Training and Technical Assistance (TTA)
1. Scope of Work
Family and Social Services Administration (FSSA) is committed to enhancing local substance abuse prevention providers’ capacity to provide effective community-based substance abuse prevention services and related health initiatives (e.g. mental health promotion, etc.) as funding is available.
FSSAis seeking a single Vendor to support the goals and objectives of thesubstance prevention system through programmatic training and technical assistance (T/TA) to local providers with strategic planning efforts, and other special initiatives. The focus of the T/TA will be on the use of evidence-based programs, practices and policies (EBPs) and implementation of a strategic planning approach called the Strategic Prevention Framework (SPF).
The training, technical assistance and other services will support community-based providers’ planning and delivery of high quality, evidence-based services in the area of substance abuse prevention as the primary focus. The training and technical support provided by this Vendor is needed to help ensure the success of FSSA’s goals and to develop the substance abuse prevention workforce, the foundation of Division of Mental Health and Addiction’s (DMHA) community-based alcohol, tobacco and other drug (ATOD)prevention system.
Vendor shall maintain expertise in the area of substance abuse prevention including coordinating and collaborating with other substance abuse prevention efforts within the state and nationally. The vendor shall leverage other agencies’ training and technical efforts for maximumefficiency and diffusion of evidence based practices.
The Vendor will also be expected to manage and/or assist with other special projects related to the State’s substance abuse prevention efforts.This may include federal grant writing, consultation on strategic planning for the State of Indiana, continued workforce development, and the development of innovative substance abuse prevention efforts.
2. Deliverables/Vendor Requirements
2.1 Training System:
2.1.1Provide training and education to advance competencies in the field of substance abuse prevention for Indiana substance abuse providers via the coordination and implementation of web-based trainings, live training events, and scholarships to appropriate state and national training and conferences with a special emphasis on the implementation of evidence based programs, practices and policies and a specific strategic planning approach known as the Strategic Prevention Framework (SPF).
2.1.1.1Infuse cultural competence, integrate of the Culturally and Linguistically Appropriate Services (CLAS) Standards, identify and address health disparities into the training efforts to ensure providers are equipped to intentionally plan for and incorporate best practice into their service delivery and/or use of the of the strategic prevention framework.
2.1.1.2Identify, provide and coordinate with technical assistance to provide needed training on evidence based programs, practices and policies.
2.1.1.3Provide a basic evidence based prevention trainingfor new and experienced workers in the field of prevention. Vendor shall review or conduct prevention workforce assessment.
2.1.1.4Provide skill-building workshops to support the delivery of the EBPs as requested. This shall include at a minimum an annual Substance Abuse Prevention Skills Training event. This may include, but is not limited to:
- Basic implementation science training
- Achieving program fidelity
- Creating effective budgets
- Implementation of environmental strategies
- Interpreting data
- Advocacy
- Sustainability
2.1.2Trainings will include focus on content areas associated with addressing the components of the Strategic Prevention Framework (SPF): assessment, capacity building, planning, and implementingevidence-based programs, evaluation, cultural competence, and sustainability.
2.1.3Coordination of training logistics including the promotion, registration, all logistical arrangements and identification and purchase, if applicable, of support materials needed for each of the training program offerings.This may also include the identification of external trainers and experts to deliver specific content from the training plan. This shall include the delivery of an annual training plan with training events established throughout the year.
2.1.4Develop and identify instructional design projects as needed to meet the aforementioned training needs.
2.1.5Support efforts of prevention providers to attain and maintain prevention credentialing.
2.2Technical Assistance:
2.2.1Coordinate and conduct technical assistance services to Substance Abuse Prevention Block Grant (SABG) funded prevention providers. Technical assistance may be delivered in one of the following formats: one-on-one coaching, group information sessions, facilitated planning, resource sharing, or others as deemed appropriate by vendor.Technical assistance willinclude, but is not limited to, the following topics:
2.2.1.1Prioritization of substance abuse and related behavioral health problems based on assessment data
2.2.1.2Selection, implementation, and assessment of evidence-based strategies
2.2.1.3Mobilization of prevention systems and resources to address priority issues
2.2.1.4Data Interpretation
2.2.1.5Use of the Strategic Prevention Framework
2.2.1.6Evaluation Models
2.2.1.7Provide technical assistance, support, troubleshooting for the SABG providers on submittal of documentation for monthly claims and the utilization of the reporting system. Review monthly claims for SABG funded prevention providers and submit reviewed claims to FSSA ClaimsDepartment.
2.2.1.8Provide technical review of financial information and program expenditures to determine cost-effectiveness of implemented activities.
2.2.2Provide technical assistance services to non-SABGfunded prevention providers as requested.
2.2.3 Coordinate training and technical assistance with DMHA’s overall direction for substance abuse prevention including DMHA prevention strategic planning, other DMHA technical assistance efforts, and DMHA substance abuse prevention interrelated programs.
2.2.3.1Provide technical assistance, consultation, and support to DMHA for substance abuse prevention-related system improvements.
2.2.4 Coordinate with evaluation providers to ensure accurate federal reporting, adequate technical assistance and training based on site needs and to provide synchronized information to state and local entities. At a minimum this shall include quarterly meetings, appropriate coordination with evaluation provider.
2.2.4.1Provide all necessary data for all federal reporting requirements, including data needed for SABG reporting.
2.2.5Develop and maintain county level epidemiological data for the state of Indiana that can be easily accessed by SABG communities and other preventionists in the state.
