Minutes of Navan Electoral Area Committee Meeting held on Monday 20th May, 2013 at 9.30am in the Council Chamber , Town Hall, Watergate St, Navan, Co Meath.

1. Confirmation of Minutes

Confirmation of Minutes of the April Monthly Meeting of the Navan Electoral Area Committee held on 17th April, 2013 at 9.30am in the Council Chamber, Navan Town Council, Town Hall, Navan, Co Meath.

The Minutes of the April Monthly Meeting of the Navan Electoral Area Committee held on the 17th April, 2013 at 9.30am in the Council Chamber, Town Hall, Watergate St, Navan, Co Meath, were adopted on the proposal of Cllr F. Deane, seconded by Cllr S. Jamal.

2. To consider matters in respect of Protocol Committee in relation to

Planning (in committee)

The Members considered matters in accordance with the Protocol Committee in relation to Planning (in committee).

Cllr. F. Deane asked if there was any further update on the application by K.F.C. on Brews Hill. The Executive Planner advised that the application was still awaiting Further Information.

Cllr. T. Reilly asked for an update on the TK Maxx planning application. The Executive Engineer advised the Members that An Bord Pleanala had dismissed the appeal by An Taisce and therefore it is now deemed that this application has been granted by Navan Town Council.

The Members asked for an update on the CORE Strategy and Local Area Plans would be brought to them as part of a joint meeting between Navan Town and Area Members.

3. Correspondence & Matters raised by the Area Manager.

There was no correspondence or matters raised by the Area Manager.

4. To receive an update from Rowan O’Donovan Consulting Engineers on the Townspark Regeneration Scheme.

The Members received an update on the Townspark Regeneration Scheme from John Paul Rooney, Rowan O’Donovan Consulting Engineers. They were advised that the scheme was on programme with an expected completion in September/October.

5. To consider and if thought fit to recommend to the full Council the disposal of lands described in the Statutory Notice circulated pursuant to the provisions of Section 183 of the Local Government Act 2001

5.1 Disposal of lands comprising of 0.019 hectares at Philpotstown, Navan, Co. Meath to Mr Cathal McCarthy, Philpotstown, Navan, Co Meath.

Having considered the matter, on the proposal of Cllr J. Holloway, seconded by Cllr J. McHugh it was agreed by the Members to recommend to the full Council the disposal of lands comprising of 0.019 hectares at Philpotstown, Navan, Co. Meath, pursuant to the provisions of Section 183 of the Local Government Act 2001.

5.2 Disposal of lands comprising of 0.00119 hectares (11.9m2) adjoining 6 Claremont Estate, Navan, Co. Meath to Ms. Bridget Devlin, 6 Claremont Estate, Navan, Co. Meath.

Having considered the matter, on the proposal of Cllr J. Holloway, seconded by Cllr J. McHugh it was agreed by the Members to recommend to the full Council the disposal of lands comprising of 0.00119 hectares (11.9m2) at 6 Claremont Estate, Navan, Co. Meath, pursuant to the provisions of Section 183 of the Local Government Act 2001.

6. Notice of Question


6.1 Notice of Question – Cllr. F. Deane

‘Are there any plans to replace the mirror at Ardmulchan Graveyard at the top of the laneway, opposite where signage has been erected?’

7. Notice of Motion

7.1 Notice of Motion – Cllr. J. McHugh

‘I call for the installation of lighting on the road from Laganara estate into the village in Kentstown. This is in the interest of safety on the road and to encourage and enable the residents to access the village by walking or cycling safely.’

This Notice of Motion was proposed by Cllr J. McHugh and seconded by Cllr S. Jamal.

The Area Engineer advised the Members that he would discuss this matter with the Public Lighting Section. Cllr. J. Reilly asked for some understanding on what funds were available for these types of works in the Navan Area.

7.2 Notice of Motion – Cllr. F. Deane

‘During resurfacing works to be carried out at Wilkinstown Village in the coming weeks, I call on Navan Area Office to ensure secure covers are placed over unfinished water connections.’

This Notice of Motion was proposed by Cllr F. Deane and seconded by Cllr T. Reilly.

The Area Engineer advised the Members he would look into this issue immediately.

7.3 Notice of Motion – Cllr. F. Deane

‘I call on Navan Area Office to erect ‘No Overtaking’ signs on the Staffordstown/Brownstown stretch of the R165 road to Kentstown where several accidents have occurred recently.’

This Notice of Motion was proposed by Cllr J. Holloway and seconded by Cllr S. Jamal.

The Area Engineer advised the Members that he would investigate this matter.

8. Any Other Business

§  Need to follow up with proposal for allotments (JH) Area Administrator advised that he was currently trying to identify what lands were owned by MCC and NTC.

§  A faulty manhole cover on the road approx. 200m beyond Farganstown Treatment Plant. (JH)

§  Need to push for funding for a pathway to Navan Racecourse – Family Fun Day on Sunday meant that people walking to the Racecourse had to walk on the road. (FD)

§  What is the total cost of installing the Park and Ride at Garlow Cross, inclusive of staff costs? (TR)

§  Need to clarity what is a Notice of Question and what is a Notice of Motion. (JH)
