REPORT OF THE HEAD OF LEISURE SERVICES

PROVISION OF FLOODLIGHTS FOR A MULTI-USE GAMES AREA

BROADSTONE MIDDLE SCHOOL

1.0  Purpose of report and policy context

1.1 To seek Member approval for the provision of floodlights for a Multi-Use Games Area (MUGA) at Broadstone Middle School

1.2  A key Leisure Services strategic document, “Best Value of Sport and Recreation”, identifies the benefits of working in partnership with schools and other organisations to provide community facilities

2.0  Recommendations

Members are recommended to:

2.1 Support in principle the provision of floodlights for the Multi-Use Games Area at Broadstone Middle School

2.2 Allocate a budget of £22,000 for the scheme from developer contributions held within the Ward Based Funds Casual Play and Amenity Open Space for Broadstone. There is currently £40,634.05 available in this fund

3.0  Information

3.1 During 2002, School Advice and Support Services (SASS) made a successful application to the New Opportunities Fund for PE and Sport in Schools Fund for a number of school based developments

3.2 Broadstone Middle School was identified as one of its top six priorities and was awarded funding to provide a high quality multi-sport facility

3.3 Unfortunately, the award of grant aid from the New Opportunities Fund did not make provision for floodlighting to the MUGA

3.4 Consequently, the school has recognised that without floodlighting, community use of this high quality facility is limited. Therefore, the school has explored various avenues for partnership funding

3.5 In September 2004 the school was granted Planning Permission to build changing facilities and erect eight 10 metre high floodlights for the MUGA. Again funding was only available to build the changing facilities which came into operation during September 2005

3.6 In order to increase community use of the MUGA, the school has applied to the Football Foundation for £42,000 to provide the floodlights

3.7 As part of the application process, the school was required to submit a Football Development Plan. The main objectives of the plan are detailed below:

·  To maintain the amount of Physical Education curriculum time offered to the children of Broadstone Middle School and to review the content of the PE curriculum

·  To strengthen the link between Broadstone Middle School, Broadstone FC and Broadstone Leisure Centre

·  To use the power of football to promote Healthy lifestyles messages to pupils

·  To offer coaching activities during the school holidays

·  To provide opportunities for development of staff and volunteers at Broadstone Middle School in relation to football activities

·  To ensure that Broadstone Middle School maintains the various quality sports marks achieved

·  To offer football “Opportunities for All” at Broadstone Middle School

·  To improve the facilities at Broadstone Middle School to facilitate maximum football provision

3.8 Following the submission of the Development Plan, the Football Foundation has responded in a positive manner and allocated £19,740 to the project, leaving a shortfall of approximately £22,000

4 Conclusion

4.1 To provide floodlights for the MUGA would open up the opportunity of all year round provision to a wide variety of youth sports organisations, particularly Broadstone FC, one of the largest youth football clubs in Poole and Broadstone Leisure Centre

4.2 In terms of sustainability, the school is committed to opening up its facilities to the wider community and wishes to develop partnership arrangements with a range of stakeholders including Broadstone FC, Broadstone Sports Centre and Leisure Services
