1) Severe malnutrition is a concern in all regions of Burkina Faso according to the latest demographic and health survey. A rapid assessment on nutrition, jointly conducted by government/UN system/NGOs in three regions, revealed a malnutrition rate of about 17% with measurement of MUAC (Mid Upper Arm Circumference). In these three regions, an estimated 70,707 children below 5 years old suffer from acute moderate malnutrition and 17,785 children suffer from acute severe malnutrition. CERF funding will enable the UN system to respond promptly and adequately to this malnutrition crisis in the three most affected regions of the country. The main activities will be to provide the necessary therapeutic feeding nutrients; provide generic essential drugs to treat for free malnourished children; supply to therapeutic nutrition centers with adequate and sufficient anthropometry tools; target malnourished children and their mothers with nutrition activities, supplementary and therapeutic feeding; provide support to health workers for timely identification and accurate management of malnutrition in children and mothers, including pregnant women; conduct social mobilization campaigns.

2) In the CAR, only 1% of the population has access to micro-finance services. In rural and post conflict areas, this access is non-existent. Ten years of crisis destroyed nearly all initiatives by the more vulnerable to address their financial needs (savings and loans) within a community-based approach have to be rehabilitated. In this context, affected people are not able to address very basic needs such health, education, or to undertake economic activities. Restoring the community based financial network as requested by the beneficiaries themselves during UNDP’s needs assessment would be highly cost effective and produce quick impact. This strategy also enhances trust and renewed confidence within communities thereby enabling the smooth reintegration of IDPs when deciding to return home. This project aims to provide the required dynamics to advocate for and strengthen self-promoted financial network (such as the SHGs, CUs and village banking) through rural awareness-raising campaigns on saving, credit and co-operative mechanisms and rehabilitation and support to community-based financial network affected by prolonged armed conflicts, among other activities.

3) This CERF funding will be used to address under-funded psycho-social interventions surrounding school-age children in IDPs camps and returnee communities. At present, just over half of primary school-aged children attend school nationally due to barriers such as schools being far from villages, unfriendly learning environment, early marriage and illness. The Ministry of Education in collaboration with its humanitarian partners will respond to the emergency education needs of an estimated 3,000 children who have recently returned to their villages of origin from the IDP camps or who are still in the camps as they are not able to return to their original villages and 60 teachers providing them with basic school supplies, including recreation equipment, safe learning facilities/spaces, desks and benches to improve learning environment. The following activities are proposed through this proposal: create and expand 10 additional safe and protective temporary learning spaces for schooling; procure 1,000 pupils’ desks and benches; train 60 teachers and community facilitators to not only facilitate gender fair learning environments but also provide basic psycho-social care and support; provide essential educational and recreational materials; organize orientation on the use of the recreation kits.

4) The specific objective of this regional project is to respond effectively and in a timely manner to epidemic meningococcal disease (EMD) outbreaks in the epidemic districts of African Meningitis Belt, and prevent further extension to other areas. The fund will provide the up-front financing necessary for an emergency stockpile of up to 12 million doses of meningococcal AC polysaccharide vaccine, thereby strengthening preparedness against a likely epidemic in the coming year. Based on epidemic seasons in previous years, a stockpile of 12 million doses would cover the demand for two moderate epidemic seasons.
