part ii: project JustiFication

A.  State the issue, how the project seeks to address it, and the expected global environmental benefits to be delivered:

1.  In 1996, Angola prepared the first version of the country’s profile for a sound chemicals management. Subsequent studies on persistent organic pollutants (POPs) revealed that a large amount of obsolete POPs stockpiles and POPs wastes exist in Angola. Moreover, there is ample evidence that POPs chemicals, such as for example electrical equipment containing polychlorinated biphenyls (PCBs), are still used in a broad range of sectors in the country. In October 2006, Angola became a Party to the Stockholm Convention on POPs. One of its obligations under the Convention is to develop, within two years after the entry into force, a national implementation plan (NIP). This includes a thorough assessment of the POPs situation as well as the national infrastructure and capacities in terms of the environmentally sound management of POPs.

2.  The main activities, which will be performed in this project, are to identify relevant stakeholders from the public and private sector and civil society; set up institutional arrangements, define their roles and assign them responsibilities in view of the implementation; undertake preliminary national inventories of sources and releases of POPs listed in Annexes A, B and C of the Convention; develop an Action Plan for the regular monitoring and reduction of releases of unintentionally produced POPs; undertake information, sensitization, education and training activities on POPs; build capacity and develop an Action Plan on the phasing out of PCBs; prepare a preliminary assessment of stockpiles of POPs and of waste products contaminated with POPs, and identify management options, including opportunities for disposal; build capacity to enable the Executing Agency to organize and coordinate the project, which includes human resource development, training programs, equipments, etc.; build capacity to report to the Conference of the Parties (COP) on total production, import and export and to participate in the evaluation of the effectiveness of the Convention; build capacity to assess the exposure of the human population and the environment to POPs; build capacity to assess the need of continuation of specific exemptions and preparation of their reporting/extension; build capacity to identify sites contaminated by POPs; support communication, information exchange, and raising awareness through multi-stakeholder participatory processes; build capacity to undertake applied research to monitor POPs; identify and promote safer alternatives and environmentally sound techniques for POPs disposal; and integrate best available techniques (BAT) and best environmental practices (BEP).

3.  To date, due to lack of funding for the aforementioned activities as well as lack of national capacity and infrastructure, Angola’s POPs situation, however, remains largely unassessed. If left unattended, Angola would continue lacking capacity for POPs management and consequently capacity for the general sound management of chemicals. The consequences of this “business-as-usual” scenario, which would expectedly unfold without support from the GEF, are the expected loss of Global Environmental Benefits (GEBs). The proposed project “Enabling activities to facilitate early action on the implementation of the Stockholm Convention on Persistent Organic Pollutants (POPs)” seeks to overcome the present shortcomings in Angola. The project seeks to strengthen Angola’s capacity for the general sound management of chemicals with particular focus on the management of POPs as well as Angola’s regulatory and enforcement capacity. Moreover, it seeks to identify, assess and prioritize the POPs situation in Angola, including the unintentional production of POPs listed in Annex C of the Convention.

4.  With the objective of the project to reduce and/or eliminate production, use and releases of POPs chemicals in Angola, the global benefits of this project include the reduction and/or elimination of production use and releases of these substances on a global scale.

B.  Describe the consistency of the project with national priorities/plans:

5.  With the ratification of the Stockholm Convention on POPs in October 2006, Angola expressed its strong commitment to protect human health and the environment from the adverse effects of POPs. The proposed project seeks to identify, assess and prioritize the POPs situation in Angola, including the unintentional production of POPs listed in Annex C of the Convention. In order to reach this objective, the project will build on the finding of past activities in the POPs field in Angola and update such preliminary assessments, like the National Profile, established in 1996. Moreover, the proposed project will take into account other international or regional

agreements relevant to Angola, such the New Partnership for Africa Development (NEPAD), the Millennium Development Goals (MDGs), the Johannesburg Plan of Implementation adopted at the World Summit on Sustainable Development (WSSD) in 2002, and the overreaching framework of the Strategic Approach to International Chemicals Management (SAICM) adopted in Dubai in February 2006.

C.  Describe the consistency of the project with gef strategies and strategic programs:

6.  The objective of the proposed project to manage POPs in an environmentally sound manner, with the aim of reducing the adverse effects of POPs to human health and the environment is consistent with the strategic long-term objectives of the GEF Operational Programme #14, which is to reduce and eliminate production, use and releases of POPs. The proposed project falls under the Strategic Programme 1 (SP1) for GEF-4 ” Strengthening capacity for NIP (National Implementation Plan) development and implementation”. It is in line with SP1 by creating capacity in Angola to develop and implement measures for the environmentally sound management of POPs, through strengthened capacity within the government the private sector, through strengthened legislative and regulatory frameworks for the management of POPs and through strengthened capacity for their enforcement.

D.  Outline the Coordination with other related initiatives:

7.  Angola participates in a UNEP project on the establishment of a preliminary PCB inventories for countries from the Southern African Development Community (SADC). A strong synergy is expected between some activities of the Enabling Activities project and the SADC sub regional Project on polychlorinated biphenyls (PCBs). The reason is that the financial resources allocated for the UNEP PCB inventory project for Angola will by far not be sufficient for establishing a comprehensive PCB inventory. Moreover, the technical team of the SADC PCB project will be able to support the development of a comprehensive PCB inventory within the Enabling Activities project and complement the work undertaken. As the Department of Natural Resources (DoNR) will be the executing agency of both projects, any duplication will be effectively avoided.

E.  Discuss the volue-added of GEF involvement in the project demonstrated through incremental reasoning :

8.  Angola has no or poorly developed capacity to manage POPs in an environmentally sound manner. Moreover, there is no or low awareness on the adverse effects of POPs to human health and the environment within the public and private sector in the country. This causes the ongoing intoxication of particularly vulnerable groups, such as women and children, with POPs. Moreover, uncontrolled releases of such substances into the environment result in negative impacts on, for example, marine and terrestrial ecosystems, biodiversity, and food security. On a global scale, the ongoing releases of POPs chemicals, through their transboundary transport and bioaccumulation in food chains, reportedly cause negative impacts on societies as well as on marine and terrestrial ecosystems,

9.  Without the GEF support, there is strong evidence that the current POPs situation in Angola would remain. This is due to lack of funding for activities such as capacity building and awareness-raising that aims at reducing the risk of environmental releases of POPs in Angola. The current situation therefore represents the “business-as-usual” scenario. The global benefits of undertaking this project include the reduction of releases of POPs chemicals to the environment as well as the reduction and/or elimination of production use and trade of these substances.

F.  Indicate risks, including climate change risks, that might prevent the project objective(s) from being achieved, and if possible including risk measures that will be taken:

Risk: lack of stakeholder participation in the development of the NIP – Risk management measures: the risk will be mitigated by undertaking awareness raising workshops and inclusion of all stakeholders in both project preparation and implementation.

Risk: delays in project implementation and low quality performance - Risk management measures: the risk will be mitigated by a careful selection of success indicators and the adaptive monitoring practice, which will ensure a timely implementation and high quality results.

G.  describe, if possible, the expected cost-effectiveness of the project:

10.  The implementation of the Enabling Activities project follows the step-wise process as set out in the Initial Guidelines for Enabling Activities developed by the GEF. As most of the outcomes of this enabling activities project do not have indicators that best describes it and as most outcomes are not quantifiable, various means to achieve the outcomes of project components 1 to 4 will be assessed during the implementation of the project. This will ensure that the cheapest and most feasible (and pragmatic) activity will be identified as the most cost-effectiveness means of achieving the stated outcomes.
