DRIVER EDUCATION BID SPECIFICATIONS FOR IN-CAR

The contractor agrees to provide the behind the wheel laboratory portion of the driver training course for seventeen (17) 1.5 hour sessions per semester. (25.5 hours). All vehicles must be present at all seventeen (17) sessions.
The quoted price includes all costs of the contract vehicles (gasoline, insurance and repairs) provided and used by the employees of the contractor.
The quoted price will be on a per car basis. Any vehicles missing meetings or a part or parts there of a driving session without the prior approval of the Traffic Safety Coordinator will be subject to a prorated penalty charge.
Upon submission of required payment documents each semester, the college will, after the first thirty (30) days of services, authorize payment of 70% of the total invoiced. The remaining 30%, less adjustments if necessary, will be paid upon the successful completion of the semester.
The contractor will state eight (8) weeks prior to the commencement of the program the guaranteed number of vehicles he will provide to the program, based upon the traffic safety coordinator’s request. The College reserves the right of first refusal; this will be based on enrollment for the semester and location (campus).
Any increase in the accepted bid, for fuel adjustment or any other cause must be approved by Suffolk County Community College twelve (12) weeks in advance of the commencement of a new semester. If the increase is approved, it will be applied to the following semester.
The contractor agrees to work under the supervision of the Office of Continuing Education and the Traffic Safety Coordinator. The contracted school will follow the approved outline for instruction as designed by the Continuing Education Administration and the Traffic Safety Coordinator. Each student will receive a minimum of six (6) hours of behind the wheel Instruction and eighteen (18) hours of in-car observations.
The contractor agrees to provide properly licensed instructors in accordance with the Department of Motor Vehicles and must comply with the fingerprinting requirement for prospective school employees set forth in 8 NYCRR Part 87. The instructors are to be approved prior to the beginning of the course by the Office of Continuing Education and the Traffic Safety Coordinator. The College reserves the right to remove any driving instructor who does not follow the College’s driving policies.
The contractor agrees to provide late model vehicles that are dual controlled and safety equipped in accordance with the Department of Motor Vehicles (samples attached). All state regulations for Driver Education cars must be met. All vehicles will be properly maintained with detailed service records (samples attached).
The contractor agrees to complete all attendance and progress records (samples attached) required by the Office of Continuing Education Administration and the Traffic Safety Coordinator.
This contract is for driving Instruction at all Suffolk County Community College Campuses (Eastern- Riverhead, Ammerman-Selden and Grant-Brentwood) during the 2010-2011 and 2011-2012 academic years. The roadwork will be conducted following the college supplied semester calendar (samples attached). Driving will be from 7:00am. – 5:00 pm. on Saturdays and 3:00 – 6:00 pm weekdays during the school year. Driving for the summer session will be 7:00am to 5:00pm Monday – Saturday. The College reserves the right to offer driving instruction on any or all of its campuses and at other locations in Suffolk County as it deems appropriate. The college semester will be approximately as follows:
Fall - Second week of September to the first week of February
Spring - Second week of February to the third week of June
Summer - Last week of June to the second week of August
Any dates missed due to inclement weather must be made up during the last week of the semester.
The contractor must not have been removed from a high school Blue Card Program for five (5) years before inception of contract.
Detailed Specifications
Instructors
1. Must be prepared to meet our schedule for road classes and must always be on
time. Any instructor that is chronically late will be asked to leave the program and
the driving school will be required to make up the time in a separate vehicle at the
college’s convenience.
2. Instructors must follow our curriculum and coordinate activities through the Traffic
Safety Coordinator.
3. Qualified substitute instructors must be available in case of absence of regular
instructors.
4. Commercial driving school instructors providing behind-the-wheel or in-car observation instruction in an approved NYS-DTSE course must possess:
A. a valid commercial driving school instructor’s license (MV-524); and
B. an acceptable driving abstract.

5. Suffolk County Community College expects that the contractor shall furnish
mature, experienced instructors, that will meet all the requirements stated in
Section 215.501 of the Vehicle and Traffic law of New York State. Instructors are expected to abide by all anti-discrimination, sexual harassment and ethical conduct codes that govern college instructors.
6. Suffolk County Community College reserves the right in the exercise of its sound
discretion to require a contractor to remove an instructor it determines to be unfit or
unsatisfactory for the task under the contract.
7. The instructors shall attend a mandatory orientation meeting each semester and
other meetings throughout the semester when requested by the Traffic Safety
Coordinator.
8. A group leader will be designated one (1) week prior to the beginning of the semester. They will be equipped with a cell phone. The home and cell phone number the will be furnished to the traffic safety coordinator using the attached form. The group leader will make sure all cars are present and begin on time. They will have the resources to contact any late arriving instructors.
9. Instructors must have completed the basic 30 hour instructor course and at least one year of in-car instruction; and as specified by the NYSDMV.
10. Instructors must log the type and number of instructional hours delivered to each
student, and then submit that log to the contractor’s DTSE administrator upon
course completion.
11. Instructors must dress in professional attire at all times. Shorts, T shirts and
flip-flops are prohibited.
General
1. The cars will be utilized 100% for instructional purposes. There shall be no stops
for gassing up, company or personal business or food during class time.
2. All accidents must be reported immediately to the traffic safety coordinator and proper NYS accident forms initiated and sent to proper channels.
A. Police must be notified.
B. Copy of the police report must be attached to the accident report and sent
to the traffic safety coordinator. (use incident report form)
C. Damage cost to vehicles to be handled by commercial school procedures,
but Suffolk County Community College must be kept informed of cost
involved in terms of property damage, injury and death.
3. Any summons issued to a Driver Education car or instructor for any violations must
be reported within 24 hours to the traffic safety coordinator with incident report form.
4. Any confrontation between students, disagreements with parents, confrontations with other drivers must be reported within 24 hours to the traffic safety coordinator with incident report form.
5. No student may be taken out for either a road class or make-up alone. At least
two (2) students must be in the car at all times but no more than four (4).
6. There shall be no smoking, cell phone use or texting by the instructor or students during class time.
7. It shall be the responsibility of the driving school to notify the Traffic Safety
Coordinator 24 hours in advance if cars will not be at the required locations on
time using attached forms. Failure to do so will result in forfeiture of 1/17th of the bid
for each vehicle absent. Such forfeitures will impact the final payment.
8. It shall be the responsibility of the driving school to notify the Traffic Safety
Coordinator using the attached forms within 24 hours if any car missed it’s assigned
driving session. Failure to do so will result in forfeiture of 1/17th of the bid for each
vehicle absent. Such forfeitures will impact the final payment.
Vehicles
The contractor shall provide the necessary number of cars that were guaranteed
eight (8) weeks before the beginning of the semester. Suffolk County Community College reserves the right to make additions and deletions to that number. This shall in no way injuriously affect or make void the contract, but shall be added to or deleted from the total contract at the agreed price per car.
1. Four door mid-size dual controlled cars with the capacity of five (5) passengers or
greater must be used. Compacts are not acceptable.
2. The vehicle must be equipped to provide all occupants with maximum protection. Equipment shall include: dual control brakes, an additional rear view mirror, an eye check mirror for teacher use, reflective devices (such as flares, triangles, etc.) fire extinguisher, and first aid kit.
3. Each car will be equipped with at least two front seatbelts and three rear seatbelts.
4. Automobiles used for instruction must be maintained in sound mechanical condition and must meet NYSDMV inspection standards as outlined in the New York State Vehicle Safety/Emissions Inspection Program.
5. Cars must be adequately maintained during the life of this agreement so that they
are completely safe for student use.
6. A valid insurance certificate, valid vehicle registration, and standard accident report must be kept in the vehicle.
7. Each car must meet all requirements stated in DMV regulations 76.11(regulation
attached) and be reported on the DMV form MV-527.
Evaluation
Within two (2) days of completion of the semester, the contractor shall submit an instructor’s report for each student attending in alphabetical order. This evaluation shall include the number of hours the student actually spent driving, the number of hours the student spent with in-car evaluation and the student’s final numerical grade.
