Job Description

Reporting to the Manager, EH&S Compliance, and as an active member of the assigned local Facility Management Team, the Environmental, Health and Safety Field Representative (EHSFR) provides integrated environmental and industrial health and safety compliance support to Solid Waste Management Services operations. The EHSFR is responsible for the on-site implementation, supervision, monitoring, auditing, and continual improvement of programs and activities related to Corporate and Division environment, health, safety, and quality management systems.
Major Responsibilities:
Responsibilities of the Environmental, Health and Safety Field Representative (EHSFR) include:
  • Works in close cooperation and consultation with Human Resources Health and Safety Consultants to ensure consistent field interpretation and application of health and safety regulatory requirements as well as City policies, programs and procedures.
  • Provides input into the development of City and Division policies, programs, procedures, and positions on environment, health and safety related regulatory issues, templates/forms for frontline staff, manuals, and the strategic direction of environment, health, safety and quality management systems (Integrated Management System, “IMS”).
  • Provides management and staff with advice, clear direction, and tangible support on the application of both voluntary and mandatory regulatory compliance tools and systems.
  • Performs site environmental risk assessments to identify existing or potential hazards, determine corrective or preventive actions, and provide the necessary follow-up.
  • Provides guidance and technical support on environment, health and safety related regulatory inspections, interprets regulatory requirements (legislation, orders, Certificate(s) of Approval, Environmental Compliance Approvals), and liaises with regulators (e.g. Ministry of Environment and Climate Change), as required.
  • Provides and/or supports training to Section management and frontline staff regarding their environmental compliance, emergency response and due diligence responsibilities.
  • Plans audits, reviews pre-audit material, prepares audit protocols, conducts self-assessments and peer audits, prepares internal audit reports and documents findings, identifies deficiencies, and makes recommendations on areas of improvement to the Integrated Management System, ("IMS") and related programs, operations, procedures and practices.
  • Prepares analytical reports including regular reports on compliance issues and performance, internal audit reports, risk management plans, and ad hoc management requests.
  • Provides input in the development, implementation, and timely maintenance of identified indices or standards against which Divisional and program performance can be measured.
  • Advises management where frontline staff may be endangering themselves, others, or the environment. Also identifies compliance and related performance issues for the Division Management, including making recommendations for corrective actions.
  • Provides emergency or incident (such as a spills or an occupational injury) response in the form of emergency response planning and testing; root cause investigations; assessing compliance and recommending a course of action to bring about compliance; liaising with regulators as appropriate; supporting implementation of recommended compliance plans; and other emergency needs as may be requested by site management or as required as part of emergency response plans.
  • Identifies and regularly reports to the EH&S Compliance team on emerging compliance, operational, and environment, health, safety and quality system issues to ensure coordinated communication and management throughout the Division.
  • Establishes and maintains professional and constructive relations with peers, City staff and management, Ministry of Labour and Ministry of the Environment regulators, and other key stakeholders.
  • Promotes a risk management culture. Utilizes standardized risk identification and ranking tools and promotes a consistent approach to risk management.
  • Actively exchanges knowledge and experience with peers and all Solid Waste Management Services Staff.
  • Actively promotes and builds a positive safety culture among management, employees and Contractors.
  • Performs other related duties as assigned.
Key Qualifications:
  1. Post-secondary degree or diploma in an environment, health, or safety related discipline required (or equivalent combination of education and experience).
  2. Considerable experience in environmental or health and safety compliance related role(s) in an industrial setting (i.e. Implementing environmental programs including but not limited to management of hazardous waste, spill response, contractor orientation, audits & inspections, compiling and analyzing environmental performance metrics & control measures).
  3. Experience with ISO 14001 and/or ISO 9001 and/or OHSAS 18001 standards and management systems.
  4. Experience assessing compliance, developing audit reports and recommending action plans to achieve compliance with applicable environment, health and safety legislation and City policies, programs and procedures.
  5. Experience managing multiple, complex projects and priorities.
  6. Experience using Microsoft Office Suite (i.e. Microsoft Word, Excel, PowerPoint), email, and the ability to utilize other software packages relevant to supporting the division's core requirements.
  7. Sound knowledge of environmental and industrial health and safety legislation, associated regulations, policies, procedures, guidelines, and other applicable statutes.
  8. Knowledge of the theories, principles and practices of municipal and/or Solid Waste Management processes, and associated controls.
  9. Strong interpersonal skills with the ability to communicate effectively and resolve conflict with all levels of the organization, with internal and external stakeholders, consultants, engineers, trades, and within a team environment.
  10. Proven ability to evaluate and solve problems, exercise good judgment, and make decisions.
  11. Certified Environmental Auditor, Canadian Registered Safety Professional, or other related designation/certification preferred.
