Background: Gender based violence (GBV) is present in all societies across the world and Bangladesh is no exception. It is a structural phenomenon embedded in the context of cultural, socio-economic and political power relations which reduce women’s economic and emotional independency. Societies are organized around gendered and hierarchical power relationship give legitimacy to violence against women. GBV refers violence against individuals or groups who are targeted because of their gender. Globally, women and girls are the primary victim of GBV, which not only affects the physical and psychological health but also have negative impacts on the families, children and economies. GBV is a gendered social problem. It exists, and is perpetuated, by the roles, power relations and institutions that prevail between men and women. Domestic violence is one of the serious and comparatively unexposed forms of gender based violence.

In this context, Plan Bangladesh is implementing a five year long (March 2011–March 2016) program named Protecting Human Rights (PHR) with the goal of reducing the high prevalence of domestic violence (DV) and other related Human Rights (HR) violation in Bangladesh. The program is financially assisted by USAID and implemented in partnership with Bangladesh Women’s Lawyers Association (BNWLA), International Center for Research on Women (ICRW) and 18 other local non-government organizations in 102 unions under 8 Upazilas of 6 districts, e.g. Barguna, Jessore, Bogra, Dinajpur, Sylhet and Chittagong.

The mass awareness and educational campaign is one of the key components of PHR program and as part of it, a range of activities is scheduled to be organized, through effective mechanisms, to disseminate counter domestic violence messages among the targeted audiences. This approach of public awareness includes television (TV) and radio spots, leaflets, brochures, posters, stickers and other IEC materials execution round the second year of the program. Messages with illustration and audio-visual will be developed to make the target people aware to counter domestic violence.

Objective: The objective of developing messages and relevant illustrations and audio-visuals (TV and radio spot) is to produce effective IEC materials consisting of counter domestic violence messages, addressing the mass public/audience of Bangladesh especially the people of PHR Program areas.

Methodology: The agreed party is expected to produce messages and relevant illustrationson specific themes, in consultation with the PHR Program’s communication personnel,and the messages will also be used in different categories of communication materials including the audio-visual’s (TV and radio spot) script.

Expected output/s: The expected output/s of the assignment will be –

  1. 6 messages marking domestic violence to make people aware against the menace
  2. 6 illustrations (cartoon, drawing, etc.), utilizing the developed messages, which would serve multiple purposes, i.e. poster, sticker, billboard, wrist band, etc.
  3. 6 sample communication materials like poster, sticker, billboard, wrist band, etc.
  4. A script for the TV spot
  5. A script for the radio spot
  6. 3 TV spots - of approximate 60, 40 and 20 seconds duration - on the same script
  7. 3 radio spots - of 40, 30 and 20 seconds duration - on the same script
  8. HDV professional camera output (1920×1080 resolution)
  9. Full/normal screen dimension for final production
  10. All the raw footage

Deliverable/s: The deliverable/s of the assignment will be –

  1. the messages in

  1. the TV spot/s in

N.B. The messages will be in Bangla to reach maximum number of people around the country. The TV spot/s will also be in Bangla, but there should be a version with English subtitle. And separate quotation against each of the deliverables is required.

Duration: Maximum 40 days from signing of the contract.

Qualifications, experience and competencies: The individual/advertising/designing agency should have the following skills, attributes and experiences:

  1. Academic knowledge of social science, development studies, women and gender studies, child studies or any other relevant fields;
  2. Technical knowledge and experience of producing IEC material/s in print, audio and visual forms;
  3. Minimum 03 years of working experience of message and illustration design and producing audio-visual product, especially on women rights, gender based violence and related issues;
  4. At least one female member in the working team is a must;
  5. Previous knowledge/working experience with international non-government organization/s in developing IEC materials, i.e. mentioned in the expected outcomes and deliverables part;
  6. Previous work experience in Bangladesh or a country similar to Bangladesh on community development project/s especially in gender and child empowerment;
  7. Displays sensitivity and adaptability towards culture, gender, child rights, religion, race, nationality and age.

Obligations: All the messages, illustrations, raw footage, TV and radio spot/s or any other related materials produced under the agreement will be treated as the property of PHR Program of Plan Bangladesh and consequently confidential; and should be handed over to the organization. Therefore, the above mentioned outputs or any part of it cannot be shared, sold, used or produced by any means without the prior permission of Plan Bangladesh. The organization’s written consent will be required to utilize the script, footage, production or any other related matters for/by any other purposes or institutions.

Reporting: The Advocacy and Communications Manager of PHR Program will be responsible for managing this contract and all the related matters (ref. expected outcome/s and deliverable/s) shall be submitted to her/him.

Support from Plan Bangladesh: The concerned PHR staff will provide a brief orientation on PHR Program to the agreed party at the country office of Plan Bangladesh. Other related documents and reports will be shared as and when required; and regular methodological support will be given by the concerned PHR Program staffs of Plan Bangladesh.

Financial terms:

  1. The agreed party will submit a financial proposal including all relevant cost i.e. honorarium, equipment, travel, communication, photocopy, printing, graphic design, etc.
  2. 30% of the total payment will be paid after signing the agreement; next 30% will be paid after submitting the draft product and upon submission of segment bill/invoice. The rest of the amount will be paid after submitting the final product along with final bill/invoice subject to the acceptance of the respective authority.
  3. The payment will be made through account payee cheque/wire transfer (account name, number, type, bank name and branch name is required for wire transfer).
  4. VAT/Tax will be deducted at source as per the government rule. VAT coupon (endorsed by the NBR) will be issued for the deducted VAT amount as the program is funded by USAID. Note that VAT registration number/documents (Mushak-11) will be required for issuing VAT coupon.
  5. In case of failure to deliver the final product in due time, Plan Bangladesh will deduct 1% of the total agreement amount for each day of delay in submitting the report beyond the closing date of the agreement.
  6. The consultants will be abided by other terms regarding Anti-Terrorism Financing Debarment, Suspension, Ineligibility and Voluntary Exclusion certification, etc.

Submission of the proposal: If confident and interested, considering the above mentioned responsibilities and scope of work, individuals/firms are requested to submit a technical and financial proposal along with the following to People and Culture Team, Plan Bangladesh, Country Office, House CWN (B) 14, Road 35, Gulshan 2, Dhaka–1212, Bangladesh on or before 14th October 2012. Individuals/firms must submit the technical and financial proposal separately in sealed envelope. Name of the undertakingshould be written on the top of the envelope.

  1. A ddetail profile of the individual/agency including name, registered address, contact numbers, email address and year of establishment and working experience;
  2. List of clients and detail services offered to them during last three years;
  3. At least 2 own specimen for each of the categories of deliverables, i.e. message, illustration, TV and radio spot);
  4. Declaration of foreign associate(s), if any;
  5. Copy of government approved registration certificate, TIN and tax clearance certificate;
  6. Bank certificate of financial stability; and
  7. Any other relevant information which can help Plan Bangladesh to fulfill PHR program’s requirement in this regard.

Reservation right/s: Without showing any reason, Plan Bangladesh reserves the right to reject any proposal or cancel the EoI announcement.

Child Protection Policy: Plan’s Child Protection Policy will be applicable in the process of developing the messages, illustrations and audio-visuals (TV and radio spot). The selected individual/firmwill be abided by the policy.
