SECI Transition to SWPP Tariff

The Southwest Power Pool (SWPP) tariff will expand to include the Sunflower Electric Power Corporation (SECI) transmission facilities effective April 1, 2006. The SWPP tariff will be effective for both network and point-to-point service on these newly transferred facilities. This document has been created to provide guidelines that will be used to govern the disposition of any requests made during the transition period prior to April 1, 2006, and consolidating the queues (for transmission service on or after April 1, 2006).

MAPP Schedule F OATT Transmission Reservations

Effective April 1, 2006, SECI transmission facilities will not be available under the MAPP Schedule F tariff. All MAPP Schedule F transmission requests that achieve a confirmed status before April 1, 2006 will not transfer under the SWPP Tariff. The MAPP Schedule F reservation will remain on the MAPP tariff page on the MAPP OASIS node.

Combining SWPP Transmission Service with SECI Transmission Service

Furthermore, customers may have had several pieces of SWPP or SECI transmission service (e.g. existing SWPP service and service from SECI) that a combination of a SECI transmission service with SWPP transmission would create one piece of service if the customer had purchased service under the SWPP tariff with SECI Transmission facilities included. The Transmission Customer should identify and inform SWPP Tariff Administration of “pieces” of service that should be combined into one piece of SWPP service. This should be done by May 1, 2006 by sending an e-mail to mailto: with the information of each of the pieces of service that should be combined including reservation numbers. Transmission service not combined will remain as confirmed SWPP transmission service and be charged as such. Furthermore, such uncombined reservations may be partial path, in that they may not have sufficient rights to effect delivery to or from the source or sink on the reservation.

Partial Path Transmission Service - Action Required before May 1, 2006

Transmission Customers with existing partial path service must notify SWPP Tariff Administration by sending e-mail to mailto: with the partial path tariff provider(s) (SWPP, SECI) and the OASIS number(s). Partial path refers to a piece of transmission service that have been purchased under SWPP tariff or SECI tariff where the customer has only a piece of service required to complete the path between the source and sink. SWPP will assume that service not identified by customers as being partial paths, are full paths of service and, as such, would not be scheduled as a partial path.

Grandfathered Service

SECI will provide SWPP with a list of grandfathered transmission service (i.e. service sold prior to SECI OATT being placed in service). The grandfathered transmission service will be documented on the SWPP OASIS node with SECI being listed as the Transmission Provider for these grandfathered reservations. SECI must inform SWPP of all its grandfathered transmission service, including the OASIS number documented on the MAPP OASIS node in order to avoid duplication when posting grandfathered reservations and merging active requests to the SWPP OASIS node. SECI will review the grandfathered reservations and inform SWPP of any discrepancies or omissions.

Requesting Service on the SECI Transmission System from March 28, 2006 through March 30, 2006 and after March 30, 2006

SECI transmission customers that need point-to-point or network service with a start time prior to April 1, 2006 should make those requests on the MAPP OASIS and on the SECI OASIS. It is asked that those requests have a stop time of 0000 April1, 2006. Any service beginning on or after 0000 April 1, 2006 should be requested on the SWPP OASIS node.

SECI Transmission customers that need point-to-point or network service are required to reserve transmission service requests on the SWPP tariff page on the SWPP node for any service beginning on or after April 1, 2006. Service to begin after April 1, 2006 may be requested on the SWPP OASIS node based on SWPP attachment P timing requirements.

Timing requirements and Evaluation Authority

In addition, the “no later than” – “no earlier than” periods identified in the SWPP attachment P timing rules will be enforced during the transition period. The transmission requests received during this transition period prior to April 1, 2006 will be processed as follows:

a. If a transmission service request’s start and stop date are both before April 1, 2006, then SECI shall process the request and approve/disapprove as the administrator for the SECI tariff. No duplicate transmission service request is required on the SWPP tariff page on the SWPP OASIS.

b.  If a transmission service request start date is before April 1, 2006 and the stop date is after April 1, 2006, then SECI and SWPP will coordinate action to be taken on the requests. Both SWPP and SECI will need to approve this type of request. The SECI Transmission Owner will review ATC for the period before the effective date of the SWPP tariff, and SWPP will review AFC for the period on and after the effective date of the SWPP tariff. SWPP will assign a new start date of April 1, 2006 for the reservations on the SWPP page of the SWPP OASIS node. The purpose of this change is so that these reservations do not go to Settlements and get invoiced under the SWPP OATT for the period prior to April 1, 2006.

c.  If a transmission service request start date is after April 1, 2006, the SWPP shall have authority to process the request. The request should not be submitted on the SECI OASIS node. On April 1, 2006 point-to-point or network requests will not be available under the SECI tariff.

Requests queued after April 1, 2006

For transmission service requests queued after April 1, 2006 on the SWPP tariff page on the SWPP OASIS node will establish the queue position for requests.
