DUTIES:

  • Monitors the quantity and quality of water produced by Tribal rural water systems to assure production of adequate and safe drinking water in accordance with the Safe Drinking Water Act (SDWA).
  • Provides on-site technical support to analyze and resolve water treatment and distribution system problems. Recommends and implements operational modifications to improve water treatment and delivery.
  • Provides equipment and facility training and trains tribal staff on operation and repair procedures. Reviews Tribal operations and maintenance programs to identify training needs. Assists with training tribal staff to prepare them to take operator certification exams.
  • Leads and/or assists with Associated Facility Reviews and other special reviews of rural water system treatment and distribution system facilities to recommend specific facility OM&R items. Prepares reports documenting the review and recommendations.

QUALIFICATIONS REQUIRED:

Specialized experience:To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

MINIMUM QUALIFICATIONS GS-9

A. I have at least one year of specialized experience equivalent to the GS-7 grade level in the federal governmentoperating and maintaining a water system; assisting a lead operator to resolve water treatment problems; troubleshooting and repairing control valves, pumps, mixers, chemical feed systems; identifying and repairing distribution problems, including locating and repairing pipeline leaks, repairing meters, valves and hydrants; assisting with or installingnew service connections; adjusting treatment processes and reviewing sample results to maintain Safe Drinking Water Act (SDWA) compliance.

OR
B. I have a Master's degree or equivalent graduate degree; or completed two full years of progressively higher level graduate educationleading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours will satisfy the one year of full-time study requirement.

C. I have a combination of specialized experience as described in "A" above and graduate education as described in "B" above. When combining experience and education first determine the applicant's total qualifying experience as a percentage; then determining the applicant's education as a percentage; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify.

MINIMUM QUALIFICATIONS - GS-11

A. I have at least one year of specialized experience equivalent to the GS-9 grade level in the federal governmentoperating and maintaining a water system; resolving water treatment problems; troubleshooting and repairing control valves, pumps, mixers, chemical feed systems; identifying and repairing distribution problems, including locating and repairing pipeline leaks, repairing meters, valves and hydrants; installing new service connections;recommending repairs to comply with the Safe Drinking Water Act (SDWA)regulations or regulatory agency review recommendations; interpreting water sample results and adjusting treatment processes; providing training or instruction to other water operators.

B. I have a Ph.D. or equivalent doctoral degree; or completed three full years of progressively higher level graduate education leading to such a degree; or have an LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours will satisfy the one year of full-time study requirement.
