MACOMB CITY COUNCIL MEETING

The Macomb City Council met in a regular session on Monday, April 6, 2015 at 7:00 p.m. in the City Council Chamber, Macomb City Hall, 232 East Jackson Street, Macomb, Illinois.
PLEDGE Mayor Inman called the meeting to order. Mayor Inman led Council in the Pledge of Allegiance.
ROLL CALL City Clerk Melanie Falk called the roll and the following Aldermen answered present: Mike Wayland, Steve Wailand, Mellie Gilbert, Dave Dorsett, Clay Hinderliter, Tom Koch, Don Wynn and Dennis Moon. Eight Aldermen being present, Mayor Inman declared a quorum present for the transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Administrator Dean Torreson and City Attorney Kristen Petrie were also present. City Treasurer Ronald Ward was absent.

AGENDA 1. Minutes of the Macomb City Council meeting held on Monday, March 16, 2015, minutes of the
Committee of the Whole meetings held on Monday, March 23, 2015 and Monday, March 30,
2015.

CONSENT Alderman Moon moved, seconded by Alderman Wynn to adopt the consent agenda as published,
AGENDA on question being put, Aldermen Wayland, Wailand, Gilbert, Dorsett, Hinderliter, Koch, Wynn and Moo ADOPTED Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the
motion carried.
PUBLIC There were no public comments.
COMMENTS
APPROVE 1YR Alderman Dorsett moved, seconded by Alderman Koch to approve the one year extension
EXTENSION with the MACVB, on question being put, Aldermen Wailand, Gilbert, Dorsett, Hinderliter, Koch, Wynn,
MACVB Moon and Wayland being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
APPROVE QUOTE Alderman Koch moved, seconded by Alderman Hinderliter to approve the quote from Cook’s Glass
COOKS GLASS for $31,200.00 to replace windows at Fire Station No. 1, on question being put, Aldermen Gilbert,
$31,200.00 Dorsett, Hinderliter, Koch, Wynn, Moon, Wayland and Wailand being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
APPROVE RE- Alderman Wailand moved, seconded by Alderman Hinderliter to approve the recruitment plan and
CRUITMENT PLAN job announcement for City Administrator Search, on question being put, Aldermen Dorsett,
CITY ADMIN JOB Hinderliter, Koch, Wynn, Moon, Wayland, Wailand and Gilbert being all Aldermen voting “Aye” on
SEARCH roll call and no “Nay” votes, Mayor Inman declared the motion carried.
City Attorney Kristen Petrie presented the following ordinance for second reading:
ORDINANCE TO AMEND SECTION 15-214 AND 15-215 OF THE MUNICIPAL
CODE OF MACOMB TO AMEND ON STREET PARKING ZONES (ADAMS STREET AND CANDY LANE)
APPROVE Alderman Moon moved, seconded by Alderman Koch to adopt and amend ordinance as
ORDINANCE read, on question being put Aldermen Hinderliter, Koch, Wynn, Moon, Wayland, Wailand,
NO. 15-11 Gilbert and Dorsett being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 15-11.

City Attorney Kristen Petrie presented the following ordinance for second reading:
ORDINANCE TO AMEND CITY FEE SCHEDULE FOR WATER FEES BY AMENDING SECTION 24-3, SEWER FEES BY AMENDING 24-2 AND TO INCREASE SOLID WASTE COLLECTION FEES BY AMENDING 24-1 OF THE MUNICIPAL CODE
APPROVE Alderman Moon moved, seconded by Alderman Dorsett to adopt and amend ordinance as
ORDINANCE read, on question being put, Aldermen Koch, Wynn, Moon, Wayland, Wailand, Gilbert, Dorsett,
NO. 15-12 and Hinderliter being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No. 15-12.
City Attorney Kristen Petrie presented the following ordinance for first reading:
AN ORDINANCE TO ADOPT A BUDGET FOR THE CITY OF MACOMB,
MCDONOUGH COUNTY, ILLINOIS FOR THE FISCAL YEAR COMMENCING
MAY 1, 2015 AND ENDING APRIL 30, 2016
EXECUTIVE Alderman Moon moved, seconded by Alderman Dorsett to adjourn into executive session to
SESSION consider information relative to e). Pending or probable litigation, pursuant to Sec. 2(c) (11) of the Open Meetings Act., on question being put, Aldermen Wynn, Moon, Wayland, Wailand, Gilbert, Dorsett, Hinderliter and Koch being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned into executive session at 7:12 p.m.
OPEN Alderman Dorsett moved, seconded by Alderman Hinderliter to move back into open session,
SESSION all Aldermen voted “Aye” and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned back into open session at 7:50 p.m.
COUNCIL There being no further business to come before the Council, Alderman Hinderliter moved, seconded
ADJOURNMENT by Alderman Dorsett to adjourn, all Aldermen voted “Aye” and Mayor Inman declared the motion carried and they adjourned at 7:51 p.m.
