The Permanent Mission of Mexico to the Organization of American States (OAS) presents its compliments to the Chair of the Permanent Council of the OAS and has the pleasure of referring to the item on the agenda of the next meeting of the Council, to be held on August 7, 2013, regarding the formal convocation of the first meeting of the MISPA Subsidiary Technical Working Group on Police Management.

In that connection, the Mission encloses herewith the respective draft resolution for consideration by the member states and, as appropriate, its adoption by the Permanent Council.

The Permanent Mission of Mexico to the Organization of American States (OAS) avails itself of this occasion to convey to the Chair of the OAS Permanent Council renewed assurances of its highest consideration.

DRAFT RESOLUTION
PLACE AND DATE OF THE MEETING OF THE MISPA SUBSIDIARY TECHNICAL WORKING GROUP ON POLICE MANAGEMENT

(Presented by the delegation of Mexico)

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

CONSIDERING that the Ministers Responsible for Public Security in the Americas and the representatives of the member states of the Organization of American States (OAS) gathered in Port of Spain, Trinidad and Tobago, on November 17 and 18, 2011, at the Third Meeting of Ministers Responsible for Public Security in the Americas (MISPA III);

RECALLING that at MISPA III, the member states approved the Document of Port of Spain: Institutionalization of the MISPA Process, which permits the creation of subsidiary technical working groups to follow up on the MISPA process;

RECALLING ALSO that in the framework of MISPA III, the member states agreed to create the Subsidiary Technical Working Group on Police Management to follow up on the Port of Spain Recommendations for Police Management and that Mexico was elected to chair theGroup;

TAKING INTO ACCOUNT that the third paragraph of Article 16 of the Document of Port of Spain: Institutionalization of the MISPA Process provides that “[m]eetings of subsidiary technical working groups shall be formally convened by resolution of the Permanent Council of the OAS”;

CONSIDERING that AG/RES. 2735 (XLII-O/12), “Advancing Hemispheric Security: A Multidimensional Approach,” calls a meeting of the Subsidiary Technical Working Group on Police Management of the Ministers Responsible for Public Security in the Americas; and

NOTING WITH SATISFACTION the offer of the Government of Mexico to host the meeting of the Subsidiary Technical Working Group on Police Managementof the Ministers Responsible for Public Security in the Americas,

RESOLVES:

1.To convene the first meeting of the Subsidiary Technical Working Group on Police Management of the Ministers Responsible for Public Security in the Americas in XXX, Mexico, on September 19 and 20, 2013.

2.To instruct the General Secretariat to provide the necessary technical support to prepare and hold the two days of sessions that the meeting will comprise, the in-country logistical services for which will be financed by the Government of Mexico.
