FLSA STATUS: Exempt; covered by the rules and regulations found in the annual Salary Ordinance, the City Code, and the Employee Handbook

JOB SUMMARY

The position of City Engineer is governed by the City Code and Salary Ordinance and is appointed by the City Manager with the approval of the Mayor and City Council. The City Engineer reports to the Director of Building and Engineering and works closely with the City Manager. The City Engineer is responsible for the administration of municipal engineering and public works projects; traffic engineering; infrastructure planning and designing; lighting, street, sewer and water construction and maintenance; well construction and maintenance; wastewater treatment; capital planning and project management; preparation and maintenance of maps and plats showing all City streets and other public places, the location of all Municipal utilities and the location of all conduits, tunnels or similar structures or equipment on or under any such place; custodian of all property of the City which is not assigned to the care or custody of any other officer. This position routinely handles highly sensitive and/or confidential information. The starting annual salary is $80,000-90,000. The City of Sycamore offers a generous benefit package. EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES

1.  Administration

Ø  Manages and supervises the City's engineering services.

Ø  Prepares loan and grant applications for various projects.

Ø  Prepares Requests for Qualifications from outside engineering firms for services that require engineering knowledge, concepts and principles outside the areas of departmental expertise.

Ø  Ensures compliance of the City’s NPDES (National Pollutant Discharge Elimination System) permit for discharges from Small Municipal Separate Storm Sewer Systems (MS4’s) and implements the requirements and responsibilities of the MS4 permit.

Ø  Acts as Floodplain Manager by reviewing and permitting all proposed floodplain construction, addressing all floodplain inquiries and manages the City’s participation in the FEMA Community Rating System (CRS) in accordance with the National Flood Insurance Program requirements.

2. Capital Improvements

Ø  Identifies short and long term needs with respect to City capital improvements.

Ø  Prepares detailed reports to City Manager, Mayor, Council and other governmental agencies regarding capital needs and projects.

Ø  Estimates project costs and sources of revenue.

Ø  Completes preliminary surveying necessary for the preparation of detailed

construction drawings for various projects.

Ø  Prepares construction bid documents including complete plans, specifications and cost estimates for various projects.

Ø  Completes field layout for projects including horizontal and vertical controls, line, grade, etc.

Ø  Completes field inspections of improvements as necessary during construction including checking grades, collecting measurements, elevations, etc.

Ø  Prepares progress and final pay estimates for contract work on various projects and submits to Finance Office for payment.

Ø  Plans and schedules projects from conception to build-out.

Ø  Oversees land acquisition needed for municipal capital projects.

Ø  Oversees necessary consultant selection and services.

Ø  Oversees all payments to contractors and consultants.

3. Private Development

Ø  Reviews all engineering plans and specifications for new subdivisions and planned unit developments, civil drawings that accompany architectural drawings, other engineering submittals, etc. from the private sector for compliance with City codes and requirements and good engineering practices.

Ø  Completes periodic field inspections of improvements during construction for compliance with the approved plans and prepares correction notices and punch lists prior to final acceptance by City, where applicable.

Ø  Reviews projects for compliance with state and federal rules, regulations and permits.

Ø  Meets directly with developers, subdividers and other professionals from conception to build-out.

Ø  Participates in meetings with potential economic development clients.

Ø  Estimates infrastructure needs of potential developments.

4. Mapping

Ø  Prepares and maintains maps and plats depicting City streets and other public places, the location of all Municipal utilities and the location of all conduits, tunnels or similar structures or equipment on or under any such place.

5. Public Relations/Staff Liaison

Ø  Evaluates and enhances community awareness regarding current and proposed projects.

Ø  Serves as primary liaison with engineering-related local, state and federal agencies.

Ø  Serves as department representative in providing support and regular reports to the Mayor, City Council and Plan Commission.

Ø  Serves as the department representative at meetings of the DeKalb-Sycamore Area Transportation Study Committee and provides regular reports as needed.

Ø  Coordinates the activities between departments to ensure compliance of various programs, including the City’s NPDES permit and the FEMA CRS Program.

6. Special Projects

Ø  Completes special projects as assigned by the Director of Building and Engineering and City Manager, as needed.

Ø  Acts as a representative of the City in various capacities.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

Ø  Extensive knowledge and experience in municipal engineering and public works operations and administration including traffic engineering; infrastructure planning and design; street, water and sewer construction and maintenance; well construction and maintenance; wastewater treatment; capital improvement planning; project management; computers; utility records; computer aided drafting (CAD); GIS mapping systems.

Ø  Extensive knowledge and experience at the staff level in municipal government including exposure to a wide range of municipal services and programs.

Ø  Ability to use all types of surveying equipment for collecting field data and for construction layout.

Ø  Knowledge of applicable laws, codes, regulations, standards, and safety practices.

Ø  Knowledge and experience in the selection of technical consultants for large and complex public works projects and the administration of consulting contracts.

Ø  Knowledge and experience in transportation planning as it relates to the impact of urban development/redevelopment on industrial, commercial and residential streets.

Ø  Knowledge of revenue enhancement strategies including state and federal funding and related grants-in-aid programs.

Ø  Knowledge of the laws and regulations governing floodplain management and construction.

Ø  Knowledge of the responsibilities and requirements of NPDES (National Pollutant Discharge Elimination System) permits and Small Municipal Separate Storm Sewer Systems (MS4’s).

Ø  Ability to become certified as the City’s Coordinator of the FEMA Community Rating System.

Ø  Ability to become a Certified Floodplain Manager (CFM).

Ø  Ability to become a Certified MS4 Specialist (CMS4S)

Ø  Ability to use general equipment for data management/mapping/public works/construction purposes.

Ø  Ability to use general office equipment and computers, including word processing and spreadsheet functions.

Ø  Demonstrated skills and abilities in supervision, customer service delivery, research, problem solving, interpersonal relations, technical skills/construction trades, budgeting and operations.

Ø  Excellent oral and written skills, including the ability to make public presentations and to prepare comprehensive reports.

Ø  Ability to plan, design, permit and construct engineering/public works projects.

Ø  Ability to work with and act as a liaison for various boards and commissions.

Ø  Demonstrated ability to undertake complex research and analysis.

Ø  Excellent ability to work as part of a team, team leader and team member;

Ø  This position requires the use of personal or City vehicles on City business. Individuals must be physically capable to operate the vehicles safely, possess a valid driver’s license and have an acceptable driving record.

MINIMUM QUALIFICATIONS REQUIRED

Education:

Ø  Bachelor’s degree in Civil Engineering and registration as a Professional Engineer in Illinois is required.

Ø  Continued education and professional development in the field of civil engineering as required to maintain registration as a Professional Engineer in the State of Illinois.

Experience:

Ø  Minimum of six years of full-time professional engineering, experience in a comparable environment required.

Ø  Local government experience is preferred.
