11.1 Special Conditions forCatering Services
The objective criteria of this package are to:
- Advance participation of BBEE Compliancebusinesses that are 51% Black Owned within the boundaries of South Africa
- Create jobs for local people targeting youth from the surrounding communities.
- The above will assist in maintaining stability for the project and to also contribute to Eskom’s target to maximise spent with the above categories of suppliers.
To achieve the above objectives the following will apply:
- The invitation to tender will call for entities that are BBBEE Compliance which are 51% Black Owned within the boundaries of South Africa.

Note: Tenderers which fail to submit proof of registered business address in the designated Local to site areas and are not in the required B-BBEE contribution will NOT qualify for further evaluation.
Sub-contracting
Tenderers are encouraged on the table (matrix) below to propose percentage to spend on sub-contracting (EG: Bread, Milk, chicken, Vegetables and Red Meat) to Black Women Owned (BWO) or Black Youth Owned (BYO) contractor that they will gain experience and developed oncatering servicesfor the period of the contract.
This will form part of the contractual obligation with the successful contractor.

Skills Development
The Employer intends to improve Skills Development by ensuring that technical support is directed towards enhancing supply capacity and capability within the industry or sector of operation. By doing this the capacity and competitiveness of the local supply base will be increased and the goals of shared growth, employment creation, poverty reduction and skills development will be achieved
Tenderers are encouraged to propose Skills Development initiatives in terms of the Skills required for this project as indicated in the table (matrix) below.

Job Creation
Contractorsmust mention the number of jobs created and retained as a direct result of the contract. These proposals shall be made in the SD&L Compliance Matrix as shown below.
Contractors are required to source local to site labour on semi-skilled and unskilled labour to increase job creation around Hendrina Power Station.
