The overall objective of the project is to enhance the capacity of Cambodia to integrate into regional and international trade systems and increase competitiveness of Cambodian products.
Project purposes:
- To build the capacity of Cambodian officials to take part in the EC-ASEAN Economic Cooperation Programme on Standards, Quality and Conformity Assessment. In particular a gap should be filled in the Food and Cosmetics sector as well as to comply with the WTO SPS and TBT agreements.
- To Provide technical assistance to the Royal Government of Cambodia (RGC) on the basic practices for managing at International and Regional levels the Standardisation, Accreditation, Testing and Conformity assessment procedures and infrastructure
- To encourage the national authorities to transfer to the private sector the knowledge acquired through the project (mainly in the sector of GMP and HACCP)
- To support Cambodian officials transpose the ASEAN Regional Directive “ASEAN Cosmetic Directive” into national law and be able to assess the conformity of the products without registration
The project’s main target groups were officials from Cambodia Import-Export Inspection and Fraud Repression Department (CAMCONTROL), Ministry of Commerce, Department of Industrial Standards (DISC) of the Ministry of Industry, Mines and Energy (MIME), Department of Drugs and Foods (DDF) and the National Laboratory for Drugs Quality Control (NLDQC) of the Ministry of Health (MoH), and the Fisheries Administration (FiA) particularly of the Quality and Processing Division (QPD) of the Ministry of Agriculture, Forestry and Fisheries (MAFF). Likewise, fish farmers/aqua-culturists, and quality assurance staff from fish processing establishments benefited from the project’s activities.
My major responsibilities:
- Monitoring and follow up on the implementation of HACCP, GAP, GMP and GHP or SSOP in the pilot projects
- Develop inspection checklists and guidelines for fisheries sector
- Assistance for development of food and fisheries regulations and technical standards
- Mentoring for fisheries inspectors
- Make necessary arrangements of field trips and venues for the training courses undertaking by the project.
- Undertake training alone or in cooperate with the Team Leader and other STEs during training.
- Organise and facilitate meetings related to project activities alone or in cooperate with the Team Leader and other STEs

1/2000 - 12/2005 / Senior Quality Assurance Expert, Seafood Export and Quality Improvement Programme - phase 2, jointly executed by the Ministry of Fisheries (MOFI) of Vietnam and DANIDA. The Project aims at assisting in increased export earnings from the Vietnamese seafood processing industry based on environmentally sound practice and international standards. As an Senior Expert cum Head of Quality Assurance Unit, my major responsibilities:
- Carry out auditing Quality Management System of Food and Seafood Enterprises, Laboratories, Competent Authorities (including jointly with EU, USFDA Audit / Review Teams)
- Support the Project Management in planning implementing and managing project activities.
- Work with international experts in designing project activities related to quality assurance.
- Contribute to implementation of a monitoring system for project activities and envisaged planning processes.
- Supervise performance junior staff in the Unit and be responsible for unit’s reporting.
- Develop and conduct training programs for counterpart Agencies related to both in technical and capacity building aspects. To mentor undertaking related to laboratory and inspection activities carried out by counterpart Agencies. To coach and supervise to other local consultants on relevant fields.
- Consult and assist both competent authorities (Government Agencies) and enterprises on establishment and implementation of quality management systems such as ISO 9000 series, ISO 17025, ISO 17020, ISO 19011 and others.
- Provide direct support to seafood enterprises in quality assurance and standardized quality management practices. To contribute technical assistances to enterprises in quality, production and environment management for their sustainable development.
- Provide the community people – middlepersons, fishermen and farmers with knowledge in Food safety and hygiene practices by developing training media, conducting participatory training as well as working directly and assisting them involve in participatory planning relevant procedures.
- Liaison with relevant authorities including MOFI, DOFI, MOEST, MOH, FAO and WHO etc...
- Support stakeholders in raising fund from donors.
- Develop training materials and give lectures in training programs including Production Management / Quality Assurance/ Quality Management System to production managers, quality managers and controllers from seafood enterprises.
- Support in development of project’s tailor-made training programs such as Human Resource Management and Development, Environment Management, Quality Management, Production Management, and Leadership Skill for Executive Managers and Production Managers of the industry companies.
- Coach consultants of local counterpart agencies including staff from VASEP and Nha Trang Fisheries University.
- Support in development and implementation of guidelines and reporting system for both central (ministerial level) and local inspectors (provincial level).
