Summary Action Plan


The purpose of the equality analysis process

An equality analysis is used to focus attention on assessing what barriers (assistance, access or attitude) potential service users, their families and carers or staff may face. These barriers could, potentially, adversely affect health outcomes and experience of the service. From this analysis we can decide what practical actions need to be taken to minimise or eliminate these barriers.

From the 2013 equality analysis of Bridgewater services seven key areas emerged as actions to address in the next twelve months. When completed these actions will ensure staff have information that will enable them to understand the barriers that service users and their families or carers may face when accessing Trust services and what the Trust can do to minimise or remove these barriers.

Action: Review of referral process and information provided to services prior to initial appointment to identify gaps.

A number of forms highlighted that information regarding communication support, disability access requirements or particular religious or cultural needs had to be highlighted by the referrer to the service and that this information was not always received.

These gaps could potentially mean that not all service users have equality of opportunity in accessing Trust services and could also lead to a loss of privacy and dignity when having to ask for help in reading information sent or arranging an appointment for example. Time can also be wasted for service and service user due to interpretation not being arranged for initial appointments.

The services will review their referral process to identify where there are gaps in information received from the referring parties.

The ultimate outcome would be a robust referral process where individual needs are highlighted and actions taken to ensure service users are contacted and treated according to their particular needs.

Action: Production of reasonable adjustments guidance for staff.

The equality analysis process highlighted that services required information on the wide range of adjustments for communication and physical access that would allow members of the Bridgewater community to effectively engage with services. There was a good understanding of many adjustments such as Braille and BSL but more information was required in other areas.

The Equality Act 2010 requires public bodies to make reasonable adjustments to promote equality of opportunity and to remove or minimise discrimination for service users and staff, and the Human Rights Act 1998 protects the principles of equality, dignity and autonomy. Along with the Mental Capacity Act 2005 and Compassion in Practice it is important that all staff can readily find information on reasonable adjustments for access and communication.

An information document produced by the equality and diversity team and disseminated to all staff and made available on the intranet will be used in conjunction with targeted training to raise awareness of the variety of adjustments to processes that would assist service users in their interactions with the Trust.

The outcome should be increased staff awareness and improved service user access and experience.

Review Date: August 2014

Action: Production of religion and culture in healthcare guidance for staff.

Through review of the equality analysis forms and the nature of the Trusts services it was decided that, in addition to training, it would be useful for staff to have a religion and culture in healthcare guidance document. The services below were chosen to have this as an action due to the fact that they visit people within their homes, provide palliative care, nutritional information or they requested more information within the analysis however the guidance would be of use to all staff.

The three aims of the general duty within the Equality Act are to promote equality of opportunity, minimise or remove discrimination and foster good relations between communities. The availability of some basic information on the differing needs of the religious groups represented within the Trusts communities would work towards these three aims within the understanding by staff that everyone has different beliefs, needs and aspirations.

A guidance document will be produced by the equality and diversity team and made available to all staff on the intranet. The document will be promoted via the Bridgewater bulletin and through management teams.

The outcome should be increased staff awareness and improved service user access and experience.

Action: Translation and interpretation.

Across the organisation there seems to be differing confidence in the procedure for booking interpretation or translation services.

Effective communication is key to ensuring the meeting of the three aims of the Equality Act general duty, to promoting the dignity and autonomy of service users and to ensuring an effective, high quality service is provided to all service users.

The equality and diversity team will work with procurement on a new contract for Trust language and translation services and will produce a policy, SOP and quick guide for all staff to ensure fast and effective booking of services that all staff are confident booking.

The outcome should be increased staff awareness and improved service user access and experience.

Action: Learning Disability Health/Care Passport.

A question on the equality analysis form queried whether staff within a service were aware of the Learning Disability Health/Care Passport carried by some LD members of the community. These documents detail such information as home address, emergency contact, medications allergies and what effective communication would be. There were some services who were not confident that staff would know what one of these passports were and would not know to ask for one.

The awareness of the passport would assist staff in providing an effective service to an LD service user, would promote equality of opportunity, minimise any potential discriminatory practices and would help promote the dignity and autonomy of the LD service user.

The equality and diversity team will run an awareness raising campaign through the Bridgewater bulletin and via the E&D intranet page.

The outcome should be increased staff awareness and improved service user access and experience.

Action: Leaflet review.

Through the equality analysis process it was determined that there are a range of leaflets used by services across Bridgewater to provide information or promote the service. Some of these leaflets are produced by Bridgewater and have been approved by the lay readers panels, others are taken from external organisations for specific clinical areas, for example the British Heart Foundation. The average reading age across the Bridgewater area is age 7, some services felt a review of the leaflets they provide would be useful to determine whether the information was in a format that could be comfortably read by most service users.

Receiving information on services and what treatment can be expected in a format that is accessible to themselves is central to the equality, dignity and autonomy of service users.

Guidance will be provided on producing documents in an easier read format and the services will review the leaflets and letters they currently use against this guidance. Revised leaflets will be approved by lay reader panels. It would be a useful exercise across the Trust if this process was carried out across all services as part of the One Bridgewater integration and service improvement processes.

The outcome would be improved service user experience.

Action: Text reminder service.

From the equality analysis process it was determined that some services already phone or text appointment reminders to their service users. This can be a very useful exercise to reduce non-attendance at appointments and can be beneficial to many different people, for example those with mental health problems, carers, young people.

A text reminder or phone call can help towards minimising the disadvantage some people may suffer as a result of missing appointments and being discharged from services that they need.

The equality and diversity team will work with managers and IT to look at the feasibility of a reminder service for all service users who sign up to it, as the services move over to SystmOne it may be possible to tie this into records.

The outcome would be improved service user experience and access and reduced DNAs for the Trust.
