Energy Analyst

The International Energy Agency (IEA) of the OECD, an international organisation based in Paris, is looking for an Energy Analyst to participate in the design and co-ordination of the work of the IEA on emergency response. This person will work under the supervision of the Head of Emergency Planning and Preparations Division of the Office of Oil Markets and Emergency Preparedness in the IEA.
The job...
1. Participate in the design and improvement of emergency response systems and strategies of the IEA and the implementation of them in actual oil supply disruptions.
2. Analyse specific oil, industry or market situations including oil stock, transport and refining systems from the viewpoint of emergency response.
3. Draft reports and documentation for the IEA Standing Group on Emergency Questions and the Industry Advisory Board and its Sub-Committees, and participate in and report to meetings of these bodies.
4. Prepare and participate in the review of IEA Member and non-member countries' emergency response programmes and policies. Monitor the implementation of recommendations.
5. Prepare for and participate in the periodic testing and training in IEA emergency procedures; maintain liaison with the national emergency organisations of Member countries and oil industry experts.
6. Develop and maintain contacts with other parts of the Secretariat and with members of administrations and oil companies involved in IEA emergency response activities. Represent the IEA on emergency response issues at international workshops, training sessions and conferences. Participate in the development and the organisation of such events by the IEA.
7. Act as Desk Officer for several IEA member countries, maintaining contact with officials of those countries, undertaking reviews of their emergency response policies and programmes.
8. Carry out other work on emergency response and oil/energy security as required.
The person we are looking for should have...
1. Advanced university degree in economics, engineering or other relevant energy-related discipline.
2. Minimum five years' experience with one or more aspects of oil supply. Direct operational experience in the oil industry is highly desirable.
3. Very thorough knowledge of the economics, structure and operation of the international supply system for crude oil and oil products, including refining and transport.
4. Ability to analyse political and/or technical issues applied in a policy context.
5. Very good communication skills and ability to draft clearly and succinctly.
6. Committed team worker, able to establish and maintain contacts within and outside the Agency and to work effectively in a multicultural environment.
7. Experience of, and facility with, the use of word processing, spreadsheets and databases.
8. Ability to work under pressure in real emergency situations and exercises.
9. Excellent knowledge of English, working knowledge of French; knowledge of one or more other languages would be an advantage.
