  1. THE NATIONAL NETWORK ON CLIMATE CHANGE

1Purpose

The primary goalof establishing NNCC is to provide a forum for discussions and information exchange among researchers and decision makers on cutting-edge scientific, economic, planning and research related to Climate Change for effective interactions between decision makers, field practitioners, scientists and other stakeholders about different aspects of climate change.

2The specific objectives\scope of NNCC include:

  • Promote knowledge sharing among scientists, decision-makers and stakeholders
  • Exchange\ share lessons learned
  • Assess and report on on-going mitigation and adaptation research and practice in the country
  • Facilitate research collaborations within and across the country on climate change related issues.
  • Develop a shared research agenda on climate change issues with stakeholders

The Network will raise the level of attention on climate change issues by different tiers of government, civil society organizations, the media, and advocacy communities.

3Proposed Terms of Reference for NNCC:

Following are the envisaged terms of reference of NNCC and are subject to review by the members of the network:

  • Assist LP in identifying potential climate mitigation / adaptation measures that LEAD Pakistan could implement to reduce impacts of changing climate
  • Help in identifying key knowledge gaps and climate change adaptation options that could be implemented (short\long term) and assess their related policy barriers & opportunities, and resource & funding requirements.
  • Identify potential new avenues for adaptive research priorities on climate change that could be included in overall CC programme
  • Identify priorities for funding and advise LEAD Pakistan how to maximize its climate change investments.
  • Identify and summarize the existing knowledge of the potential impacts of climate change on mountains, forests, species, freshwater, pastures\rangelands ecosystems and key vulnerabilities and opportunities for these sectors.
  • Liaise with other national groups which have an interest in climate change issues

The network may not deal with operational aspects of LEAD Pakistan Climate Change Programme (LPCCP).

  1. Timing of NNCC Meetings:

NNCC will meet as required. Initially it is proposed to hold meetings on quarterly basis. This is subject to recommendationmade by NNCC members and available resources.

  1. Membership:

The National Network on Climate Change (NNCC) will be composed of representatives from the Government, NGOs, Academic\Research institutions, Associations\Networks representing the civil society, donor agencies, industry and media interested in the climate related matters.

The membership of network is not restricted and may vary depending on the requirements. The membership may be increased at a later stage. Proposed list of members is attached herein.
