Role: Health & Safety Manager

Salary: c. £36-39k per annum

Accountable for: Health and Safety Technician

The Health and Safety Manager will provide advice and guidance to all service users, staff and partners in order to ensure the College is compliant with statutory Health and Safety and fire safety legislation requirements.

As a member of the Estates & Facilities team, this post will contribute to Nottingham College meeting the needs of stakeholders including students, staff, partners, agencies and employers and for enhancing the quality of provision in order to strategically place Nottingham College as an outstanding provider.

Portfolio of Responsibilities:

  • To keep under review the College’s Health and Safety Policy and its Statement, prepare/update supporting Procedures to promote a culture of continuous improvement, ensuring that the College meets all its obligations under H&S and Fire Safety legislation.
  • To keep all employees informed of their H&S responsibilities and the implications of relevant legislation, advising on matters relevant to H&S and Fire Safety as required by statutory legislation, HSE guidance, Codes of Practice, AoC Guidance/advice etc.
  • To keep the Head of Estates updated in respect of all H&S, Fire Safety and associated matters and to provide a comprehensive advisory service to Heads and Support Managers of actions which are required to be taken to ensure compliance with H&S and Fire Safety legislation.
  • Ensure efficient and effective management of the health and safety budget and to manage the H&S Team, delivering a service that identifies customer needs, seeks feedback and develops service delivery accordingly to promote a safe, healthy environment for staff, students, visitors and customers.
  • Work proactively with Curriculum staff offering advice and support on risk management and responsibilities relating to the College environment and external work placements, so that students are able to recognise and deal with risk and understand their responsibilities under H&S legislation.
  • To chair meetings of the Health & Safety Management Group and act as principal adviser to the College’s Health & Safety Committee preparing agendas, relevant reports on accident statistics and College H&S performance.
  • Provide H&S reports to the Head of Estates and Directorate as required, to prepare an annual H&S report for Corporation to include an update of the H&S legal register.
  • In ensuring that the College complies with all relevant H&S legislation, codes of practice, HSE guidance etc.; promote a culture of risk awareness and management that is underpinned by a culture of ‘Risk Assessment’.
  • To use performance monitoring processes to maintain an up to date portfolio of risk assessments for all departments, keeping the Health and Safety Management Group and the Health & Safety Committee informed of progress and outcomes.
  • To evaluate accident and incident information, gathering such information and evidence as necessary which may be required by insurers in relation to civil litigation. Recommending actions - where required to managers.
  • Develop and maintain effective systems and databases for H&S performance monitoring and reporting accident and incidents (near misses) so as to ensure and evidence compliance with statutory legislation requirements.
  • To ensure compliance with all aspects of Fire Safety legislation and good practice, to include practice emergency evacuations and the regular testing of emergency systems (fire alarms, lighting) across all College sites.
  • To maintain regular liaison and consultation with nominated Trade Union/Student Health and Safety representatives, outside organisations, authorities and statutory agencies such as the HSE or Fire Authority as required.
  • Manage a programme of ‘H&S Workplace Inspections’ in order to evaluate H&S compliance. Reports on the findings and any ensuing remedial actions with allocation of responsibilities to relevant curriculum and service managers and summaries forwarded to senior managers.
  • To liaise with and offer support to Estates Directorate Managers in respect of their responsibilities as they affect Health and Safety, to include Contract input and evaluation, Contractors on site etc.
  • To ensure that adequate firs aid provision is provided across all College sites and arranging training courses for staff trained as first aiders. Determine overall College training needs relative to health and safety in consultation with the Staff Development team. Prepare and deliver training courses as necessary.
  • To oversee the electrical safety testing of portable appliances, carry out scheduled inspection of plant/work equipment within College as required by relevant legislation.
  • Be available to respond to incidents or offer advice, either by phone or in person if necessary out of normal working hours.
  • The portfolio of responsibilities will be reviewed so that it evolves as part of the College’s organisational development and to ensure the role continues to contribute towards the strategic direction and corporate priorities of Nottingham College.
