Cedefop invites applications for the drawing up of a reserve list for the position of:

ASSISTANT STUDY VISITS PROGRAMME

The European Centre for the Development of Vocational Training (Cedefop) is an agency of the European Union. It supports European institutions, governments of MemberStates and social partners – employers’ representatives and unions – in the development of vocational education and training (VET). Since 1985 Cedefop has managed on behalf of the European Commission a study visit programme for VET policy makers. A study visit is a short-term visit up to one week during which aspects of lifelong learning in another country are studied and views exchanged in a small group made up of participants from other countries.

Study visits are part of the EU’s action programme for lifelong learning([1]). They support policy development and cooperation at European level in lifelong learning, notably as part of the Lisbon process, the Education and Training 2010 work programme, the Bologna and Copenhagen processes. Study visits encourage exchanges and discussion among experts (for example directors of education and training establishments, experts from guidance and experience accreditation, social partners’ representatives)selected by national, regional and local authorities. Cedefop’s study visit team ensure overall coordinates and supervisesthe programme management at EU level.

Responsibilities and tasks

The successful candidate will work in the study visits’ team helping to monitor and evaluate the programmeimplementation. More specifically, s/he will:

contribute to the effective and efficient execution of the programme work plan;

assist project managers in:

  • preparing study visits documentation on EU developments in specific themes, in cooperation with Cedefop’s experts and documentalists;
  • preparingand sending out questionnaires to evaluate the results of study visits;
  • evaluating programme implementation by analysing group reports and responses to questionnaires;
  • collecting and drafting materials to be placed in internal web database use for planning the programme;
  • preparing content and organisation of study visits related conferences, seminars and workshops;
  • publicising and disseminating of the study visits results on Cedefop’s websites in collaboration with Cedefop’s staff.

participate in relevant meetings and working groups (i.e. study visits annual meeting).

FORMAL REQUIREMENTS

To be considered eligible, applicants must:

  • Be a national of one of the following European Union Member States:Bulgaria, Czech Republic, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia, Slovenia
  • Have a thorough knowledge of one of the languages of the Communities and satisfactory knowledge of another language of the Communities;
  • Have a level of post - secondary education attested by a diploma or

a level of secondary education attested by a diploma which gives access to post secondary education and professional experience of at least 3 years;

  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by the laws on military service.

Prospective applicants will be assessed against the following criteria

  • A minimum of 6 years of professional experience in the field of the Community programmes in Education and Training or in the field of programme evaluation, in addition to the above
  • Ability to collect and analyse information from different sources (for example from: Internet, library catalogues, reference materials, etc.) andto process and structure information
  • Very good drafting and verbal communication skills
  • Very good knowledge of written and spoken English
  • Experience in preparing material for presentations and publications; as well as good presentation skills
  • Command of MS Office, PowerPoint, Adobe Reader/Acrobat, email and Internet
  • Ability to work autonomously, adaptability and attention to detail
  • Good planning and organisational skills
  • Ability to meet deadlines
  • Ability to work as part of a team

The following characteristics will be considered as additional assets

  • Work experience in an international or European context
  • A third language of the Community

Reserve List

A reserve list will be drawn up by Cedefop. The list will be used as a reserve for recruitment, should vacancies arise. Applicants should note that the inclusion to the reserve list does not guarantee recruitment.

The established reserve list may be used for recruitment on a similar post depending on the needs of Cedefop and on budget availability.

The reserve list will be valid until 31/10/2008 and may be extended.

Contractual conditions

The initial contract is for five years with the possibility for renewal.

The terms of employment are those described in the Staff Regulations of the European Communities and in the Conditions of Employment of Other Servants of the European Communities (cf. articles 8 to 50a referring to temporary staff).

The grade for this position is AST 3.The basic monthly salary of a temporary agent in the first step at AST 3 level, before any deductions or allowances, is approximately EUR 3.134.The salary is subject to a salary weighting (currently 93.3%) but free of national taxation. In addition, Cedefop offers attractive benefits in line with those of the EU Staff Regulations.

Recruitment will take place under the condition that corresponding budget appropriations and a vacant post are available.

The place of employment is Thessaloniki where Cedefop has its official seat.

Selection procedure

Eligibility of candidates will be assessed according to compliance with all formal requirements by the closing date for the submission of applications. Selected candidates will be invited for written tests and an interview.
