Chapter 1

Introduction and Project Description

1.1Introduction

City Court is a commercial complex and shopping mall at the commercial area of Sikanderpur, Sector 25 A, Gurgaon, Haryana.

The project has been cleared by the Department of Town & Country Planning (DTCP), Govt. of Haryana. Along with this all necessary clearances has been obtained.

This project has been granted environmental clearance by the Ministry of Environment and Forests (MOEF), New Delhi, vide letter number 21-625/2006-IA.III dated 3April 2007.

The project has also obtained Consent to Establish (NOC) from Haryana State Pollution Control Board (HSPCB) vide letter no. HSPCB/2007/TAC/175 dated 5/3/07.

1.2Project Description

Parking:

The mall is well equipped with parking space. Parking provided for the mall in the basements and surface. Proper entry and exit system for vehicles has been developed to avoid traffic congestion in the area. Entry route and exit route to the mall are separate.

Water Supply:

There is availability of fresh water supply for 24 hours from HUDA.

Electricity:

The mall avails electricity from Dakshin Haryana Bidyut Vitaran Nigam Limited. Further there are provisions of DG Sets for supply of electricity during power failure.

Fire Safety:

The City Court is well equipped with all fire fighting equipments. Water hose pipes in each floor and basement has been provided. Fire extinguishers placed in each floor. Special provisions made at the DG room, AC room and Basements.

Service Management:

A dedicated and separate wing of service management for South Point Mall under “DLF Services Ltd.” has been entrusted the liability to maintain and manage all the services for carrying out day to day business in the mall.

1.3Present Status of the Project

Construction activities of the project have been completed. Building is in operational phase.

1.4Purpose of the Report

This six-monthly report is being submitted as per the condition stipulated in the Environmental Clearance Order.

Further, the study will envisage the environmental impacts that have generated in the local environment due to the project.

The environmental assessment is being carried out to verify:

  • That the project does not have any adverse environmental impacts in the project area and its surrounding
  • Compliance with the conditions stipulated in the Environmental Clearance Letter.
  • That the Project Management is implementing the environmental mitigation measures as suggested in the approved Form-1, Form-1A, Environmental Management Plan (EMP) and building plans.
  • The project proponent is implementing the environmental safeguards in true spirit.
  • Any non-conformity in the project with respect to the environmental implication of the project.

Chapter 2

Compliance of Stipulated Conditions of Environmental Clearance

PART A – SPECIFIC CONDITIONS

I. Construction Phase

v / Disposal of muck including excavated material during construction phase should not create any adverse effects on the neighboring communities and be disposed off taking the necessary precaution for general safety and health aspects of people. / Muck generated from the site was collected and stored in designated area that is lined with impermeable liner to avoid leaching into ground water. vi / Diesel power generating sets used during construction phase should be of “enclosed type” to prevent noise and should conform to rules made under Environment (Protection) Act 1986, prescribed for air and noise emission standards. / Silent DG sets have been used at the project site during construction stage, which maintained noise and emission within the permissible limits.
vii / Ambient noise levels should conform to standards both during day and night when measured at boundary wall of the premises. Incremental pollution loads on the ambient air and noise quality should be closely monitored during construction phase. / Ambient noise monitoring had been conducted at the boundary of the project site during construction phase and the results showed that the noise levels were within the prescribed limits.
viii / Vehicles hired for bringing construction material at site should have valid “pollution under check” (PUC) certificate and to conform to applicable air and noise emission standards and should be operated only during non peaking hours. / All vehicles brining construction materials at the site was insured to have pollution under check certificate and conforms air and noise emission standards. Further it was encouraged that the vehicles used shall be newly procured and all vehicles of old models were not used. For the transportation of construction material, hired vehicles frequency to the project site was in non peak hours.
ix / Construction spoils including bituminous material and other hazardous materials must not be allowed to contaminate water courses and the dump sites for such material must be secured so what they should not leach into the ground water. / Construction spoils was stored in a dedicated area surrounded by boundaries to avoid contamination to nearby environment. Impervious lining on floor of storage area prevented contamination.
x / Any hazardous waste generated during construction phase should be disposed of as per applicable rules & norms with necessary approvals of the Haryana Pollution Control Board. / There is no such hazardous waste was at the project site except diesel which had been stored in impervious area to avoid contamination. Waste oil so generated were disposed off through HSPCB authorized waste oil recycler/ disposer.
xi / Regular supervision of the above and other measures for monitoring should be in place all through the construction phase so as to avoid disturbance to the surroundings / Environmental cell and supervisor were there to supervise the project work and to control the impact on environment during construction phase.

II. Operation Phase

i / Diesel power generating sets as source of back up power for lifts and common area illumination should be of “enclosed type” and conform to rules made under Environment (Protection) Act 1986, prescribed for air and noise emission standards as per CPCB guidelines. Exhausts should be discharged by stack, raised to 4 meters above the rooftop. / There are four DG sets, two DG sets of 1010 kVA, one 500 kVA and one 750 kVA. The DG sets installed are new and meets environmental noise & emission standards. Moreover, DG room is made noise proof (acoustic chamber) to control its noise effect.
ii / During night time the noise levels measured at the boundary of the building shall be restricted to the permissible levels to comply with the prevalent regulations. / Noise monitoring had been carried out at the boundary of the project site and the results are enclosed (Annex 4). The day & night time noise levels measured at the project boundary are found to be 64.9 dB(A) and 49.3 dB(A) respectively, which are within the prescribed limits of 65 dB(A) and 55 dB(A).
iii / The sewage treatment plant (STP) of adequate capacity should be constructed. It should be certified by and independent expert for efficiency as well as adequacy and submit a report in this regard to the Ministry before the project is commissioned for operation. The waste water should be treated upto tertiary level and after treatment reused for flushing of toilers and gardening etc. so as to achieve zero discharge. However, discharge of treated sewage, if any, shall conform to the norms and standards prescribed by Haryana Pollution Control Board / Adequacy certificate has been obtained.
iv / Oil and grease trap shall be provided to remove oil and grease from the surface runoff and suspended matter shall be removed in a settling tank before its utilization for rainwater harvesting / Rain water harvesting pits with recharge wells have been installed to recharge groundwater as per approved drawing by CGWB.
v / The solid waste generated should be properly collected & segregated before composing and non bio-degradable solid waste shall be disposed of to municipal bins for further processing. STP sludge shall be used as manure for gardening. / The entire solid wastes generated in the project premises is being collected and disposed by the agency M/s Akash Garbage Contract for management of solid wastes. The agency is carrying out necessary segregation, recycling and disposal of solid wastes as per the Municipal Solid Wastes (Management and Handling) Rules, 2000. After segregation & recycling, the agency is disposing the residual wastes into the Combined Solid Waste Treatment Plant at Bandhwari. The contract of vendor is attached here as Annex 7
vi / Any hazardous waste including bio-medical waste should be disposed off as per applicable rules and norms with necessary approvals of the Haryana Pollution Control Board. / Only hazardous waste generated, is the used oil from DG sets. Waste oil will be recycled through authorized recycler M/s Lubri Sales, who is registered with Central Pollution Control Board. Authorization/ registration certificate for recycling of hazardous waste is enclosed (Annex 5).
vii / The green belt design along the periphery of the plot shall achieve attenuation factor conforming to the day and night noise standards prescribed for residential land use. The open spaces inside the plot should be suitably landscaped and covered with vegetation of indigenous variety. / A peripheral green belt has been developed around the project site. Plants are in growing stage and height & spread of canopy is not sufficient at this point of time to attenuate outer noise. Once the plants of peripheral green belt achieve dense canopy it will help to reduce outer noise level. There are additional green areas inside the project site. Most of the tree species planted is of indigenous variety.
viii / Incremental pollution loads on the ambient air quality, noise levels and water quality should be periodically monitored after commissioning of the project / Ambient air quality, noise levels, water quality and soil quality of the site has been carried out and enclosed (Annex 4)
ix / Rain water harvesting and ground water recharge shall be practiced. The ground water levels and its quality should be monitored regularly in consultation with the central ground water authority / Rain water harvesting system has been adopted in true spirit. All the design parameters have been approved by the central ground water board.
Ground water quality of the area is attached (Annex 4)
x / The ground water shall be utilized only in consultation with Central Ground Water Authority / Ground water is not being utilized for this project.
xi / The solar energy shall be used for water heating as well as lighting common areas and verifiable measures shall be adopted for energy conservation and water conservation / Energy conservation measures adopted:
  • Use of CFL bulbs
  • Orientation of building to utilize maximum day light
  • AHU in common area with grill diffuser
  • Thermal insulation on roof
Water conservation measures adopted:
  • External garden hydrant system
  • Sprinkler system in basement and common area
Sensor based low flow fixtures for toilet & wash basins
Xii / Report on the energy conservation measures should be prepared incorporating details about building materials & technology, R & U factors etc. and submitted to the Ministry in three months time. / Measures taken for energy conservation measures is enclosed (Annex 8)
xiii / The values of R & U for the building envelope should meet the requirements of the hot & humid climatic location. Details of the building envelope should be worked out and furnished in three months time. / Details of the building envelope meets the requirement of the hot and humid climatic location.
Material used for Building Envelope should be mentioned in the report.
Exposed Walls- A combination of Granite, Aluminium composite paneling, Glass, Concrete and bricks with both sides plastering and paint finished.
Glazing-. Cool Lite glass of 6 mm thickness with low light transmission
Roof- RCC Slab with Brick Bat Coba and top finished with cement plaster and under deck thermal insulation.

PART B – GENERAL CONDITIONS

Adequate preventive and protective measures shall be taken to protect workers, labors etc. during construction and operation phase of the project. / Periodic medical checkup were carried out for all construction laborers during construction phase of the project.
