July 26 Collaborative Meeting Agenda / Y. Vera discussed the upcoming Collaborative meeting agenda and the ongoing challenge of having dialogue versus talking to an audience. Dr. Chernof and Sandra Shewry will speak on statewide policy developments. Angela Gilliard of WCLP, Marty Gallegos of CHA, and Louise McCarthy of CPAC will provide a legislative update. Sheila Shima of the County CEO office will discuss recent county governance changes. Long Beach DHHS will provide an update on its diabetes collaborative project. / No action required. / Complete
Statewide Health Care Reform Update / Y. Vera will attempt to find common ground through conversations with Beth Capell and with individual Steering Committee members. / Y. Vera to circulate another draft set of principles. / In process

South L.A. Developments / L. Galloway-Gilliam reported on a meeting held at Hudson Comprehensive Health Center Monday night with about 70 participants representing primarily community members. Individuals rated the care they received a 4 out 5, with 5 being the highest value, and expressed if the hospital was privatized they would have nowhere to go. CHC is continuing its postcard campaign to the State and Supervisor Yaroslavsky. CHC will hold a prayer vigil on August 30 at the hospital. I. Dyer said that the hospital is still waiting for the CMS survey to start. LACMA convened a South L.A. taskforce meeting, hoping to merge its efforts with Southside Coalition of Clinics and CHC to achieve short and long-term improvements. HASC released an analysis on the potential impact of the closure of King/Harbor Hospital (Attachment B). LAHA is helping TCE finalize an initial SPA 6 needs assessment that will help to inform next steps. TCE is controlling report’s release. An Advisory Group was created to inform the report and includes LACDHS, Southside CHC, LACDPH, NLS, LACDPH and CCALAC. / LAHA will include K. Ochoa and M. Gamble in the next KSA advisory group meeting. YV will circulate KSA document once released. LAHA will circulate HASC June 2007 report. The Steering Committee will continue to stay informed. / Ongoing
DRA Implementation Update / I. Dyer reported that LACDHS will be having a call with the State today to get more information on implementation. Y. Vera said that L. Kersey will provide an update at the Collaborative meeting on the status of the fix. A meeting was held regarding efforts to coordinate DRA trainings with trainers and county agencies. / The Steering Committee will continue to stay informed. / Ongoing
Nursing/Health Workforce Update / N. Gupta reported that the increasing educational capacity workgroup meeting went well, with attendance from the BRN, HCWDP, Kaiser, Childrens Hospital, County Nursing College, L.A. Community College District, CINHC, L.A. City Career Ladders Training Program and COPE. The workgroup is focusing on the replicating the CINHC clinical placement system and increasing the number of clinical instructors. A meeting will occur between LAHA, Kathy Ochoa, Jim Lott (HASC), David Rattray (L.A. Chamber) and Diane Factor (Healthcare Workforce Development Program) to flesh out advocacy concepts on a dedicated funding stream for nursing schools and increasing diversity by creating safety net opportunities. California Institute for Nursing and Health Care (CINHC) has asked LAHA to be on LA Regional Plan Advisory Group. LAHA will attend OSHPD Healthcare Workforce Diversity Advisory Council LA hearing. / The Steering Committee will continue to stay informed. LAHA will circulate minutes from this meeting as well as action items for follow up when appropriate. / Ongoing
Homeless Health Care Update / B. Siegel reported that the Recuperative Care Bed Coalition has encountered a local city not wanting 30 beds sited at a shelter. While the coalition is working to resolve this issue, the shelter is moving forward. Conversations with Union Rescue Mission’s Hope Gardens in Sylmar have taken place about the possibility of siting 15 beds there. The issue is the output from the beds. Y. Vera reported that Ron Hansen is nearing completion of the homeless health care report suggesting priorities and action steps. / The Steering Committee will continue to stay informed. / Ongoing
Coverage Initiative Update / I. Dyer reported that there is tremendous work in getting enrollment going. Enrollment will start next month, which will require member services to be operational before September, with the hope that patients will bring their citizenship documents to the next appointment so that LACDHS can capture the visit. It is unclear regarding retroactive billing, as the hope is beneficiaries will be allowed to show a good faith effort so that LACDHS may backfill funds with approval of payment pending. The State is still finalizing contracts with the counties, as it is waiting to finalize its contract with CMS. There are issues regarding the FPL limit for other counties, but it is not a problem for LACDHS at 133 1/3%. LACDHS tried to push back on the age limit but was forced to accept adults ages 19-64. Finally, the contracts regarding the nurse advice line, PPPs and MDs are yet to be approved. G. Rodriguez reported that the PPPs are not close to rollout due to a number of issues separate from PPP contracting. The reimbursement is not sufficient. Clinics are planning to talk to patients as they come in, or else PPPs would be inundated with calls. As patients are seen every quarter, this should allow clinics to attempt enrollment in the first here months as there will likely be a gradual rollout anyways. / I. Strategic Planning / Steering Committee will hold off further discussions regarding strategic planning for next in person meeting. M. Johnson will attend. / LAHA will send out reminder. / Next in person currently scheduled for September 18, 2007.
Open Mike / G. Rodriguez announced that the Tri-Caucus Summit is starting July 20, with 200 people registered and 23 Congressional members confirmed. Y. Vera will be a presenter. M. Leighs recently joined LA Health Action as Public Affairs Specialist, and N. Gupta will be leaving to be a full-time mom as of August 17.
