Rules for organizing and development of the recruitment process

that shall be held at the headquarters

of the Joint Secretariat for the Interreg V-A Romania - Bulgaria Programme (Cross Border Co-Operation Regional Office Călărași for the Romania – Bulgaria Border premises)

On 22th of July 2016 the Joint Secretariat within Cross Border Co-Operation Regional Office Calarasi for the Romania – Bulgaria Border (CBC ROC) is organizing a selection process that will take place at its premises.

The selection process give the office the opportunity to find suitable candidates for CBC ROC vacancy within Project Management Unit, with regard to a position of project manager having as main task to act as as an advisor for technical aspects for the projects, regarding his/her field of expertise.

Art. 1 – Submission of the personal applications

I.  In order to take part at the selection process, the candidates should send by e-mail at their personal application that will consist in English detailed CV and a scanned copy of diplomas and/or certificates to justify higher education studies in accordance with the conditions for participation (Annex 1). Each candidate must include an e-mail address within their CV, in order to assure the proper correspondence in this scope. The only correspondence in this scope will be developed through e-mail.

II.  The deadline for submitting the personal application is: 20th of July 2016, hour 12:00. Only the applications which will be submitted within the set deadline will be acknowledged.

III.  At the selection process can also participate observers from CBC ROC/MA/NA.

Art. 2 – Selection process development

I.  First step – Checking the personal applications: Assessment of the submitted personal applications will be done by a selection committee. The selection committee will check if the candidates meet the conditions for participation (Annex 1), taking in consideration the submitted supporting documents. Only the candidates who are considered that met the conditions for participation, by the selection committee, will be accepted to participate at the next step. In maximum 48 hours from the submission deadline, the list of the candidates accepted to the next step will be published on the Interreg V-A Romania-Bulgaria website http://www.interregrobg.eu. Also, an e-mail will be send to the accepted candidates inviting them to the next step of the selection process.

II.  Second step – interview: Only those candidates who passed the first step will be invited to participate at the specified date (22th of July, 2016), time (900 hour) and location (CBC ROC headquarters) to selection process interview. The interviews will be held in English. All members entitled to vote will ask questions and will give marks as admitted or rejected for each candidate. Only candidates who are declared admitted by the Selection Committee, will be invited to participate at the next stage of the selection process. The interview will consist mainly, in questions based on the given bibliography (Annex 2), professional experience, post specific knowledge and skills as well about specific issues related to the professional area envisaged.

III.  Third step – written test: The candidates considered admitted at the previous step will participate at the last step, written test that will take place on 22th of July, 2016, after the results of the second step will be communicated orally to the participants. The written test will consist in a questionnaire based on the given bibliography and possible, one question regarding the ability to reflect analysis and synthesis of the candidates. The selection committee members will grant scores between 1 and 10 for each candidate and the final score will consist in average of the scores.

Art. 3 – Final results

I.  Only candidates who obtain at least 6 at the written test, will be taken in consideration to fill the vacancy. The candidate that will obtain the highest score will be considered suitable to fill the vacancy by the selection committee and will be informed by e-mail within maximum 2 working days from the written test. In case of the candidate refuse to sign the contract, the next candidate will be taken in consideration. In case of an equal score – the tiebreaker will be based on the years of relevant experience in the envisaged area.

II.  The final results (accepted/rejected candidates) will be publish within maximum 2 working days from the third step, on the Interreg V-A Romania-Bulgaria website, namely http://www.interregrobg.eu.

III.  After the final results will be published the candidate who will be declared accepted has the obligation to be present at CBC ROC headquarter within 1 working day to sign the job offer and also to bring the next documents (if the documents are in Bulgarian language they will have to be translated in English):

a)  Criminal records;

b)  Diplomas and certificates to justify higher education studies;

c)  The documents that attest the professional experience.

Art. 4 – Other

I.  The publicity will be made on the website of the Interreg V-A Programme; the advertisement will be displayed at CBC ROC headquarters. The advertisement can be promoted by using any other media and internet channel.

II.  The candidates who are not present at the specific date and time for the second step of the selection process are considered as “Not present”, and therefore they will not be entitled to participate to the further steps of the present recruitment process.

III.  The candidate that will be accepted to fill the vacancy will have the obligation to submit the document named at art. 3, III paragraph and those documents should justify the dates that were included within the personal application that the candidates submitted (the CV).

IV.  In case of the candidates that will not comply with the provisions of art. 4, third (III) paragraph, he will be considered rejected and the vacancy will be offer to the next best ranked candidate that obtain a minimum score of 6 at the third step.

V.  In case of if a large number of applications (CVs) submitted, the selection committee may extend the time limits laid down in this Regulation (secretary of the selection committee will inform the candidates through their email address within the personal application).

VI.  The JS have the responsibilities to constitute the Selection Committee and the Committee for solving the appeals, before the date of the competition.

a) The Recruitment Committee component is nominated through a written decision by the Executive Director of CBC ROC as follow:

i. Chairperson - non voting member; He/she is one of JS staff member.

ii.  Secretary - non voting member; The secretary is an expert from CBC ROC.

iii.  Assessors - voting members; The assessors are JS staff member.

Also observers can participate - non voting members. The observers are experts from the Managing Authority and/or the Bulgarian National Authority and/or CBC ROC.

b) The Committee for solving the appeals component is nominated through a written decision by the Executive Director of CBC ROC as follow:

i.  Chairperson – non voting member; The Chairperson is from JSs General Department

ii.  Secretary – non voting member; The secretary is an expert from CBC ROC.

iii. Assessors – 3 voting members. The assessors are experts from JS within CBC ROC.

Also can participate observers - non voting members. The observers are experts from the Managing Authority and/or the Bulgarian National Authority and/or CBC ROC.

VII. Candidates may challenge the results obtained only from their own test paper from the written test. After displaying the results, dissatisfied candidates may appeal, within 24 hours from the results display date at CBC ROC headquarters, under penalty of right decay.

Appeal will be rejected in the following situations:

a) the analyse established that the result was granted according to the scores for each item within the written test;

b) the result given by the resolution of the appeals, is lower than the result of the Recruitment Committee.

Communication of appeal results is displayed at the CBC ROC headquarters, immediately after the solving of the appeals.

The result granted after appeal remains final, and may be equal, less than or greater than the original result.

In case of appeal refusal, the candidate can address the law court.

Annex 1

PROJECT MANAGER 1 position

CONDITIONS FOR PARTICIPATION

1)  university degree in the fields related to programmes priorities and needs to demonstrate the education and / or experience in soft development and IT equipment;

2)  at least 2 years of relevant professional experience

3)  an asset would be any demonstrated experience in management of the implementation of EU programmes and/or other international projects

4)  fluent in Romanian and English in speaking and writing;

5)  very good communication skills;

6)  very good computer skills: MS Office (Excell, Word, PowerPoint, Access ) Internet

7)  ambition to work in an international environment with different administrative traditions;

8)  capacity to administer a variable level of workload, while meeting deadlines and ability to take responsibilities for delivery of high quality results to tight deadlines;

9)  communicative, open minded, a good team worker;

10)  creative and problem-solved oriented.
