Basic Function: This position reports to:Chairman of the Board and Managing Director

Describe purpose and function of position in three to four sentences:

The Vice President, Operations is responsible for oversight and management of all patient care and administrative activities in the Clinics, Ancillary Departments, and Operations support departments. Areas of responsibility include ambulatory care clinics, Ambulatory Surgery and EndoscopyCenter, Pharmacy, Infusion, ContactCenter, Radiology, Nuclear Medicine, Cardiovascular non-invasive testing, clinical and laboratory services.. Directs government contracting and operations of the NASA/JSC occupational medicine clinic, human test subject support, and industrial hygiene program. Accountable for strategic planning, development and monitoring of budgets, evaluation of the Operations division performance, and pro forma development for future clinics, patient services, or product lines. Works closely with the KS Board of Directors and SLEHS executives to improve operational processes and quality of patient care.

Job Qualifications: (A = minimum; B = preferred)

Education / A. / BA or BS in healthcare or business administration / B. / Masters Degree in Nursing or other clinical discipline, Business, or Healthcare Administration
Experience / A. / 10 years as a manager in health care or similar position within a multi-specialty group practice or ambulatory care environment. Knowledge of and experience in meeting regulatory standards, such as but not limited to AAAHC, Medicare/TDH, OSHA, CLIA, and HIPAA regulations. Strong working knowledge of healthcare/clinical operations. Knowledgeable of the principles of quality and risk management and experienced in leading organizational change. Sound budgeting and financial management skills. / B.

25% / 1. / Directs the Operations management team for all Operations division services. Ensures that all Operations activities are performed in accordance with standards of care, Clinic policies and procedures, and regulatory standards. Areas of responsibility include ambulatory care clinics, Ambulatory Surgery and EndoscopyCenter, Pharmacy, InfusionCenter, ContactCenter, Radiology, Nuclear Medicine, Cardiovascular non-invasive testing and laboratory services.
15% / 2. / Responsible for the sound fiscal management of the Operations division. Includes pro forma development, budget development, performance to targets, and on-going revisions to budgets based on quality of care or business needs. Analyzes trends and implements corrective action plans as needed. Actively participates and/or leads revenue enhancement or cost reduction initiatives. Manages the front-end collections process to maximize collections for the Clinic.
10% / 3. / Interacts with the members and leaders of the Medical Group to foster positive relations, promote consistent communication, provide support for the provider practices, and ensure effective and efficient patient care. Prepares proposals and data with recommendations to Medical Directors and Board of Directors for consideration and action. Works with the medical leadership to implement action plans.
10% / 4. / Collaborates with HR Department in the recruitment and retention of Operations staff, resolution of workplace issues, and staff management. Promotes the consistent application of the Mission and Values throughout the Operations Division. Mentors and fosters the development of the Operations management team.
10% / 5. / Works cooperatively with other departments to meet enterprise objectives. Collaborates with Business Development, Managed Care, and other departments to develop and implement marketing plans and/or revision of Clinic services based on community and market forces. Works with Coding and Compliance and the CBO to maximize revenue and collections. Participates in Information Systems planning and design process, with particular emphasis on the electronic medical record project.
10% / 6. / Oversight of government contracting activities and management of the NASA/JSC occupational medicine clinic, human test support, and industrial hygiene departments. Interfaces with NASA leadership to ensure contract compliance. Responsible for the review of DCAA audit results and works with the KSC Finance department to establish G&A rates.
10% / 7. / Collaborateswith Facilities management regarding replacement, renovation, or expansion of clinical services. Works with architectural and construction teams to ensure patient safety and effective delivery of care, meet budget guidelines, and facilitate transition to new facilities.
5% / 8. / Utilizes principles of process improvement to evaluate and improve upon current performance levels in the Operations division. Effectively plans and leads organizational change. Promotes customer service initiatives.
2.5% / 9. / Collaborates with SLEHS executives to ensure continuity of patient care; to promote standardization of patient care policies, procedures and supplies; to maximize resources and reduce duplication of services; and to promote collegial relationships across the system.
2.5% / 10. / Conducts special projects or performs other duties as assigned by the Managing Director or KS Board of Directors.

Significant Note: The Vice President of Operations appoints the Chief Nursing Officer who reviews, amends, and/or approves the nursing staffing model for the organization. This individual also serves as advisor to the Nursing Peer Review Committee and issues requiring Texas Board of Nurse Examiner reporting. Chairs the Nurse Practice Council. Makes recommendations to the Managing Director and KS Board of Directors regarding nursing practice throughout the Clinic. Collaborates with SLEHS executives to promote consistent nursing policies and procedures across the system.While strongly preferred, RN licensure is not an essential requirement of this position.
