Meritorious Service Timesheet Processing Instructions:

1.  Eligibility: Eligibility requirements for meritorious service leave awards are determined by deputy ministers on an event by event basis, and are consistent across government. Because the method of calculating meritorious service awards may vary between events, it is recommended that excluded and PEA employees track all hours worked when involved in significant emergency events.

2.  Processing of Meritorious Service Requests:

a.  Excluded and PEA employees complete Meritorious Service Timesheets during response and immediate recovery activities.

b.  Supervisors review and approve the timesheets

c.  Timesheets are forwarded to the Ministry Chief Financial Officer (CFO)

d.  The Ministry CFOs summarize the individual employees’ Meritorious Service Timesheets in the “Meritorious Service Rollup Template,” complete any required internal Ministry approvals, and forward Ministry totals to Emergency Management BC () attn. Kristen Hall/Kyle Johnson.

3.  DM approvals: EMBC will utilize summary information submitted by Ministry CFOs to brief Deputy Ministers of the lead response ministries, and attain direction/approvals with respect to meritorious service.

4.  Payroll entry: In the event that meritorious service leave awards are approved, EMBC forwards meritorious service leave awards to payroll for addition to employee leave banks.
