VARIATION (NO 33) OF THE DUBLIN CITY DEVELOPMENT PLAN 2005 – 2011

LANDS AT ST TERESA’S GARDENS, DUBLIN 8.

Varys the Dublin City Development Plan 2005-2011 by changing the zoning of the subject lands at St. Teresa’s Gardens:

FromZoning Objective Z1 – To protect, provide and improve residential amenities.

andZoning Objective Z9 – To preserve, provide and improve recreational amenity and open space.

To Zoning Objective Z13 – To seek the social, economic and physical rejuvenation of an area.

With a specific site objective in Map E and Section 14.11.0 of the Development Plan:

“Replacement public open space commensurate with the existing public open space shall be incorporated into the redevelopment of the subject lands”.

Background:

St Teresa’s Gardens are located in the southwest inner city to the northern portion of the Draft Dolphin’s Barn Framework Development Plan study area. The existing housing is predominantly provided in fourteen, four storey flat blocks and is accessed via a single vehicular and pedestrian access from Donore Avenue. To the southern boundary of St. Teresa’s Gardens is an all weather football pitch and small play area. The housing area measures approximately 3.7ha. The lands have a Z1 zoning ‘to protect and improve residential amenities’. St Teresa’s Gardens are bounded by Donore Avenue to the east, one storey residential terraced housing to the northwest, St Teresa’s Church and Presbytery to the southeast and the Coombe Hospital to the west. The Boys Brigade football pitches have an area of 1.9ha and are located to the rear of St Teresa’s housing complex to the south. These lands have a Z9 zoning, ‘to preserve, provide and improve recreational amenity and open space’ and taken in conjunction with St Teresa’s Gardens, form the full extent of the subject lands included in the proposed variation.

Dublin City Council is seeking to carry out a major regeneration project in St Teresa’s Gardens. The regeneration will involve the demolition of the existing complex, which consists of 346 flats, 10 houses, and 10 shops, and the rebuilding of 300 social and affordable units and 300 private apartments, retail and commercial units, as well as a new public park. The park will have a football pitch, a multi-purpose all-weather pitch, a new playground, as well as small picnic areas for families to enjoy during the summer. The project will also involve the construction of offices for the residents association, a drop-in centre for parents, a computer room for training, and a number of other ancillary offices. A large boardroom will be available for use by the wider community. There will also be a boxing club and storage space and changing rooms for the football teams.

St Teresa’s Gardens and the Boys Brigade football pitches form an integral part of the Draft Dolphin’s Barn Framework Development Plan. The Masterplan for the study area seeks to create a ‘state of the art’ mixed-use city quarter. The city quarter will be of the highest quality and will include apartment housing that is sustainable through a variety of types and sizes and new employment opportunities. The new quarter will contain the appropriate community infrastructure including retail, education, childcare, health, leisure and recreational facilities. The aim of the housing regeneration project is to build a sustainable community through a combination of physical, social, educational, arts & culture, estate management and economic initiatives.

Purpose of the Variation

St. Teresa’s Gardens currently had a split zoning of Z1 and Z9. It was necessary that both these areas were rezoned to Z13 ‘to seek the social, economic and physical rejuvenation of an area’ in order that the housing regeneration project can proceed. The Z13 zoning on the site is tied into a site specific zoning objective whereby replacement public open space, commensurate with the existing public open space, shall be incorporated into the redevelopment of the subject lands.

Strategic Environmental Appraisal

The Planning Authority determined, using the criteria set out in Schedule 2A Planning and Development Regulations 2001-2004, the DEHLG SEA Guidelines and Annex 2 of Directive 2001/42/EC, that a Strategic Environmental Assessment was not required for this Variation to the Dublin City Development Plan 2005-2011 for the area set out above and the prescribed bodies did not object to this determination within the appropriate period.

Written Submissions or Observation

Written submission or observations with regard to the proposed draft variation made to the Planning Department within the said period were taken into consideration before making the Variation.
