The Lyman County Commissioners met in regular session in the Conference Room in the Courthouse at Kennebec, South Dakota, August 2, 2016, at 8:30 a.m. with the following members present: Chairman Ryan Huffman, Steve Perry, Kim Halverson, Leroy Choal and Auditor Pam Michalek.

CALL TO ORDER:

Chairman Huffman called the meeting to order with the pledge to the flag.

BUILDING PERMIT:

Motion by Halverson, seconded by Choal to approve the following building permit: Wanda Clarke, PO Box 94, Howard SD – house (36’ X 56’) & pole shed (50’ X 54’ X 16’) Fort Hale Bottom. All voting aye.

CLERK OF COURTS:

Motion by Halverson, seconded by Choal to approve the Clerk of Courts fee report for June: $15,054.08 less $11,237.76 forwarded to Lyman School District and $49.67 to Chamberlain School District for fine money. All voting aye.

BATHROOMS PLUMBING & FIXTURES QUOTE:

Motion by Choal, seconded by Perry to approve a quote received from Hopkins Plumbing, Heating & A/C LLC in the amount of $24,420.00 for installation of new toilets, sinks, faucets & urinals in various courthouse bathrooms. All voting aye. The quote is on file in the Auditor’s Office.

2017 PROVISIONAL BUDGET:

The Commission reviewed and discussed the 2017 Provisional Budget. Motion by Perry, seconded by Choal to publish the 2017 Provisional Budget. All voting aye.

MISSOURI VALLEY CRISIS CENTER:

Executive Director, Renee Bunker presented the Commission information pertaining to assists provided for Lyman County residents during the previous year. The Crisis Center is requesting funding assistance for 2016 & 2017. Motion by Choal, seconded by Perry to provide $2,000.00 of assistance for 2016 and provide $2,000.00 in the 2017 Provisional Budget. All voting aye.

RURAL DEVELOPMENT SITE ANALYSIS STUDY:

District III GIS Coordinator Harry Redman and SD Ag Development Representative David Skaggs presented the Lyman County Rural Development Site Analysis Study, funded by the SD Value Added Agriculture Subfund. District III will contact Mike Sprenger to help find a local contact person who will work with local land owners and the state.

TEMPORARY BURN BAN:

Sheriff Manger and Assistant EMS Director Margo Mitchell met with the Commission to discuss implementation of a temporary burn ban and possible implementation of an Ordinance for regulation of fire hazards year round.

Motion by Halverson, seconded by Perry to enact a temporary burn ban until the ordinance can be developed and adopted. All voting aye.

SILENT AUCTION:

A silent auction will be held September 20, 2016 to sell surplused County items. A definite time has yet to be determined but a notice will appear in the Lyman County Herald with all the information.

It has been brought to the County’s attention that the 4-H enclosed trailer that was surplused July 19 belongs to an individual not the 4-H. The County extends their sincere appreciation for all the years the 4-H program has been allowed to use the trailer at no cost.

HIGHWAY/WEED DEPT:

Supt. Long supplied more information on the culvert replacements and repairs to be completed on Straka Hill. Motion by Choal, seconded by Perry to approve the purchase of two pickups from Federal Surplus in Huron. All voting aye.

Discussion was held about email correspondence received by two Commissioners. The low spots on dirt roads was addressed.

Commissioners were provided an updated report for Secondary Road Reserve equipment costs which were incorrectly entered into the bookkeeping from 2010 through June 2016. Adjustments to Secondary Road Reserve Restricted Fund Balance were not made for 2010 through 2013 because these years have already been audited. The following corrections are reported on the July 2016 monthly compliance report: 2014 decrease Secondary Road Reserve $100,624.33; 2015 decrease Secondary Road Reserve $147,579.99; January through June 2016 decrease Secondary Road Reserve $66,438.70; Increase Road & Bridge Assigned Fund Balance $314,643.02. The Secondary Road Reserve Restricted Fund Balance as of July 31, 2016 is $257,489.69.

BUDGET SUPPLEMENT:

Motion by Choal, seconded by Perry to approve an automatic budget supplement of $3,628.00 to the Sheriff’s budget. This is a Public Safety grant from the US Marshall’s Office for body cameras. All voting aye.
