Sailing Instructions 2016

SAILING INSTRUCTIONS

NB This regatta is open to all types of boats that have a rating under the Caribbean Sailing Association Handicapping system.

1 RULES

The regatta will be governed by the ‘rules’ as defined in the World Sailing (I.S.A.F) Racing Rules of Sailing 2013-2016, the class rules, the sailing instructions and the prescriptions of the Barbados Sailing Association as governing body.

2 REGISTRATION

Registration will take place by Sunday 10th July at 9:00am. A minimum of 3 boats constitutes a class.

3 NOTICES TO COMPETITORS

Notices to competitors will be posted on the notice board located next to the Dippers kitchen at the BCC at least one hour before the start of the first race on that day.

4 CHANGES TO SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted on the notice board located next to the Dippers kitchen at the BCC or announced orally on the water by the Race Committee.

5 CLASS FLAGS

Class flags will be:

Green: All Mono Hulls

Yellow: All Multi Hulls

Red: All Windsurfers

6 THE COURSES

The diagram showing the course, the order in which marks are to be passed, and the side on which each mark is to be left will be attached to the entry form and race instructions and posted next to the Dippers kitchen at the BCC on the race day.

7 THE START

7.1 The start line shall be between the flags on the Race Committee boat and an orange buoy.

7.2 Races will be started using the following signals:

Signal Flag and sound Minutes before starting signal

Warning Class flag: 1 sound 3

Preparatory Preparatory flag: 1 sound 2

One-minute Preparatory flag removed: 1 sound 1

Starting Class flag removed: 1 sound 0

7.3 Boats whose warning signal has not been made shall avoid the starting area.

7.4 A boat starting later than 3 minutes after her starting signal will be scored Did Not Start (DNS).

7.5 The warning signal for each succeeding class may be made with or after the starting signal of the preceding class.

8 SHORTENING OR ABANDONING AFTER THE START

8.1 After the starting signal, the Race Committee may shorten the course as per rule 32.1 a, b, c.

8.2 If a mark is missing or out of position, rule 34 shall apply.

9 THE FINISH

The finishing line will be between the Race Committee boat and an orange buoy .

10 PENALTY SYSTEM

10.1 a For ALL classes rule 44.2 shall apply at all times when boats meet - a 720º turn.

10.1 b For ALL classes when a mark is touched rule 31.2 shall apply - a 360o turn.

10.2 As provided in rule 67, the Protest Committee may, without a hearing, penalize a boat that has broken rule 42.

10.3 If there is reasonable evidence that a boat has broken rule 2, she may be disqualified by the Race Committee.

10.4 As provided on rule 68, damages arising from the breach of any rule shall be paid for in full by the boat in breach of the rules.

11 PROTESTS AND REQUESTS FOR REDRESS

11.1 Competitors intending to protest another boat shall notify the other skipper at the first reasonable opportunity, and will so inform the Race Committee on finishing or retiring from the race.

11.2 For each class, the protest time limit is 30 minutes after the Race Committee boat has returned to shore.

11.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will begin at the earliest convenient time.

11.4 A list of boats that, under instructions 12.2 or 12.3, have acknowledged breaking rule 42 or rule 2 respectively, or have been disqualified by the protest committee, will be posted before the protest time limit.

12 SCORING

12.1 The Low Point scoring system of Appendix A will apply. Each boat’s series score shall be the total of her race scores.

12.2 The Race Committee intends to sail a total of 3 races.

13 SAFETY REGULATIONS

13.1 A boat shall identify herself to the Race Committee by specifying the sail number, either just before launching, or before the first race to the Race Committee boat at the starboard end of the starting line. It will be the skipper’s entire responsibility to ensure that the identification has been done correctly.

13.2 A boat that retires from a race, or returns to shore before the end of the last race, shall notify the race committee as soon as possible.

13.3 All participants are required to wear adequate Life-vests or Lifejackets.

14 PRIZES

Prizes will be awarded to the top 3 in each class.

15 ASSISTANCE

Each competitor is required to help the Race Committee and volunteers. This includes the preparation of marks, boats, launching of Race Committee boats and other dinghies before the race and also help at the end of the day when everyone comes back to shore.

16 DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. The Barbados Cruising Club or its staff or its affiliates will not be held responsible for any damage to boats caused by negligence or unsportsmanlike behaviour (rule 69.1).

Participants agree to be bound by the conditions set out in the entry form.
