INTER-STATE AUTO LIFTING CRIME SYNDICATE SMASHED : 3 MEMBERS INCLUDING MUNCIPAL COUNCILLOR OF MORADABAD ARRESTED : 8 STOLEN VEHICLES RECOVERED.

INTRODUCTION

An Inter-State Crime syndicate auto-lifting in 4 States i.e. Delhi, U.P., Uttrakhand and Jammu & Kashmir have been smashed with the arrest of 3 persons namely I) Zaffar Hussain Khan, Councillor of Moradabad, aged 50 years, s/o Muzaffar Hussain Khan, r/o Moradabad, U.P., ii) Imtiyaz Ahmed, aged 30 years, S/o Mohd. Ashraf r/o Sri Nagar, J & K and iii) Firoz Khan, aged 35 years S/o Allaha Rakha Khan r/o Naupura, Laddakh J & K, by the South District Police. Accused are associates of infamous Anil Chauhan and Nasir Kamal gang. The Police team also recover 8 stolen vehicles including 1 Esteem car, 2 Santro cars, 1 Maruti 800 car, 1 Maruti van and 3 motor cycles from their possession.

INCIDENT & TEAM :

Keeping in view of the increasing incidents of auto lifting, the Police team of AATS/SD was asked to look into the growing incidents of auto lifting and nab the criminals behind such incidents. The Police team of AATS/SD comprising of SI Jeet Singh, HCs Vaseek Ahmed, Vinod, Abdul Hakim, Cts. Shailender, Satish, Subhash, Anil and Ramesh led by Inspr. Vijay Singh, I/C AATS/SD under the close supervision of Sh. R.C. Saini, ACP/Operations/SD, developed information and deployed sources to nab the auto lifters, active in the area. During the process the police team received a secret information on 28.11.07 at about 1.00 a.m., that the gang members of infamous gang of auto liftes of Anil Chauhan and Nasir Kamal, would come in the area of PS Malviya Nagar, through Press Enclave Road with receivers of stolen vehicles to further deliver the stolen Santro car. The Police team laid a trap in the area of Press Enclave Road, Malviya Nagar and at about 1.30 a.m. apprehended Zaffar Hussain Khan, Imtiyaz Ahmed and Firoz Khan. The Police team also recovered the Santro car from their possession, which they are going to deliver to one Manzoor Khan, who hails from Jammu & Kashmir.

INTERROGATION & MODUS OPEANDI

During the course of interrogation it is revealed that accused Zaffar Hussain is the Municipal Councillor from Moradabad U.P., who used to come Delhi for receiving stolen vehicles from Nasir Kamal, an associate of Anil Chauhan, an infamous auto lifter. He used to dispose-off these stolen vehicles to Imtiyaz Ahmed and Firoz Khan and one Manzoor Khan, all three resident of Jammu & Kashmir, who used to dispose-off these stolen vehicles in the various areas of Jammu & Kashmir and Leh Laddakh. For this he used to get commission of Rs. 25000 to 35000/- per vehicle. Zaffar Hussain has another chain of disposal to one Guddu Warsi r/o Sitar Ganj, bareilly, U.P. originally hails from Haldwani, Uttrakhand. He is also wanted in more than 50 cases of auto lifting and presently he is absconding. Efforts are being made to apprehend him. On their further interrogation the police team also recovered 1 Esteem car, 1 Santro car, 1 Maruti-800 car, 1 Maruti van and 3 motor cycles, on their instances from different parking lots, which they have parked after lifting them from various places in Delhi and NOIDA, Ghaziabad, Gurgaon etc. Imtiyaz Ahmed and Firoz Khan used to prepare the fake documents of stolen vehicles as per the Engine and Chassis No. of the stolen vehicle.

All out efforts are being made to arrest the remaining receivers of stolen vehicles and Nasir Kamal. More recoveries are likely to affect in this case as Imtiyaz Hussain and Firoz Khan have also disposed-off the stolen vehicles in the remote areas of Jammu & Kashmir and Laddakh, as the roads are closed due to seasonal snow fall in the Kashmir valley.

During further investigation it has been found that all the above mentioned alongwith other accused persons works in a syndicate in four stages :

a) First group includes Anil Chauhan, Nasir Kamal, Nusrat, Naeem @ Javed etc. lift the vehicles as per the order received to them and after lifting the desired vehicles parked them in different parking lots of the Delhi, Ghaziabad and NOIDA and used to get Rs. 15000 to 30,000/- per vehicle, as per the make and condition of the vehicles.

b) Second group includes Imtiyaz, Javed, Manzoor basically hails from J & K prepares the fake documents of different Transport Authorities of J & K, as per the make, engine no. and chassis No. of the stolen vehicles parked in the different parking lots, parked by the above group.

c) After getting the fake documents and information regarding parked stolen vehicles, the group of Jaffar Hussain and Om Narayan @ Lala receives the said stolen vehicles and takes them to safe places to further deliver to Manzoor Alam, Imtiyaz, Firoz Khan, Guddu Warsi etc. This group also used to get commission of Rs. 25000/- to 40000/- per vehicle.

d) After this the above group of Manzoor Alam, Imtiyaz, Firoz Khan, Guddu Warsi etc. used to carry these stolen vehicles upto the destination and disposes them in the remote areas of J & K, Leh Laddakh, Uttrakhand, North-East areas of India as well as in Nepal also.

It is worth mentioning here that in the month of November, 2007, Bareilly

Police SOG (Special Operation Group) team raided the house of Zaffar Hussain, after the raid at the residence of Guddu Warsi, in which Guddu Warsi absconded but Bareilly Police succeeded to arrest 2 associates of above said Guddu Warsi and recovered 12 vehicles includes 10 trucks and 2 Scorpio cars. Zaffar Hussain allegedly managed to avoid his arrest because of his political connections.

PROFILE

Zaffar Hussain also found previously arrested in cases of auto lifting in Delhi as he used to receive stolen vehicles from one Om Narayan @ Lala. Zaffar Hussain was earlier driver of Om Narayan @ Lala, later Zaffar Hussain developed his direct relations with the gang of Anil Chauhan and Nasir Kamal. He fought Municipal Councillor election in the year 2006 from Moradabad Ward No. 39 and won the seat.

Imtiyaz Ahmed and Firoz Khan were previously drivers of one Manzoor Khan, who is also an infamous receiver of stolen vehicles and arrested in many cases of auto lifting. Later Imtiyaz Ahmed and Firoz Khan also developed direct relations with Nasir Kamal and used to supply fake documents for the stolen vehicles. Apart from this they also developed their own disposal chain of stolen vehicles.

All the above mentioned accused persons are syndicate of Anil Chauhan gang, who is infamous auto lifter of Delhi and NCR and remained involved in more than 400 cases of auto lifting and had a disposal chain upto Nepal and North-East as well as in the remote areas of Jammu & Kashmir, Uttrakhand etc. Nasir Kamal initially started auto lifting with Anil Chauhan and was arrested several times with Anil Chuahan and very well aware with the tactics of how to avoid the court proceedings. At present Anil Chauhan is underground and declared P.O. in many cases by the various courts of Delhi.

GANG OF NOTORIOUS AUTO LIFTERS BUSTED :

SEVEN VEHICLES RECOVERD

With the arrest of (1) Khalid aged 19 years s/o Nawab Ali r/o Village Wali, PS Baghpat, Distt. Baghpat, UP (2) Abid aged 24 years s/o Iqrar r/o Village Mubarakpur, PS Khekra, Distt. Baghpat, UP and (3) Akbar aged 19 years s/o Noor Mohd. r/o Gali No.15, New Mustafabad, Delhi, North East District police has worked out 11 cases of M.V. thefts. Five motorcycles and two scooters have been recovered from their possession.

TEAM AND THE INCIDENT

A team consisting of Inspr. Vireshwar Malik, SHO/Gokal Puri, SI B.D. Meena, HC Rohtash Kumar, HC Vijay Singh, Ct. Anil Kumar and Ct. Virender Kumar was constituted under the supervision of Shri R.P. Gautam, ACP/Gokal Puri/North-East District, Delhi.

Due to increasing incidents of M.V. Thefts in North East District, a team consisting of above mentioned police officers was constituted and vehicle checking was conducted at the vulnerable points. On 06.12.07 at about 8:45 PM, the police team was performing patrolling at Nala Road, Near Ganga Vihar Pulia. In the meantime, two boys riding on a Bajaj Pulsar motorcycle without helmet were seen coming from Loni Choki. The police party indicated them to stop their motorcycle but instead of stopping their motorcycle, they increased the speed of the motorcycle. The police party followed them and after a little chase, they apprehended the boys. They were asked to show the documents of their motorcycle but they could neither produce any document of the motorcycle nor give any satisfactory reply. On verification, it was found that the motorcycle was stolen from the area of P.S. Preet Vihar, East District, Delhi. Subsequently, a case was registered at P.S. Gokal Puri, Delhi and investigation was taken up.

INTERROGATION

During interrogation, the identity of the accused persons was revealed as Khalid and Abid. They disclosed that they were committing vehicle thefts in the areas of East District, North East District and Loni since last about one and half years under the leadership of Aasmeen @ Ashu. After stealing the vehicle, they handed over the stolen vehicle to Aasmeen @ Ashu who further disposed off the vehicles in Meerut, UP.

Recently, one Akbar has also joined them in committing MV Thefts. At their instance, Akbar was also apprehended with a Bajaj Chetak scooter stolen from the area of P.S. Gokal Puri. At their pointing out, another four motorcycle including one Bajaj Pulsar motorcycle stolen from the area of PS Shakar Pur, two Hero Honda Passion motorcycle stolen from the areas of PS Seema Puri and Gokal Puri, one Hero Honda Splender motorcycle stolen from the area of PS Loni, Ghaziabad and one Honda Eterno scooter stolen from the area of PS Kalyan Puri were also recovered.

They further disclosed that Aasmeen is in possession of another four motorcycles stolen from the area of PS Gokal Puri who is absconding.

Further investigation/interrogation is in progress and efforts are being made to arrest the leader of the gang Aasmeen @ Ashu and recover more stolen vehicles.

PROFILE

(1)  Khalid s/o Nawab Ali r/o Village Wali, PS Baghpat, Distt. Baghpat, UP is 19 years old. He has studied upto 5th standard. He is unemployed. He came in contact with his uncle Aasmeen @ Ashu who was engaged in vehicle thefts and started committing M.V. thefts in the areas of East District, North East District and Loni.

(2)  Abid s/o Iqrar r/o Village Mubarakpur, PS Khekra, Distt. Baghpat, UP is 24 years old. He is illiterate. He is running a grocery shop in a wooden box (Khokha) at Ashok Vihar, Loni, Ghaziabad, UP. Earlier, he worked in a sewing factory at Mustafabad where Khalid also worked. Khalid incided him to join the gang of his uncle to get huge money and soon he also started committing MV thefts.

(3)  Akbar s/o Noor Mohd. r/o Gali No.15, New Mustafabad, Delhi is 19 years old. He has studied upto 8th standard. He works as a labourer in the area of PS Gokal Puri. Recently he came in contact with Khalid and Abid and joined them in committing MV Thefts.

DELHI TRAFFIC POLICE

SUBJECT:- MEGA LOK ADALAT

In order to ensure smooth and safe flow of traffic in the city, besides regulation and control of traffic, Delhi Traffic Police also enforces traffic laws to bring about discipline on roads.

The officers of the rank of ASI and above of Delhi Traffic Police have powers to prosecute the violators at the spot and also compound the traffic violations. In case the violator chooses to go to the court or in case of non-compoundable traffic violations, challans are sent to the courts.

The senior officers of Delhi Police, Head Constables and Constables of Traffic Police while performing duties on roads note down the registration numbers of vehicles noticed committing traffic violations. Thereafter notices are sent to the Registered Owners of the vehicles either to compound them at the Traffic Compounding Centres or traffic challans of such vehicles are sent to the courts of Spl. Metropolitan Magistrates of Traffic Police. Thus, the pendency of the challans and notice challans increases in the courts.

Arrears Committee of the Supreme Court of India headed by Hon’ble Mr. Justice S.B. Sinha, Judge, Supreme Court of India gave directions vide order dated 26.6.2007 to hold “Traffic Lok Adalat” and Delhi Legal Services Authority in association with Delhi Traffic Police organized first time in India “Mega Traffic Lok Adalat” on 8th and 9th September, 2007 in all the four court complexes and five courts of Special MMs. Delhi Traffic Police provided publicity materials, computers, manpower, infrastructure, SMS and internet facilities during the week long campaign and on two days i.e. 8th and 9th September, 2007, total 43202 challans were disposed off and the compounding amount of Rs.63,33,535/- was collected.

The Hon’ble Mr. Justice S.B. Sinha, Judge Supreme Court of India delighted with the success of the first “Mega Traffic Lok Adalat” and according to the Lordship’s directions , Delhi Legal Services Authority in collaboration with Delhi Traffic Police has decided to organize next “Mega Traffic Lok Adalat” on 9th and 16th December, 2007 to provide an opportunity to the traffic violators to settle pending notices & challans.
