualified for evaluation.
  1. The evaluation will be done for all the items put together. Indenting Office will award the contract to the lowest evaluated responsive bidder.

9.Award of Contract:

(a)The Indenter will award the contract to the bidder whose Bid has been determined to be substantially responsive and who has offered the lowest price as per para 7.

(b)The Indenter reserves the right at the time of award of contract to increase or decrease the requirement of Security Service Provider indicated in Para 1 above.

(c)The indenter prior to the expiration of the Bid validity period will notify the bidder whose Bid is accepted for the award of contract. The terms of the accepted offer shall be incorporated in the contract.

(d)Notwithstanding the above, the Indenter reserves the right to accept or reject all Bids and to cancel the bidding process and reject all Bids at any time prior to the award of the contract.

10.Last date and time of receipt of Bids

You are requested to submit the Sealed Bids super scribed on the envelope as "Bids forprovidingSecurityand allied services onservice charge basis" due on 13.07.2016 latest by 2:00 pm through registered post/ speed post only. It will be opened on 14.07.2016 at 11:00 hours

TheIndenterlooks forward to receive the Bid in the format of Bid attached only and appreciate the interest of the service provider in the KVS.

**BOTH CENTRAL & STATE GOVT HAS FIXED THE MINIUM RATES OF WAGES, THE RATES OF WAGES WHICH WVER IS HIGHER WILL BE APPLICABLE WHILE MAKING THE CONTRACT WITH THE PRIVATE AGENY/AGENCIES.

NOTE:1. Service Tax shall be quoted separately.

2. In case of discrepancy between unit price and total price, the unit price shall prevail.
