Sub; This request for quotations is for the Procurement of Internet for Afghanistan Extractive Industry Transparency Initiative.
1.0 The Ministry of Finance Islamic Republic of Afghanistan Funded by a Grant from the World Bank Ref: Afghanistan Extractive for Development Fund Grant No. (TF0A4809). The MOF intends to apply part of the proceeds of this grant to eligible payments under the contract for the supplying the items listed in Annex. “A” (“Quotation Form”) for which you are invited to submit you’re most competitive price quotation.
Important Notes
i. The delivery period will count from date of the delivery of signed purchase order/service contract to the firm (by email) ii. Partial deliveries are not accepted, the delivery and installation of the entire items must be completed within the specified delivery and installation period mentioned below. iii. Bidders quoting longer delivery period by more than maximum mentioned above will be treated as nonresponsive.
iv. The bidders shall submit the attached Technical Response sheet (with remarks about Comply/Do not comply) as given in Annex. A-1.
2.0 Price to be quoted in the Quotation- The bidder’s price/rate shall include all duties, taxes and transportation up to the delivery and installation place as mentioned above and should be in Afghanis only.
3.0 Validity of Quotation -Quotation shall remain valid for a period not less than 60 days after the deadline date specified for submission.
4.0 Evaluation of Quotations -The Quotations would be evaluated separately for each lot if any and Multiple contracts shall/may be awarded to the bidders that offer the lowest evaluated combination of bids by considering;
(i) The lowest-evaluated bid for each lot
(ii) The price reduction, if any, and the methodology for its application as offered by the bittering its bid.
5.0 Terms and Conditions of Supply -Main terms and Conditions of supply are given on the reverse of the attached Quotation form given at Annex. “A”.
6.0 The quotation is to be submitted in the quotation Form (Price/Delivery Schedule given at Annex. “A”.
7.0 The interested bidders are requested to submit their quotation latest by 10:00 Hours on 26-Aug-2017 at

This quotation will be valid for 60 days from the deadline date for the submission of the quotation.
We agree that we will automatically be suspended from being eligible for bidding in any contract with the Employer for the period of one (1) year starting on the deadline date for the quotation submission, if we are in breach of our obligation(s) under the bid conditions, because we (a) Withdraw our Bid during the period of bid validity specified in the Form of Bid; or (b) Having been notified of the acceptance of our Bid by the Employer during the period of bid validity, fail or refuse to execute the Contract, if required.

Terms and Conditions
For the Procurement of Internet Service for Afghanistan Extractive Industry Transparency Imitative (AEITI)
1. Price Adjustment: The prices indicated in the Service Order/Contract are firm and fixed and are not subjected to any adjustment during the contract duration.
2. Commencement of Services: The Starting Date for the commencement of Services is within Seven (7) days of signing the Service Order/Contract.
3. Payment Terms: Monthly payment shall be made after completion of services for each month against the invoice to be submitted by service provider and also a certificate from IT Unit AE4D/MOF for satisfactory completion of services as per Service Order/Contract. No payment shall be made for the days on which the internet services were down as described under due to technical problems and the amount shall be deducted from their invoice on proportionate basis. The days ineligible for payment shall be worked out by IT Unit AE4D/MOF.
The quoted price shall also include all duties and taxes (10%) as per article 66 of Tax Policy of the
Ministry of Finance for ISPs, for provision, installation and commissioning of the Internet Services.
1. The service provider will ensure availability of the internet/bandwidth as under:

If on any day bandwidth and/or download/upload facility is not available for the period mentioned in 3rd column of the above table it will be treated a Lack of performance and penalty clauses as mentioned in clause 5 will be applicable.
i. The service provider will be responsible for providing a tool to enable AE4D/MOF to monitor the bandwidth and sharing ratio regularly from AE4D/MOF office.
ii. The service provider will be responsible to provide 24/7 hours technical support services on call or E-mail by AE4D/MOF Office during the period of the contract.
iii. The service provider will provide monthly upload and download usage graph or establish a website to allow online view of graphs at any time.
iv. The service provider will provide a backup link for IT Unit AE4D/MOF to be used only in case main link is down.
v. The service provider will also provide a dedicated liaison officer/focal point for AE4D/MOF in the ISP main office.
vi. The service provider will resolve all issues, arising during the contract execution through mutual discussions within maximum two (2) days. The service provider will provide information about its backbone connections.
2. Lack of performance
The Lack of performance is defined in the following table and the penalty to be paid by the Service Provider will be as mentioned against each:

3. Failure in performance: The Purchaser may terminate the Service Order/Contract if the Service Provider/Supplier fails to deliver the Services, in accordance with the above terms and conditions.
The failure in the performance of obligations under the Contract will be treated in any of the following situations:
a. The cumulative downtime in 3 consequent Days is more than 10 hours and if this happens for more than 3 times in a month.
b. The total cumulative down time in a month is more than 50 hours.
4. The bidder must have License from ATRA and should have a valid and updated license. And provide and submit the documents of ATRA along with their company quotation on the time and date of submission of quotations.
5. The required equipment for the execution of the services is to be provided by the Service provider on lease basis and upon ending of the Contract would be returned to the Service Provider.
6. The Supplier must submit a Performance Guarantee from reputed Bank which is five percent (5%) from the total amount of the contract, MOF will release the Performance Guarantee in favor of the service provider/supplier after contract successfully completion.

a. The bidders will furnish complete details (material, dimension, performance characteristics etc.) against each line item of the equipment’s/items offered by them and must write “comply” or “not comply” and provide comment as necessary and should submit relevant technical literature/leaflet/brochure/data sheet if any.
b. Bidders must sign & stamp each page of the response sheet and must submit it along with the bid. Failure to complete this statement of compliance may result in the offer being not considered for evaluation and award.
