This is a revision to FYI 08-51, dated 10/24/08.
This is to advise staff that effective immediately, the DCFS Transitional Housing Program (THP) for Homeless Young People may ONLY accept youth from the following living situations:
· Persons who came from the street or other location not meant for human habitation
· Person who came from Emergency Shelters
· Person who came from Safe Havens (a flexible-stay shelter that serves homeless, mentally ill)
· Persons in transitional housing programs who came directly from the street, Emergency Shelters or Safe Havens
However, the THP staff may be able to make exceptions. If the Children’s Social Worker (CSWs) can document effectively in his/her court report all efforts to secure alternate housing programs and that these efforts have been exhausted, the young person may be eligible for admittance to the Program. This documentation should include a signed and dated statement from the young adult describing the situation, efforts made to obtain housing, his/her income, that she/he has no place to live, and that circumstances beyond their control is prompting their departure from their dwelling. Additionally, documentation should be included that verifies the client’s written statement.
Thus, CSWs can continue to send application packets to the Transitional Housing Program for pre-screening of the youth and feedback will be provided to the CSW from Program staff regarding the feasibility of the youth’s admittance to THP, which will continue to be based on whether the youth is capable of living alone, unsupervised and various other factors (e.g. employment or employability, educational status, mental health status, etc.). Finally, as the THP serves homeless young men and women, a transition plan of admittance into the DCFS THP must not be stated on the court order
Attached are lists of other transitional housing providers for various youth with or without mental health issues and those that are pregnant and/or parenting youth (list). Also, it is anticipated that, early next year, additional beds will be available for youth coming directly from placement.
