Job Description
TOWN BUILDING OFFICIAL
Part-Time Position
PRIMARY PURPOSE:
Works under the direction of the Town Council. In accordance with State regulations, standards, and ordinances of the Town.
DUTIES AND RESPONSIBILITIES:
Responsibilities:
- Review all building permit applications and plans.
- Issue building permits upon completion of the required coordination and review with other Town Departments, including; Police, Fire, Public Works, Town Planner and the Zoning Official as deemed necessary from time to time.
- Conduct and coordinate inspections, reports and certificates.
- Monitor and review all land disturbance activities in conformance with the Town Code § 12-1 et. seq. “Sediment and Erosion Control” including, but not limited to, reviewing plans, applications and bonds for land disturbance and conducting site inspections of the same.
General
- Coordinate with Town Department officials and boards as necessary for fully integrated Town activities and functions.
- Report to the Town Council on a monthly basis and attend Town Council meetings.
- Prepare and administer a departmental budget.
- To work cooperatively with all Town employees.
- To serve the public with a friendly, helpful attitude.
- Performs related work as required.
EDUCATION AND/OR EXPERIENCE
Qualifications and Requirements
Education:
- The qualifications required would generally be received with a high school diploma or equivalent in general studies and 5 years of related experience as required by Rhode Island State Law.
Previous Experience:
- An equivalent combination of experience and training may be substituted for any of the aforementioned specific qualifications.
Specialized Training:
- The position requires a State Building Official Certification.
- The position requires a valid Rhode Island Motor Vehicle Driver’s License.
- Compliance with all on going mandated training requirements to maintain certification as Building Official.
LANGUAGE SKILLS
Ability to hear normal sounds with background noise as in hearing using a telephone.
Ability to distinguish verbal communication and communicate through speech.
Ability to communicate effectively in oral and written form.
MATHEMATICAL SKILLS
Ability to maintain files and records and to make mathematical calculations using a calculator.
Ability to read, evaluate and create maps and site plans.
Ability to use a compass and other orientating equipment.
Ability to work with mathematical concepts such as probability, and statistical interference, and fundamentals of plane and solid geometry and trigonometry.
Ability to make standard statistical calculations and evaluations.
REASONING ABILITY
Ability to perform technical research and analysis in the field of land use planning and community development.
Ability to prepare and present technical, statistical, narrative reports in oral and written form.
Knowledge of and ability to utilize computer and data processing applications related to municipal planning.
Ability to deal effectively with Town staff and officials, developers, attorneys, and the public.
Ability to concentrate on complicated detail and complex issues with some interruption, pressure and changing priorities.
Ability to use knowledge and reasoning to solve complex problems.
Ability to learn and apply new information, technology and legislation applicable to departmental activities.
PHYSICAL DEMANDS
Ability to get from one location in the office or work site(s) to the other locations in and outside from the primary office or work site(s). Ability to sit and/or stand for long periods of time.
Mobility to make field inspections, which may include climbing, and walking over rough terrain.
Ability to perform manipulative skills such as writing, using a keyboard and/or calculator with accuracy.
Ability to read plans, maps and diagrams and read from a computer monitor.
Ability to see objects far away as in driving.
WORK ENVIRONMENT (The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job)
Works in typical office setting subject to interruptions, heavy traffic flow and heavy work volume expectations.
Performs outside field inspections, which may include exposure to fluctuations in temperature and seasonal weather including wetness and humidity.
May be exposed to dust and Electro-magnetic radiation as in CRT’s.
SPECIFIC REQUIREMENTS:
Skills:
Geographic Information System (GIS) experience required; Geo Posting System (GPS) experience desirable.
Salary:
$25,000/year
19 ½ hours/week
