Election of PRS Chair & Vice-Chair
Kevin Gresham was nominated by Beth Garza; seconded by Richard Ross. The nomination was approved by a unanimous voice vote.
Dan Jones was nominated by Robert Kelly; seconded by Brad Belk. The nomination was approved by a unanimous voice vote.
Minutes
A motion was made by Clayton Greer and seconded by Cesar Seymour to approve the minutes from the December 20, 2002 meeting. The motion was approved by a unanimous voice vote.
Discussion Items
PRR357 – Market Solution Definition Revision
Discussed. A motion was made by Brad Belk and seconded by Larry Gurley to table discussion of PRR357 until the end of the agenda. The motion was approved by a unanimous voice vote.
PRR374 – RMR Text Changes
Discussed. A motion was made by Larry Gurley and seconded by Brad Belk to approve PRR374 as revised by the ERCOT comments. The motion passed by a majority voice vote with one abstention by AEP.
PRR375 – AS Schedule Times
Discussed. The sponsor withdrew PRR375. A reformatted version is to be submitted.
PRR376 – Procure Total Ancillary Service from ERCOT
Discussed. A motion was made by Larry Gurley and seconded by Richard Ross to approve PRR376 as submitted. The motion was approved by a unanimous voice vote.
PRR378 – RMR Units Mandatory Down Balancing Bids
Discussed. A motion was made by Beth Garza and seconded by Richard Ross to approve as revised and to assign an urgent timeline. The motion was approved by a unanimous voice vote.
PRR380 – Black Start Service
Discussed urgency. A motion was made by Brad Belk and seconded by Richard Ross to assign an urgent timeline to PRR380. The motion was approved by a unanimous voice vote.

PRR381 – Update QSE Designation
Discussed. Comments for this PRR are due by February 4th. PRS will review PRR381 at its February 20th meeting.
PRR357 – Market Solution Definition Revision
Discussed, again. PRS believes that further discussion of PRR357 should be tabled and that ERCOT should re-draft the PRR to address the procedures being performed.
At the next meeting PRS would like a status of PRRs on hold and PIPs remaining as boxed text in the Protocols.
PRRs currently on hold are:
PRR371 – Minimum Energy OOME When OOMC Issued
Dan Jones provided a status update; the parties assigned to re-drafting this PRR have not had an opportunity to meet.
PRR281 – Allowance for Aggregated Site-Specific Resource Dispatch Instructions (v2)
Part of this PRR was addressed by PRR369; should this PRR go away?
PRR293 – Uncontrollable Renewable Resources
A definition for “uncontrollable renewable resources” is needed.
PRR320 – Loads Participation in the AS Market
ROS discussed at its January 15th meeting.
PRR340 – Define OOME as an Instructed Deviation
Parts of the issues addressed by this PRR have been approved in other PRRs.
PRR356 – SCE Performance Requirement
PRR358 – Negative Impact SCE
Need to see the impact of PRR349, UBES & DBES Ramp Rates, and PRR350, Smoothing Algorithm, on SCE. PRS would like an update on when PRRs 349 and 350 will be implemented.
