464/ME/17 / CHAIR’S ANNOUNCEMENT
The Chair wished all those present a Happy New Year.
She complimented the Council on the Christmas market and stated that it was the best one that Staveley Town Council had ever had. Councillor Bacon stated that the parents at the school she works at enjoyed the ice rink and the variety of rides on offer.
Councillor Dyke stated that the elderly persons Christmas party went very well. Councillor C Ludlow agreed with Councillor Dyke, however, she stated that there are a number of lessons to learn from the event which will be discussed at the next Leisure and Community meeting.

Joe Roberts BEM stated that he was no longer in SAFA and he was also no longer chair of the British Legion. The new chair of the British Legion is John Wallace who Joe feels will be a good appointment. Councillor C Ludlow said that she was sad to hear of Joe’sresignation and would like to thank Joe on behalf of the Council for his efforts over the years.
Councillor C Ludlow also asked if there was an update on Councillor S Hartley. Derbyshire County Councillor Barry Bingham informed the meeting that Councillor Hartley was shortly to have a second operation.

470/ME/17 / MATTERS ARISING FROM THE ORDINARY MEETING

471/ME/17 / WARD REPORTS BY COUNCILLORS
Councillor Elliott advised the meeting that some children in Inkersall had demolished a bus stop. She is to check with Derbyshire County Council whether this is to be repaired.
Councillor Collins advised that the bus stop in Hollingwood is the only one in Chesterfield owned by DCC.
Councillor C Ludlow stated that Derbyshire County Councillor Stuart Brittain informed her that DCC were in the process of dismantling this bus stop.
Councillor Dyke informed the meeting that bus shelter at Ringwood was not being replaced.
Councillor Elliott emphasised that there had been lots of antisocial behaviour activity in Inkersall.
Councillor Bagshaw reported that a local PCSO had said that a bus shelter at Mastin Moor was also being dismantled.
The Town Clerk and Financial Officer advised members that he had written to the Police and Crime Commissioner and the two local MPs inviting them to a future council meeting to discuss policing issues.
Councillor Derbyshire asked the Town Clerk and Financial Officer for an update on the Barrow Hill allotments and on the request for new grit bins. The Town Clerk and Financial Officer advised Councillor Derbyshire that he was waiting for a response in relation to Barrow Hill allotments from M Brymer of Chesterfield Borough Council and that the provision of grit bins was an agenda item for the next Policy, Finance and Publicity Committee meeting.
472/ME/17 / TOWN CLERK AND FINANCIAL OFFICER'S REPORT
The Town Clerk and Financial Officer reported on the following:
Speedwell Eat Well
The Speedwell Eat Well Community Café has, at the time of writing, been open for four weeks. The attendance has increased as set out below:
Week 1-27
Week 2-40
Week 3-57
Week 4-95
The project has started successfully and the strategic board, which governs the project, meets on Friday 12 January 2018 to agree a series of operating policies.
Elderly Persons Christmas Party
This event was attended by over 100 elderly people and elected members prepared a buffet for those present.
Staveley Hall
Over the lead up to Christmas, Staveley Hall had 25 bookingsfor Christmas lunch at a price of £7.99 each.
On 4 January 2018 a funeral tea for 50 people was held. This was followed on 6 January with a ‘baby shower’ tea for 20 people. A programme of proposed events for 2018 will be presented to the January Leisure and Community Committee meeting.
Significant Issues for the Last Quarter of 2017/18
  • Final in year budget monitoring via the Policy, Finance and Publicity Committee
  • Seek agreement with Heritage Lottery of funding for the Staveley Hall gardens. The Town Clerk and Financial Officer is meeting them on 8 January 2018
  • Appointment of a landscape architect. Presentations from the shortlisted companies to be held on 19 January 2018 (a panel including members and Heritage Lottery Fund representatives will be set up)
  • Ensure that the Speedwell Eat Well project is put on a sustainable footing going forward
  • Supporting the wider health and wellbeing agenda, with partners, through the Health and Wellbeing Group
  • Complete the final 2017/18 capital projects at the Speedwell Rooms.

The common seal was applied to three leases for The Stables complex. These were renewals for existing tenants.

The Town Clerk and Financial Officer advised the meeting that he would be bringing a report to Policy, Finance and Publicity Committee in February on the proposed job role for the Business Admin Apprentice.
