A JOINT RESOLUTION

TO APPROVE REGULATIONS OF THE DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL, RELATING TO NEONATAL SCREENING IN INBORN METABOLIC ERRORS AND HEMOGLOBINOPATHIES, DESIGNATED AS REGULATION DOCUMENT NUMBER 2803, PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23, TITLE 1 OF THE 1976 CODE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION1.The regulations of the Department of Health and Environmental Control, relating to Neonatal Screening in Inborn Metabolic Errors and Hemoglobinopathies, designated as Regulation Document Number 2803, and submitted to the General Assembly pursuant to the provisions of Article 1, Chapter 23, Title 1 of the 1976 Code, are approved.

SECTION2.This joint resolution takes effect upon approval by the Governor.

SUMMARY AS SUBMITTED

BY PROMULGATING AGENCY.

The Department of Health and Environmental Control has substantially amended R.6180, Neonatal Screening for Inborn Metabolic Errors and Hemoglobinopathies. The amendment incorporates legislative mandates regarding storage and use of blood specimens collected on filter paper for the purposes of neonatal screening for inborn metabolic errors and hemoglobinopathies and incorporates legislative mandates regarding the confidentiality of information obtained as a result of neonatal screening for inborn metabolic errors and hemoglobinopathies. It also updates language, which includes corrections to improve clarity and readability, as well as to strengthen, improve and codify standards and terminology for consistency with national and medical standards. The amendment also incorporates legislative mandates regarding forms and documentation.
