East Tennessee Summer Swim League

Mission Statement

The East Tennessee Summer Swim League (ETSSL) is established to promote competitive swimming beginning at the novice level for children in the northeast Tennessee area.

Team Participation

The league is comprised of local clubs and pools. To register a team for participation in the ETSSL, the following is required:

Each club will have a team coach or coaches for instruction and leadership throughout the season.

Each club will make its pool facility available for dual meets subject to scheduling by league officials.

The host club for each dual meet will furnish, as a minimum, the following officials for conduct of the meet:

Swimming referee/starter (may serve as a stroke & turn judge)

Scorer (one from each team)

Swimming Finish Judge

Timers (one per lane)

Ribbons Persons

Runners

One stroke and turn judge

The visiting teams will provide workers as listed below:

Finish Judge

Timers (one per lane)

Stroke and turn Judge

The host team must also provide:

Scoring table and chairs

Two pre-numbered pads for finish judges

Two score sheets.

Contestants

Individual contestants must be registered with one of the participating teams and their name must appear on the team roster. Changes in teams will be allowed only if the individual moves and establishes a new address, or their team discontinues participation during the season. Membership qualifications/dues are to be established by the local clubs. It is recommended that each team have injury/liability insurance in place for their members.

The contestant’s age on June 1 of the given year shall determine the age group for participation throughout the summer season.

Individual Event Limit

Each contestant may participate in a maximum of three (3) individual events during a meet. Each contestant may participate in a maximum of two (2) relay events. Exhibition swims are allowed. (Exhibition swims count toward the three allowed individual events.) Second heats are exhibition, and will receive an exhibition ribbon.

Meet Entries

Dual Meets: Each team may enter three (3) scoring contestants in an individual event. Each team may enter two (2) scoring relays per relay event. Each coach must retain a copy of the official entry lineup for reference. Each coach will be responsible for submitting entry cards for each swimmer and swimmers are to give the entry card to the timer behind his/her assigned lane.

Tri-Meets: Each team may enter two (2) scoring contestants in an individual event. Each team may enter two (2) scoring relays per relay event.

Entry cards shall be provided by each team for their swimmers. Names, events, and lane assignments should be on each card.

The host team is responsible for the official score sheet. A legible copy must be provided to the visiting team at the conclusion of the meet. A copy must be kept to verify meet participation. These meet results must include the first and last name of each swimmer, their times, and their place. Exhibition swimmers must also be listed on the result sheet, along with their times.

Lane assignments are as follows:

Dual Meets: The home team will compete in the even numbered lanes, and the visiting team will swim in the odd lanes.

Tri-Meets: In a six-lane facility, the host team is assigned to lanes 2 & 5. One visiting team will take 3 & 6, while the other competes in 1 & 4.

Order of Events

The order of events as attached will be followed.

Dual/Tri-Meet Schedule

A meet schedule will be published at the start of the summer. Meets will be scheduled for Tuesday evenings starting at 6:30 P.M. Thursdays will be the reserved make-up day. Meets may be shortened only if to expedite the meet, and then only upon agreement between both team representatives. The teams may report the results to the local news agency.

Disqualification

Disqualification of swimmers will be based on USAS rules with the competitor given every benefit possible in an effort to promote the fairness of the competition. If a competitor is entered in any event and does not meet any or all of the USAS or ETSSL rules, points scored by the competitor will be disallowed and subtracted from the team score. The next place will be moved up for scoring and the points added accordingly.

ETSSL Championship Meet

A swimmer must have competed in at least two (2) meets within the ETSSL circuit to be eligible to represent a team in the Championship meet.

Each team will be responsible for the following workers:

Five individuals are to be available and assigned tasks by the Commissioner to help run the meet.

Workers need not be the same the entire meet, but each team must have that many people available to work at all times.

There will be a $5.00 entry fee per swimmer for the Championship meet. All fees must accompany the entry forms. A $10.00 late charge will be assessed per swimmer. Entries for the championship meet must be submitted at least ten (10) days before the meet. The swimmer's best time must be entered for the event that the swimmer is competing in. At this time the names of the workers for the Championship meet must be submitted. Individuals will be limited to three (3) events, but a team may enter any number of contestants in a particular event. Each team will be limited to one (1) relay per relay event.

Note: Ribbons colors are as follows: 1st blue, 2nd red, 3rd white, 4th yellow, 5th green, 6th pink, 7th purple, 8th brown. Exhibition ribbons: black.

Mutual Consent Clause

Changes to the rules, events, and/or procedures for dual/tri meets may be made by mutual consent of the teams participating in a meet. In a case where mutual consent cannot be obtained, the rules as stated will be followed.
