Salary range:£35,000 to £38,000 p.a.

Job summary

Working as a member of the Property Team the post-holder will be responsible for implementing all property related policies and tasks set by the Diocesan Trustee, throughout the Archdiocese of Birmingham (the Archdiocese).

The post-holderwill be required to ensure that all property matters are dealt with in accordance with the general secular law of England & Wales, the Canon Law of the Roman Catholic Church and Diocesan internal procedures for approvals or consents.

From time to time the post-holder may be required to liaise with/support other Archdiocese bodies/organisations, for example the Diocesan Education Service on issues such title and boundary matters etc.

Main duties & responsibilities

The following is a list of the main duties and responsibilities to be undertaken by the post-holder:

Advising the Trustee, parishes, schools and others on:

a)Sales, purchases, leases/tenancies, licences and/or other occupational rights. In particular those matters that come within the “disposal” provisions of the Charities Act 2011.

b)Formal and informal advice on the capital or rental value of properties for various purposes. Most formal advice is provided by professional agents/surveyors.

c)Property title issues, covenants, easements, prescriptive rights, boundary and Party Wall Act matters.

d)Management advice for investment properties. These are usually, though not always, managed by professional agents/surveyors.

e)The management of all functional properties.

f)The maintenance/repair of all properties (other than schools). Small works are usually dealt with by each parish directly but larger or more complex works are usually contracted out to an architect or building surveyor.

g)Extensions/improvements and new development of all properties (other than schools). Small works are usually dealt with by each parish directly but larger or more complex works are usually contracted out to an architect or building surveyor.

h)Building insurance and other property/activity related insurance matters.

i)Rating and Council Tax matters, with particular regard to exemptions and reliefs applicable to church and charity properties.

j)Property aspects of grant applications, including the Listed Places of Worship scheme, and their implications.

k)General taxation of capital and income on property, Stamp Duty Land Tax and Vat with particular reference to reliefs and exemptions for charities.

l)Health & Safety legislation in relation to Diocesan properties (other than schools).

m)Disability Discrimination Act and its implications for Diocesan properties. Liaising with external adviser where necessary.

n)Any other general advice and assistance on property matters.

In addition to the above, the post-holder must have wide experience of all property matters and the ability to:

  1. Analyse and interpret all correspondence and requests for assistance to establish the best course of action.
  2. Preparereports and valuations for all purposes, as required.
  3. Instructother professionals such as architects, building surveyors, estate agents, surveyorsand solicitors on various property matters.
  4. Discuss and/or negotiate with parish priests and our own advisersas well as other parties and their advisers at all levels.

Person Specification

Essential / Desirable
Qualifications /
  • Relevant degree level qualification.
  • RICS Qualified Chartered Surveyor

Skills/Abilities/Knowledge /
  • Ability to develop practical, innovative and creative solutions for the management of property.
  • Skills in preparing accommodation/tenancy agreements.
  • Ability to priorities and deliver to tight deadlines.
  • Ability to conduct commercial transactions.
  • Advance IT skills.
  • Understanding of property management issues particularly in relation to legal matters.
  • Ability to travel throughout the Archdiocese.

  • Canon law of the Roman Catholic Church in relation to property issues.

Experience /
  • Significant experience, post qualification.
  • Proven track record of managing a diverse/complex property portfolio.
  • Experience of co-ordinating the property acquisition process.
  • Experience of liaising with and representing users’ interests in connection with property acquisitions.
  • Experience of landlord and tenant matters.
