Windsor Locks Town Hall – Conference Room 103

CALL TO ORDER: The meeting was called to order by Chairman Richard Frawley at 7:00 p.m.
ROLL CALL: Members present were Chairman Richard Frawley,Kasan Patel, Bruce Robtoy and Roger Sullivan.
MINUTES:A motion to approve the minutes of February 23, 2015 was made by Mr. Robtoy, seconded by Mr. Sullivanwith corrections to the end of the first paragraph on page two to read “Eventually letters will be sent to abutting property owners.” All approved.
A motion was made by Chairman Frawley to have Jen Rodrigues, Town Planner, speak next. All Approved.
OLD BUSINESS:

Chairman Frawley reviewed what has been done so far. Ms. Rodriguez stated the last Plan of Conservation and Development was done in 2007 and the next one is due for publication in 2017. Open space/Farmland preservation should be updated with input from the Conservation Commission. Money has been set aside by developers in lieu of open space. She passed out maps showing current farmland inventory.

Mr. Fournier was researching what Granby, Suffield and East Granby did to preserve farmland. He was also working with the CT Trust for Historic Preservation regarding a barn survey. We can’t apply for most grants until we establish a Farm Commission or the Conservation Commission is appointed to that position.

Next step is to meet with the Board of Selectman to be appointed. P&Z should also have input. We need to develop a scoring method. She will come again on the May 24th meeting.

Army Corps of Engineers – Copy of General Permit dated March 8, 2016.

CT River Watershed Council – Currents and Eddies magazine for Spring 2016.

Arbor Day Foundation – Arbor Day magazine for March/April 2016. Arbor Day is April 29th.

Ellington Small Cities Program – Letter regarding Housing rehabilitation program.

North Central Conservation District – Spring 2016 Plant and Seedling Catalog.

OLD BUSINESS:

Mr. Robtoy reported the Park Commission voted to approve the Runway to Rails Trail Project. The next steps would be to mark the trail head with flagging and map the area of Kettle brook.

NEW BUSINESS:

Ms. Horan asked the Commission if they would help volunteer at Noden-Reed Park to help Brook Tillotson with her Farm Fest project on May 7th.

The Canal will remain closed as the eagles are nesting.

ADJOURNMENT: A motion to adjourn was made by Mr. Sullivanand the meeting adjourned at 8:14 p.m. The next meeting is April 26, 2016.
