Background/Justification

  • The Ministry of Education receives a considerable proportion of Crown funds and therefore must ensure the responsible control and management of financial, human and capital resources.
  • The Ministry of Education’s ability to meet its statutory requirements in terms of adherence to the Cook Islands Financial Policies and Procedures Manual, MFEM Act 1995-1996, The PERCA Act 1995-1996, The PSC Act 2009 and The Education Act 2012, is reliant on the use of sound financial practices and procedures.
  • The Ministry of Education is tasked with the responsibility of ensuring that all schools are adequately resourced and, as such, sound financial and asset management systems are essential.

Finance Divisional Objectives

  • To provide systems that control and manage the substantial financial and capital resources provided by Government funding to the Ministry of Education.
  • To meet financial management statutory requirements in terms of adherence to relevant Acts and Policies.
  • To monitor the use of financial and teaching teaching resources by schools to ensure learning outcomes for students are maximised.
  • To ensure that the Ministry of Education operates a Financial Quality Management system that is robust, well planned, transparent, accurate, meets audit requirements and enables the achievement of projected outcomes.
  • To provide ongoing maintenance support for schools and assist in the procurement of inventory and capital assets.

Accountabilities

ESSENTIAL JOB FUNCTIONS

Restrooms - Cleans and disinfects sinks, countertops, toilets, mirrors, floors, etc.

Floors - Sweeps, mops, vacuums floor using brooms, mops and vacuum cleaners. Other floorwork may be required such as: scrubbing, waxing and polishing floors.

Break rooms/Kitchenettes

Cleans and disinfects sinks, countertops, tables, chairs, refrigerators, etc.

Dust - Dusts furniture, equipment, partitions, etc.

Trash - Empties wastebaskets and recyclables and transports to disposal area.

Other Duties -Cleans rugs, carpets, and upholstered furniture, using vacuum cleaner (hip or backpack). Wash walls and any woodworkand furniture. Washes windows, door panels, partitions.

Key Accountabilities

1)Monitors building and grounds to ensure a neat and clean presentation and environment.

2)Performs various cleaning and maintenance activities to include sweeping and mopping allsurfaces, polishing as necessary all floor space.

3)Follow all written and verbal instructions.

4)Ensures all cleaning supplies are stored in appropriate areas.

5)Cleans rest rooms to include disinfecting toilets, sinks, floors, and re- stocking rest room supplies as needed.

6)Empties all trash cans on a daily basis and disposes of trash in designated areas.

7)Washes windows and window coverings in all rooms as needed.

8)Dusts all counter tops, fixtures, and furniture as needed.

9)Maintains all equipment to include vacuum cleaners, trashcans, mop buckets, and cleaning supplies.

10) Ensures security of building during and after completed jobs and reports any securityviolations to management.

11) Reports the need for any major repairs to management.

12) Reports emergency maintenance problems and/or environmental hazards immediately.

13) Adheres to ministry policies and procedures paying special attention to health and/or safety procedures.

14) Maintains an environment that is comfortable, positive, and free of unlawful discrimination and sexual harassment. Employees and guests shall be treated equally with dignity and respect.

15) To provide an efficient and effective cleaning service that contributes towards the Ministry of Education’s goals of professional services, in a professional environment in professional surroundings.

Appointee Specification

Knowledge and Experience

1)This is normally acquired through the completion of two to fiveyears of practical experiencein general cleaning and environmental hygiene in private and commercial premises.

2)Ability to read and comprehend simple instructions, short correspondence, and memos.

3)Ability to apply sound reasoningand understanding to carrying out detailed work and the ability to deal with problems involving some complexity.

4)Requires a willingness to work a flexible schedule.

5)Able to communicate and work as a team and on his/her own (unsupervised).

6)Other related task as required by the Procurement, Health and Safety Officer.
