Action Items:
- CLC agreed to invite their Mental Health Assessment Team to future ACHSA-CLC meetings. ACHSA agreed to notify Wendy Wang, ACHSA Mental Health Policy Director,of future meetings as well.
- CLC stated that they are currently working with the Alliance for Children’s Rights to develop a memo that clarifies the process of obtaining consent for treatment and authorization for the release of information. CLC plans to obtain approval from CountyCounsel and DCFS prior to sharing the memo with providers.
- CLC noted some concerns regarding DCFS’ implementation of TDMs, specifically the variance and inconsistency of TDMs across the county. ACHSA plans to discuss the TDM meetings with its members to determine any issues that may need to be addressed.
- CLC agreed to provide clarification for FFAs on a case-by-case basis regarding court-mandated visitation requirements. CLC encouraged FFAs to develop a relationship with their CLC attorneys, particularly between the youth and attorney, as early as possible so that in situations where ayouth does not feel comfortable addressing the court in person, on issues such as visitation,the youth can talk with their attorneys prior to any hearing to speak up for the youth while in court.
- CLC agreed to partner with ACHSA to provide clarification on issues of concern at the next ACHSA All FFA meeting once the Association confirms a date and time to hold the meeting.
- Upon CLC’s request, ACHSA plans to encourage members to submit specific case examples of instances when it is unclear how foster parents are to abide by the Prudent Parent standard or when certain regulations require legal clarification.
- ACHSA and CLC agreed to schedule a separate meeting to brainstorm opportunities for ACHSA to partner with CLC in next year’s Foster Care Awareness Month.
- ACHSA stated the importance of working together with CLC to overcome potential conflict between proposed legislation and asked that CLC consider working with providers to develop joint legislative proposals, when appropriate.
- CLC encouraged ACHSA to remind its members to call CLC’s main contact number whenever FFA staff or foster parents need to get in touch with a youth’s attorney and do not know the attorney’s name or contact information. ACHSA plans to follow-up with CLC to obtain the most recently updated CLC roster.
- CLC agreed to inquire about ACHSA attending the Children’s Advocates meeting with the DCFS Executive Team.
