PROPOSALS FOR CONSIDERATION
The following polling places are located in an adjacent polling district. These polling places have been the designated polling places for electors for a number of elections. No complaints have been received and no alternative polling place has been suggested nor located during the consultation period.
It is therefore proposed that despite being located in adjacent polling districts, there be no changes currently to the following polling places:-

Polling District OEA 001 Wynnstay Maesydre Community Centre
During the consultation exercise it became apparent that ownership of the current polling place for these Polling Districts – Maesydre Community Centre - was proposed for transfer to Clwyd Alyn Housing Association for use as a Shelter for the Homeless.
The Returning Officer suggested the adjacent Friends Meeting House as an alternative polling place. The building has been inspected and an access audit carried out. The building has excellent facilities for electors and polling staff, and has designated disabled parking.
Proposal 1: that Friends Meeting House is designated polling place for the Maesydre Polling District. Furthermore, as it has not been possible to locate a polling place within the Wynnstay Polling District which is as convenient as the location of this building and Proposal 2: that the Friends Meeting House be also designated the polling place for part 1 of Wynnstay Electoral Division, until an alternative polling place within the polling district can be found.

Requesting whether an alternative building could be used instead of the school.
School closed at NAW Election by School Governors because of Health and Safety risks.
Returning Officer This school has been used as a polling station for many years. However, during the Welsh Assembly Elections this year, representations were received from the Governing Body and some parents that an alternative building in the area should be sought.
Although this polling station is outside the polling district of BBC Bieston, it is adjacent and well located for many electors. It is extremely accessible and suitable as a polling station. Alternative buildings such as the Rhosnesni Scout Hut and Dean Road Family Centre have been investigated
Proposal: that attempts continue to locate a suitable alternative building, but retain BorrasParkSchool until a suitable alternative can be found.

Polling District FCA002 Gwenfro Ysgol Penrhyn New Broughton
Returning Officer advises that this polling station was first used in 2003, following the demolition of the New Broughton infants school. Just outside the polling district, it is adjacent and well located for many electors. Although the Returning Offices does try to avoid the use of schools there is no known alternative.

Polling District GAA Brymbo The Enterprise Centre
Returning OfficerThe Enterprise Centre was used as a polling station for the first time at the National Assembly Elections and generally appeared to operate successfully. Safety measures were put in place with the co-operation of the TAMS Department to slow traffic in the vicinity.
Proposal: that the Enterprise Centre be designated the polling place for the Brymbo Polling District, and that use of this polling place be further monitored during the local elections in May 2008.

CaiaPark Community CouncilIn line with the policy to avoid the use of schools as polling stations where possible, discussions were held with the Clerk to Caia Park Community Council. The Community Council has suggested the use of Caia Park Council Rooms as an alternative to the current polling place (Ysgol Morgan Llwyd) for this Electoral Division.
The building has been inspected and an access audit carried out. The building has good facilities for electors and polling staff, and has designated disabled parking.
Proposal: that Caia Park Community Rooms be designated the polling place for electors within the OAA1 Cartrefle Polling District.

Polling District OBA2QueenswayCaiaPark Nursery Unit
Caia Park Community Council, has suggested the use of Caia Park Partnership Rooms as an alternative polling places for this part of the Electoral Division.
The building has been inspected and an access audit carried out. The building has good facilities for electors and polling staff, and is in close proximity to electors in the two polling districts.
This Electoral Division is currently split into two polling districts served by two polling places – GwenfroInfantsSchool and Caia Park Nursery Unit.
Proposal: that the two polling districts be merged to form one polling district for the Electoral Division, and that the Caia Park Partnership Café Rooms be designated as the polling place for the new polling District.
Polling District ODA1 - Whitegate.St Johns CourtMobile Unit
The local member for Whitegate expressed concerns about the use of the mobile unit at St Johns Court. The Returning Officer agrees that this is not an ideal site, indeed that the use of mobile units should be avoided where possible. A suitable alternative polling place has not been located, despite actively seeking alternatives prior to each election.
Proposal: that this polling district be kept under review, but in the meantime, the St John’s Court Car Park be designated the polling place for the Polling District.

Polling DistrictODA3 Whitegate Pentregwyn and Tanycoed Community Centre
The Returning Officer These polling districts are currently served by the GwenfroInfantsSchool and Pentre Gwyn and Tanycoed Community Centre, which is outside the Polling District. Having re-located the polling place for the Queensway polling district, this will leave only 50 electors approximately voting at this polling station.
Although outside the polling district of Whitegate the Pentregwyn and Tanycoed Community Centre is close to the electors within that polling district.
Proposal: that further consideration and polling district visits be held to attempt to identify suitable accessible buildings within the whole Whitegate Electoral Division, which are accessible to the majority of electors.

Returning Officer Although this polling station is outside the polling district, it is adjacent and well located for many electors. It is extremely accessible and suitable as a polling station.

This polling place falls outside of the polling district and the use of the Methodist church Hall as an alternative polling place has been suggested, but this building is also outside of the polling district.
The building has been inspected and an access audit carried out. The building has good facilities for electors and polling staff, and is in fairly close proximity to electors. The use of this building would avoid the use of and closure of the library.
Proposal: that the Methodist Church Hall be designated polling place for this polling district.
Polling District RAC North (Pentre) Pentre Controlled School Chirk
Returning Officer Although the Returning Officer tries to avoid the use of schools as polling stations, despite best efforts, she has not been able to locate an alternative in this area.

Polling District HAA – Coedpoeth North Coedpoeth Community Centre
During the consultation exercise it became apparent that the current polling place for this Polling District – Coedpoeth Community Centre - was due to be demolished. Discussions have been held with the staff of the Economic Development Department regarding the use of Coedpoeth Enterprise and Lifelong learning Centre who have confirmed that the Centre will be available for use, once completed.
Proposal: that the Coedpoeth Enterprise and Lifelong learning Centre be designated the Polling Place for the Coedpoeth North Polling District once completed and available for use.
Polling District EAA 2 – GwersylltNorthYsgolHeulfanJuniorSchool
Ysgol Heulfan was successfully used for the first time at the Election in May 2007. The school remained open on polling day with no reported problems.
Gwersyllt Community Council has requested that Ysgol Heulfan be designated the polling place for this polling district due to the significant increase in electors in this area.
Proposal: that the Ysgol.Heulfan be designated the polling place for the polling district.
Polling District EAA003 Gwersyllt North The Institute Summerhill
Returning Officer This building does have access problems and a special temporary ramp has been purchased for use at elections. The Returning Officer is not aware of a more accessible building in the polling district

Polling District EBB001 Gwersyllt East Bradley Village Hall
Returning Officer Although this polling station is just outside the polling district, it is adjacent and well located for many electors. It is extremely accessible and suitable as a polling station.

Polling District EBA002 Gwersyllt South Ysgol Y Gaer
Polling District EBB002 Gwersyllt East Ysgol Y Gaer
Ysgol y Gaer has been used as the polling place in these polling districts for a number of elections. The school is closed on polling day. The School is outside the boundary of the Gwersyllt South EBA002 poling district, but a suitable alternative cannot be located.
The Gwersyllt Community Council is concerned about the closure of the school and a similar submission was received from a concerned parent.
Dodd’s LaneInfantsSchool and the community Room at Maes Hyfryd have both been suggested as alternative polling places.
Proposal: that discussions be held with the Head teacher and access audit inspections are held at Dodd’s LaneInfantsSchool and Maes Hyfryd Community Room, and the Returning Officer be authorised to designate a suitable polling place.
Polling District EBA003 Gwersyllt South Gresford Colliery Social Club
Gwersyllt Community Councilhas no objection to the use of Gresford Social Club but has expressed some concern about the elderly and has raised the question of use of a mobile unit for the area surrounding Plas Acton Road
Proposal:that further discussions be held with the Community Council in this regard.
Polling District ECA Gwersyllt West Ysgol Heulfan
Gwersyllt Community Council has requested that a separate polling place be designated for this polling district due to the significant increase in electors in this area, and suggested the use of the new Enterprise Centre

Returning OfficerThis building does have access problems and a special temporary ramp has been purchased for use at elections. The Returning Officer is not aware of another accessible building in the polling district.
